Minutes of the fifth regular meeting of the 2007/2008 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, March 11, 2008 at 8:30 a.m. Present at the Meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 8:34 a.m. During the meeting, at the time indicated, Council conducted the noted public hearing and met with the following delegations: Edwin Berry } Municipal Equipment Operators Allan Bartram } Monthly Work Progress Report John McEntee } Various Planning Matters Conditional Use } Non-Farm Dwelling Site on the Public Hearing }
NW ¼ 24-7-13W (J & M Berry) RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday February 12, 2008 be taken as read
and approved, all statutory requirements having been fulfilled.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2008 accounts
from cheque #5174 to and including cheque #5212, as submitted to Council by the
Municipal Administrator. “carried” RESOLVED that the plan of Subdivision of
Land described as; Being part of the W ½ of Section 24,
Township 7, Range 13W1, as shown on a drawing and being attached to an
application for subdivision file #14-4187-08-4390 and being submitted by the
registered owner, Mr. Joseph M. Berry; be hereby approved by the Council of the
Rural Municipality of South Cypress. Approval is given subject to the
following condition: 1. That a conditional use order be
obtained to permit the non-farm single- family dwelling site within the
“A80” Zone.
“carried” RESOLVED that the
Council of the Rural Municipality of South Cypress accept the year 2008 Budget
of the Glenboro-South Cypress-Wawanesa Handi Transit Board requiring a year 2008
levy from the R. M. of South Cypress amounting to a total of $ 4,137.38.
“carried” RESOLVED that the
Council of the Rural Municipality of South Cypress accept the year 2008 Budget
of the Glenboro Veterinary District Service Board requiring a year 2008 levy
from the R. M. of South Cypress amounting to a total of $ 8,438.44. (unchanged
from the past three years).
“carried” RESOLVED that the
Council of the Rural Municipality of South Cypress approve the Assiniboine Hills
Conservation District’s 2008 funding levies requiring a contribution from the
Municipality amounting to $ 7,873.59.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept the year 2008 Budget of the Spruce Lakes
Recreation District Commission requiring a year 2008 levy from the R. M. South
Cypress amounting to a total of $ 18,680.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept the year 2008 Budget of the Cypress
Planning District requiring a year 2008 levy from the R. M. South Cypress
amounting to $ 9,240.00 (unchanged for the past 16 years).
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept the year 2008 Budget of the Glenboro
Cemetery Committee requiring a year 2008 Levy from the Rural Municipality of
South Cypress, amounting to a total of $1,750.00. AND FURTHER BE IT RESOLVED that in
addition to the said 2008 operating levy that the Council of the Rural
Municipality of South Cypress also authorize the payment of a “one time”
contribution amounting to $2,000.00, to be used in offsetting the purchase of a
new ride-on mower for the cemetery.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress grant $ 400.00 to the Glenboro Agricultural
Society to aid in the staging of their annual fair, to be held on June 30th
and July 1st, 2008.
“carried” RESOLVED that the
Council of the Rural Municipality of South Cypress authorize the payment of $
12,100.00 to the Glenboro-South Cypress Fire Board, representing approximately
50% of the anticipated requirement for the Municipality’s 2008 tax levy for
the Fire Department.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize a $ 1,000.00 grant to the Seniors
Independent Services Board to aid in offsetting their operational costs during
the year 2008.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress support D.A.L. Meats’ proposal for the
establishment of a federally inspected CFIA packing plant in Southwest Manitoba
to be located in Belmont, Manitoba.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress endorse the Cypress Planning District Board in the
entering into an agreement with DataLink Mapping Technologies for professional
consulting services required in the collection and development of digital
geo-referenced mapping and property mapping for the Rural Municipality of South
Cypress.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize all members of Council and the Chief
Administrative Officer to attend the Association of Manitoba Municipalities
Municipal Officials Seminar being held in Brandon, Manitoba on April 16th
and 17th, 2008.
“carried” At a duly called public hearing held at
11:30 a.m., in regard to Conditional Use application #CU05-08-SC, no
representation was made either for or against the application. CONDITIONAL USE ORDER NO: CU05-08-SC WHEREAS Joseph Berry the owner of the
property legally described as Pt. of the W ½ Sec. 24-7-13WPM and located at
approximately 7 miles east and 1 ½ miles north of Glenboro in the R. M. of
South Cypress, applied to the Council of the R. M. of South Cypress for approval
of a conditional use order under zoning By-Law No. 1485 part IV, section 6,
Table IV-I, in order to: Allow the establishment of a rural
non-farm dwelling site in the “A80” agricultural district (approximately
6.76 acres). And after careful consideration of the
application and any representations made for or against it, the Council of the
R.M. of South Cypress in a meeting duly assembled on the 11th day of
March AD., 2008, Approved the said application. Approval is given subject to the
following conditions: That a building permit be obtained for
the construction of any new residence or for the renovation of the existing
residence at this site. That a new septic system be installed if
a new residence is constructed or the existing residence is renovated and that
the septic system be in compliance with Manitoba Conservation Regulations. Approval shall expire if not acted upon
within 12 months of the date of making. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress set the following hours of operation for the Stockton Ferry during the 2008 season:
The Ferry will be closed each day
between the hours of 12:30 p.m. to 1:30 p.m. and 8:00 p.m. to 8:30 p.m. and from
midnight to 6:00 a.m. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize any member of Council, so able to
partake, to attend the Association of Manitoba Municipalities’ Educational
Seminar, entitled “High Integrity Political Tactics for Effective Council
Relationships” which is being held in Brandon, Manitoba on Friday April 18th,
2008.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize, Reeve Earl E. Malyon to attend the
“2008 Capturing Opportunities Forum”, which is to be held in the Keystone
Centre in Brandon, Manitoba on April 24th & 25th,
2008.

RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 12:10 p.m., to convene again for
a special meeting (Fiscal Year 2008 Budget) scheduled for Tuesday, April 1st,
2008 at 9:00 a.m. “carried” |
