Minutes of the ninth regular meeting of the 2007/2008 Council of the
Rural Municipality of South Cypress held in the Municipal Council Chambers at
618 Railway Ave., Glenboro, Manitoba on Tuesday, July 8th, 2008 at
8:30 a.m.
ii.
Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J.
Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen,
and Chief Administrative Officer, Eric Plaetinck.
iii.
Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m.
iv.
During
the meeting, at the time indicated, Council met with the following delegations. v. Ed Berry } Municipal Equipment Operators vi. Paul Wilton } Monthly Work Progress and

RESOLVED that the minutes of the last regular meeting of Council held on
Tuesday June 10, 2008 be taken as read and approved, all statutory requirements
having been fulfilled.

“carried” 2.
RESOLVED that the Council of the Rural Municipality of South Cypress
accept and approve the audited Financial Statement and Supplementary Audit
Report for the Rural Municipality of South Cypress for fiscal year ending
December 31, 2007 as prepared and submitted by the chartered accounting firm of
BDO Dunwoody of Winnipeg, Manitoba.

RESOLVED that the Council of the Rural Municipality of South Cypress
authorize the payment of fiscal year 2008 accounts from Cheque #5407 to and
including Cheque #5463 as submitted to Council by the Municipal Administrator.

“carried” 4. RESOLVED that the Council of the Rural Municipality of South Cypress re-appoint Westoba Credit Union Ltd., Glenboro Branch, to provide all necessary banking and financial services required by the Municipality during the term July 1, 2008 to June 30, 2011, as per terms and conditions specified in the June 9th, 2008 services contract.

RESOLVED that the Council of the Rural Municipality of South Cypress
authorize the purchase of up to 80 – 44 lb. bags or EcoBran Grasshopper Bait
from Viterra Glenboro Station.

RESOLVED that the Council of the Rural Municipality of South Cypress
approve a disbursement of $16,000.00 to the Glenboro-South Cypress Weed Control
District as an advance payment for the custom spraying of noxious weeds on
Municipal roads, which is being carried out this summer.

“carried” 7. RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of F. Kozak & Sons Ltd. of Neepawa, Manitoba to crush and stockpile 20,000 cubic yards of ¾” road gravel at the Craig Bell gravel pit (SW ¼ 10-8-16W) for the quoted/agreed to price, with any required stripping of the pit to be done at the prescribed rate; 8.
AND FURTHER BE IT RESOLVED that the crushing of the said 20,000 cubic
yards of gravel be undertaken this fall or in spring 2009, at the contractors
choice/convenience, and accordingly billing and payment of same be deferred to
January 1, 2009 or on completion date, whichever is later.

RESOLVED that the Council of the Rural Municipality of South Cypress
acknowledge receipt of Enbridge Pipeline Inc.’s June 17th, 2008
“Notice of Proposed Detailed Route”, of their Southern Lights LSR Pipeline
and Alberta Clipper Pipeline projects as described in attachments 1, 2, and 3,
in Tract No. 4188.01. 10.
AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of
South Cypress endorse the proposed routes, as it affects Municipal right-of
ways, of the Southern Lights LSR Pipeline and Alberta Clipper Pipeline projects
as shown therein.

RESOLVED that the Council of the Rural Municipality of South Cypress do
now adjourn at 11:50 a.m. to convene again at the next regular meeting scheduled
for Tuesday August 12th, 2008 at 8:30 a.m. i. “carried” |
