Minutes of the tenth regular meeting of
the 2008/2009 Council of the Rural Municipality of South Cypress held in the
Municipal/Village Council Chambers at 618 Railway Ave., Glenboro, Manitoba on
Tuesday, August 11th, 2009 at 8:30 a.m. Present at the Meeting, Reeve Earl E.
Malyon, Councillors Leonard J. Berry, John S. Hamilton, Leonard K. Plett, Walter
R. Cullen and Chief Administrative Officer Eric Plaetinck.
Regrets Lloyd E. Coates. Reeve Earl E. Malyon presiding, called
the meeting to order @ 8:30 a.m. During the meeting, at the time

Matters RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday July 14th, 2009 be taken
as read and approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2009 accounts
from cheque #6245 to and including cheque #6278, as submitted to Council by the
Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress ratify the sale, at the offered price, of a 1999 FORD F150XL SUPERCAB 4 X 4 pickup truck serial #2FTRX18W2XCA66800 to Mr. Cory Lalonde of Cypress River, Manitoba, in safetied and in “As Is; Where Is” condition. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress acquire up to 7,000 cubic yards of shale from the
Rudy Kovar shale pit located at the SE 21-6-14 WPM for and at the agreed to
price (Said shale is to be dug out and stockpiled at Municipal expense). “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress contract the services of PROLAJ
SIGN SERVICES of St. Anne, Manitoba to provide all
labour, mileage and materials necessary to supply & install/erect civic
address signage for approximately 289 residences in the Municipality, at and for
the total cost of $ 9,970.50 plus applicable taxes, subject to terms and
conditions which are specified in an August 9, 2009 services proposal. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress contract the services of PROLAJ
SIGN SERVICES of St. Anne, Manitoba for a traffic
and Municipal signage upgrade analysis, for and at the quoted price of $
1,525.00, subject to terms and conditions, which are specified in an August 9,
2009 services proposal.
“carried” WHEREAS “Agriculture in the Classroom
– Manitoba Inc.” is a non-profit organization dedicated to delivering
curriculum-based programs to Manitoba Schools to help teach the importance of
agriculture in our Province. NOW THEREFORE BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress support “Agriculture in the
Classroom – Manitoba Inc.” by renewing its membership with the said
organization at the supporter level of $150.00 for the year 2009.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of $ 16,296.00 to Paddock
Drilling Ltd. of Brandon, Manitoba, representing payment in full for all labour,
equipment and materials provided in the July 22 and July 23, 2009 drilling of
two 30” wells installed directly south of the Municipality’s Quonset storage
building in Glenboro, Manitoba.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of $916.56 to the Glenboro
Community Development Corporation, representing the Municipality’s 50% share
of the final balance of costs in the 2008/2009 scholastic year sponsorship of 6
students in their achievement of EMT certification.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress, jointly with the Village of Glenboro, offer
training assistance for up to 6 persons selected for the EMT program during the
2009/2010 scholastic year. AND FURTHER BE IT RESOLVED that each of
the six selected students shall be entitled to receive financial assistance of
up to a maximum of $ 670.00 upon the successful completion of the program and
the associated certification as provincial EMTech.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept the auditing services proposal submitted by
BDO Dunwoody of Winnipeg, Manitoba and accordingly reappoint the said chartered
accounting firm as the official auditor for the Rural Municipality of South
Cypress for the fiscal years 2009, 2010, and 2011 as per fees and terms
specified in their August 5, 2009 services proposal.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Municipal administrative staff member,
Maureena McPhail to attend the SKILLPATH professional skills educational
workshop entitled “The Administrative Assistant” being held in Winnipeg,
Manitoba on Monday September 21, 2009.

RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 12:20 p.m., to convene again at
the next regular meeting scheduled for Tuesday, September 8th, 2009
at 8:30 a.m.
