Minutes of the Inaugural and First meeting of the 2008/2009 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue in Glenboro on Wednesday, November 12, 2008. Present at the Meeting: Reeve Earl
E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates,
Leonard K. Plett, Walter R. Cullen, and Chief Administrative Officer, Eric
Plaetinck. Prior to the commencement of the meeting, in accordance with Section 101(1) of the Municipal Act, the Reeve and all Councillors each made and subscribed a Declaration of Qualification and Declaration of Office. Reeve Earl E. Malyon, presiding, called
the meeting to order at 8:35 a.m. During the meeting, at the time

Lill Martin } Department of Labour RESOLVED that the minutes of the last regular meeting of Council held on Tuesday October 14, 2008 be taken as read and approved, all statutory requirements having been fulfilled. “carried” RESOLVED that John S. Hamilton be appointed as Deputy Reeve of the Rural Municipality of South Cypress during the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint Leonard J. Berry to the Board of the Cypress River Local Improvement Area for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint Reeve Earl E. Malyon, Councillor Leonard J. Berry, and Municipal Resident, Jeannie Webb-Christie to the Cypress River Memorial Hall Committee for the term November 12, 2008 to November 10, 2009. “carried”

Plett (Chairman) and John S. Hamilton to act as the Municipal Accounts/Finance Committee during the period November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint Lloyd E. Coates to the Glenboro District Veterinary Services Board for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint Walter R. Cullen, Lloyd E. Coates, and Resident Ratepayers Glen Dowd, David Naismith and Curtis Wytinck to act on the Glenboro Airport Commission for the term November 12, 2008 to November 10, 2009. “carried”

that Council appoint Steve Bjornson as the Fire Prevention Officer for the Rural
Municipality of South Cypress for the term November 12, 2008 to November 10,
2009. “carried” RESOLVED that Council appoint Reeve Earl E. Malyon and Councillor Lloyd E. Coates to represent the Rural Municipality of South Cypress on the Glenboro South Cypress Fire Fighting Committee during the term November 12, 2008 to November 10, 2009. “carried”
RESOLVED that Council appoint Walter R. Cullen and Leonard K. Plett to act on the Cypress Planning District for the term November 12, 2008 to November 10, 2009. AND FURTHER RESOLVED that Council appoint Lloyd E. Coates as the alternate representative on the Cypress Planning District for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress officially appoint the following persons as members of the Glenboro/South Cypress Fire Department for the period November 12, 2008 to November 10, 2009:

Plett and community resident Shirley Rutherford to the Western Manitoba Regional Library for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint Walter R. Cullen to represent the Rural Municipality of South Cypress on the Souris River Recreation Commission for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint Walter R. Cullen to represent the Rural Municipality of South Cypress on the Souris River Water Commission for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council of the Rural
Municipality of South Cypress appoint Councillor Leonard J. Berry and Municipal
Resident/Ratepayer Luella Outhwaite to act on the Board of the Glenboro-South
Cypress-Wawanesa Handi Transit for the term November 12, 2008 to November 10,
2009. “carried” RESOLVED that Council appoint Leonard J. Berry to the Board of the Glenboro Elderly Persons Housing Unit (Glen Haven Manor) for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint Lloyd E. Coates to represent the Rural Municipality of South Cypress on the Red Coat Trail Highway Association for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint resident ratepayer, Carol Lynn Malyon to represent the Rural Municipality of South Cypress on the Board of the Glenboro-South Cypress Seniors Independent Service, for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that we appoint Councillor John S. Hamilton and community resident Lorelie Mitchell to the Governing Board of the Glenboro Community Foundation Fund for the two year term November 12, 2008 to November 9, 2010. “carried” RESOLVED that Council appoint Lloyd E. Coates, Leonard J. Berry and resident ratepayer James Abernethy to the Board of Glenboro-South Cypress Weed Control District for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Councillors John S. Hamilton and Leonard J. Berry represent the Rural Municipality of South Cypress on the Glenboro Wastes Disposal Grounds Management Committee during the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that the Council of The Rural Municipality of South Cypress accept the resignation of Travis Clark as Municipal representative on the Lower Souris Sub District of The Assiniboine Hills Conservation District, effective November 12, 2008. AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress select Tracey Horner to complete Mr. Clark’s term and accordingly appoint Ms. Horner to the Lower Souris Sub District of The Assiniboine Hills Conservation District for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint Reeve Earl E. Malyon to the Heartland Gas Initiative Working Committee for the term November 12, 2008 to November 10, 2009. “carried”
RESOLVED that the Council of The Rural Municipality of South Cypress appoint James Abernethy for a two-year term, November 12, 2008 to November 9, 2010 to the Epinette-Willow Sub District of The Assiniboine Hills Conservation District; AND FURTHER BE IT RESOLVED that the
Council of The Rural Municipality of South Cypress appoint Councillor Walter
Cullen for a two-year term, November 12, 2008 to November 9, 2010 to the Lower
Souris Sub District of The Assiniboine Hills Conservation District. AND FURTHER BE IT RESOLVED that the
Council of The Rural Municipality of South Cypress appoint W. Jack Mooney for a
two-year term, November 12, 2008 to November 9, 2010 to the Oak Creek Sub
District of The Assiniboine Hills Conservation District; AND FURTHER BE IT RESOLVED that the Council of The Rural Municipality of South Cypress appoint Tom Keller for a two-year term, November 12, 2008 to November 9, 2010 to the Little Souris Sub District of The Assiniboine Hills Conservation District. “carried” RESOLVED that Council appoint Leonard K. Plett and community residents Lillian Blain, Ruth Christie, and Nora Ediger to the Glenboro-South Cypress Municipal Heritage Committee for the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint John S. Hamilton to represent the Rural Municipality of South Cypress to the Trans Canada Trail Committee, during the period of November 12, 2008 to November 10, 2009.

