Minutes
of the seventh regular meeting of the 2007/2008 Council of the Rural
Municipality of South Cypress held in the Municipal Council Chambers at 618
Railway Ave., Glenboro, Manitoba on Tuesday, May 13, 2008 at 8:30 a.m. Present
at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S.
Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief
Administrative Officer, Eric Plaetinck. Reeve
Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m. During the meeting, at the time indicated, Council
met with the following delegations.

RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday April 8,
2008 be taken as read and approved, all statutory requirements having been
fulfilled.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
payment of fiscal year 2008 accounts from cheque #5263 to and including cheque
#5300, as submitted to Council by the Municipal Administrator.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress give second and
third reading to By-law #1818 (vis-à-vis School and Municipal Property Tax Levy
for fiscal year 2008) and that it be signed by the Reeve and Municipal
Administrator, sealed and delivered.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
purchase of a new 5 HP air compressor, for the Municipal shop, from the supplier
with the most favourable quality and price.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress acquire up to 10,000
cubic yards of shale from the Rudy Kovar shale pit located at the SE 21-6-14
WPM. (Said shale is to be dug out and stockpiled at Municipal expense). “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress implement a
grasshopper control program during the summer 2008 whereby all required road
ditches/allowances, infested with grasshoppers, will be treated with Eco Bran
insecticide via ground application; AND
FURTHER BE IT RESOLVED that the Council authorize the Glenboro-South Cypress
Weed Control District to apply, this season, the said Eco Bran grasshopper bait
onto required/designated Municipal ditches/road allowances, at the rate of $
70.00 per hour.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize Mr. Jim
Abernethy to clear a 50 ft wide strip and erect a fence on the 1 mile of
undeveloped Municipal road allowance between Sections 7 and 18; in Township 8;
Range 13 WPM; subject to the following conditions: ·
That all
clearing/fencing costs be the responsibility of the applicant; ·
That the
required clearing meets the satisfaction of the ward Councillor; ·
That if or
when the said road allowance is required for development or any other Municipal
purpose, the applicant shall remove, forthwith, the said fence and at his sole
cost.

that the Council of the Rural Municipality of South Cypress sponsor the Glenboro
U.C.T. 2008 Bike Rodeo, being held on June 3rd, 2008 at the Glenboro
School, by authorizing a Municipal grant in the amount of $ 25.00 for the purchase of a new bicycle helmet.

that the Council of the Rural Municipality of South Cypress grant $200.00 to the
Cypress River Agricultural Society to aid in its staging of their 113th
Annual Exhibition which is to be held on July 19th & 20th,
2008.

that the Council of the Rural Municipality of South Cypress, in order to comply
with Transport Canada’s ferry inspection requirements, ratify contracting the
services of Gabler Welding of Carberry, Manitoba to repair/replace a 22’ x
2’ section of the bottom steel plating, near the bow area, of the Stockton
Ferry.
“carried” WHEREAS
Parks Route Inc. is an Association of member Municipalities located on Highway
#5 in Manitoba from the USA Border south of Cartwright through to west of Roblin
to the Saskatchewan border, and; WHEREAS
Parks Route is a designated Highway by the Department of Highways, and; WHEREAS
the highway is the first visible point of entry from the USA, and; WHEREAS
the Southern portion of Highway #5 between Glenboro and the USA border requires
immediate upgrading to meet Provincial standards; THEREFORE
BE IT RESOLVED that all Municipal Councils along the Parks Route (Highway #5)
request the A.M.M. to lobby the Provincial Government by way of the 2008 June
District meeting resolution supporting Highway #5 improvements.
“carried” Whereas the Rural Municipality of South
Cypress, from time to time, receives gifts or donations, from individuals, on
behalf of area non-profit organizations/clubs; AND WHEREAS the proceeds of any such gifts/donations are, in turn, remitted to the respective organization/club; AND WHEREAS some of these charitable gifts/donations may meet the criteria for income tax deductibility under sub-paragraph 118.1(1)(d) of the income tax act, where circumstances meet the parameters of Revenue Canada; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Chief Administrative Officer to issue tax deductible municipal receipts for such charitable donations, subject to the following conditions: ·
That
the Council of the Rural Municipality of South Cypress make prior determination
of the eligibility of the organization and its project or fund raising activity;
·
That a tax deductible municipal receipt, duly issued under
sub-paragraph 118.1 (1) (d) of the income tax act, shall be for only such gift or donation in the amount or
value of $100.00 or greater; ·
That the donor shall acknowledge and accept that the
Municipality will not guarantee income tax deductibility for any such receipt
issued by the Rural Municipality of South Cypress.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize all
Council Members and the Chief Administrative Officer to attend the Association
of Manitoba Municipalities Western District Meeting being held in Virden,
Manitoba on Wednesday June 11th, 2008.

RESOLVED
that the Council of the Rural Municipality of South Cypress do now adjourn @
12:20 p.m., to convene again at the next regular meeting scheduled for Tuesday,
June 10, 2008 at 8:30 a.m.
