Minutes of the eleventh regular meeting
of the 2007/2008 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday,
September 9, 2008 at 8:30 a.m. Present at the Meeting, Reeve Earl E.
Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard
K. Plett, Walter R. Cullen, and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called
the meeting to order at 8:30 a.m. During the meeting, at the time
indicated, Council met with the following delegations. Allan Bartram } Municipal Equipment Operators’ Paul Wilton } Monthly Work Progress Report Allan Bartram } Employment Terms, Conditions Paul Wilton } Employment Terms, Conditions John McEntee } Various Planning Matters RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday August 12, 2008 be taken as read and
approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2008 accounts
from cheque #5490 to and including cheque #5560, as submitted to Council by the
Municipal Administrator. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress appoint Equipment Operator, Allan Bartram, as
Municipal Foreman of Public Works, effective September 29th, 2008, as
per terms and conditions to be specified in his revised employment agreement for
2008.

that the Council of the Rural Municipality of South Cypress appoint Mr. Paul
Wilton as permanent full-time Municipal Equipment Operator, effective September
29th, 2008, as per terms and conditions to be specified in his
revised employment agreement for 2008.
RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Municipal Equipment Operators, Allan
Bartram and Paul Wilton to attend the Manitoba Good Roads Association training
seminar entitled “Drainage and Laser Levelling” held in Warren, Manitoba on
Tuesday, September 30th, 2008.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept an August 26, 2008 proposal submitted by
Manitoba Transportation and Government Services whereby the Municipality would
continue, for a further three years, to maintain, on behalf of the Province,
approximately 5.5 miles of Provincial Road #530 lying North of P.T.H. #2 to
Treesbank; AND FURTHER BE IT RESOLVED that the
Reeve and Chief Administrative Officer be authorized to sign a contract
extension, with Manitoba Highways and Transportation for such maintenance and
repair of the said 5.5 miles of Provincial Road #530 (from P.T.H. #2 to
Treesbank) for the term January 1, 2009 to December 31, 2011. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress employ Mr. Troy Sigvaldason, Utilityman of
Glenboro-South Cypress Weed Control District, to operate the Municipal mowing
equipment for the required mowing of designated Municipal road ditches in the
fall of 2008. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress adopt the following policy, forthwith: That a development permit be
required on all portable/temporary canvas/plastic structures erected in the
Rural Municipality of South Cypress. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress acknowledge and accept notification from the City
of Brandon Fire Department that the enhanced 911 service fee for the year 2009
for the Municipality will be set at $2.90 per capita, which remains unchanged
from 2008. “carried” RESOLVED that the Property Assessments
as listed under Schedule “B” and “D” be added to the R. M. of South
Cypress’ 2008 Assessment Roll under the Authority of Section 321(1) of the
Municipal Act; AND FURTHER BE IT RESOLVED that the
additional taxes thereon as set out in Schedule “C” and “E” be added to
their respective property within the Rural Municipality of South Cypress, as
added taxes for year 2008 under the Authority of Section 321(1) of the Municipal
Act. “carried” RESOLVED that the Rural Municipality of
South Cypress authorize the Municipal Administrative Staff members to attend the
Manitoba Municipal Administrators Association District 2 Meeting, which is to be
held at Somerset, Manitoba on Monday September 22nd, 2008 AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize the closing of the Municipal/Village office for the said day so as to enable the Municipal Administrative Staff to attend same. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 11:45 a.m., to convene again at the next regular meeting scheduled for Tuesday, October 14th, 2008 at 8:30 a.m. “carried”