Malyon to represent the Rural Municipality of South Cypress on the Spirit Sands Co-operative Housing Board during the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that Council appoint Reeve Earl E. Malyon, and Councillor John S. Hamilton as an alternate, to represent the Rural Municipality of South Cypress on the Assiniboine Delta Aquifer Management Round Table during the term November 12, 2008 to November 10, 2009. “carried” RESOLVED that the Council of The Rural Municipality of South Cypress contract the services of Mr. Rod MacKay of Baldur, Manitoba to operate the Stockton Ferry from November 3, 2008 to the completion of the 2008 operating season (river freeze-up). “carried” RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Mr. W. J. Outhwaite of Stockton, Manitoba to clean out snow from the back lanes in the Hamlet of Stockton during the 2008/2009 winter with a Caterpillar 950 Loader, on an “as required” basis; Conditions of the contract are: That the required snow clearing be completed within a reasonable period of time after a snowfall/snow drifting. That billing for any such work be submitted to the Municipality immediately after each time such work is completed. That it is estimated that the normal clean out of all back lanes in Stockton will take approximately 1 hour of said loader time for each complete cleaning. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1819, (Re: 2008/2009 Council Members Indemnity, Remuneration, Compensation) and that it be signed by the Reeve and the Municipal Administrator, sealed & delivered. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-Law #1820 (Re: 2008 Tax and Debt Cancellations). “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-Law #1821 (Vis-à-vis Appointments of Year 2009 Municipal Fireguardians). “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-Law #1822 (Vis-à-vis Appointments of Year 2009 Poundkeepers, Appraisers and Cemetery Sextons). “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Reeve Earl E. Malyon and Councillors
John S. Hamilton and Walter R. Cullen to attend the Manitoba Conservation
Districts Association 33rd Annual Convention, which is to be held in
Brandon, Manitoba on December 1 – 3, 2008. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the total payment of $23,806.76, to the Glenboro–South Cypress Weed Control District, for labour services, equipment time and herbicide provided in the control of noxious weeds on designated Municipal roadside ditches during the 2008 season. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress be an “Option One” sponsor of the Wawanesa
Jets Senior Hockey Club and thereby advertise in their 2008/2009 Season’s home
Hockey Game Programs at a cost of $50.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress support the Glenboro/Carberry High School Hockey Team by advertising in their 2008/2009 season’s games program at a total cost of $25.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress award a grant in the amount of $25.00 to the
Glenboro U.C.T. Club to assist in offsetting the costs of hosting the Glenboro
Santa Claus Parade being held on Saturday November 29, 2008. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize a grant to the Glencoe Cemetery
Committee, in the amount of $500.00, to assist in offsetting their costs
incurred in removing old and dead trees at the cemetery grounds on August 27,
2008. “carried” WHEREAS the Rural Municipality of South
Cypress has received, from the Province of Manitoba, a Municipal Tax Loss
Compensation relating to approximately 6400 acres of the Swan Lake First
Nation’s property, which was transferred by the Government of Canada to
Reserve Status on November 8, 2006. NOW THEREFORE BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress authorize that the said funds
be utilized to augment Municipality’s Nominal Surplus Account. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2008 accounts from cheque #5635 to and including cheque #5689, as submitted to Council by the Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress support the Glenboro Curling Club by retaining advertising space at the Club during the 2008/2009 season at a cost of $25.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize a grant to Tayler Jefferies of Stockton, Manitoba, to assist in offsetting the registration costs incurred in his participation in the Glenboro School’s Encounters with Canada Program being held in Ottawa, Ontario on November 9 – 15, 2008. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize its hosting of the Annual Glenboro-South Cypress Volunteer Firemen’s Banquet, which is to be held in the Glenboro Legion Hall on Friday, December 12th, 2008. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 2:45 p.m. to convene again at the
next regular meeting scheduled for Tuesday December 9th, 2008 at 8:30
