Minutes of the third regular meeting of
the 2008/2009 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Avenue, Glenboro, Manitoba, on
Tuesday, January 13, 2009 at 8:30 a.m. Present at the Meeting, Reeve Earl E.
Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard
K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called

Turtle Mountain Constituency RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday December 9, 2008 be taken as read and
approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2008 accounts
from cheque #5766 to and including cheque #5816, as submitted to Council by the
Municipal Administrator. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2009 accounts
from cheque #5850 to and including cheque #5865, as submitted to Council by the
Municipal Administrator. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give second and third reading to By-law #1823,
(Vis-ŕ-vis 2009 Borrowing / Overdraft Authorization @ Westoba Credit Union
Ltd., Glenboro Branch), and that it be signed by the Reeve and Municipal
Administrator, sealed and delivered. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress give first reading to By-law #1824 (Vis-ŕ-vis
Appointment of 2009 Chief Administrative Officer).
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept and approve the recommendations/decisions
presented/made by the Glenboro-South Cypress Administrative Office/Staff
Consolidation “Steering Committee” as fully detailed in their January 7th,
2009 meeting minutes. “carried” WHEREAS it is deemed that providing custom work services with Municipal equipment on an “as requested – as available” basis at “above cost” rates to Municipal ratepayers and residents has been most beneficial to the Municipality and its ratepayers; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress offer, to its ratepayers and residents, Municipal custom work services, in the year 2009, specifically; gravel hauling, grading, bulldozing, mowing and snow clearing; AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress adopt the noted rental rates and conditions for the year 2009, for specified Municipal equipment, labour and aggregate materials as set out; AND FURTHER BE IT RESOLVED that
the said rates be revisited if or when fuel prices significantly increase. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress grant the Tiger Hills Arts Association office
space within the Municipal office building during the period September 1, 2009 -
September 1, 2010; AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress value this gift-in-kind at
$1,200.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of $2,575.00 to the Glenboro
Gaiety Theatre representing the full requirement of the Municipality’s 2009
Theatre levy. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Earl Malyon to attend the Assiniboine
Municipal Health Committee meeting being held in Rivers, Manitoba on January 19th,
2009. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept the Glenboro Rink committee’s 2009
operating funding request, requiring a 2009 tax levy contribution from the R. M.
of South Cypress amounting to $ 17,195.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress jointly with the Council of the Village of
Glenboro and in conjunction with Joint Emergency Preparedness Program, authorize
the purchase of relevant equipment, as outlined in a January 12th,
2009 letter from Emergency Co-ordinator, Garth McIntyre, which would be required
in the establishment of an alternate Emergency Operation Centre that would be
located in the Glenboro Fire Hall; AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress jointly with the Council of
the Village of Glenboro commit to a total contribution of up to $10,000.00
(shared 50/50) on the condition that a matching grant be obtained from the
Province of Manitoba under the JEPP program. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the immediate payment of $4,219.22 to
the Glenboro Veterinary District Service Board, representing 50% of the
requirement for the Municipality’s 2009 tax levy for the said Veterinary
District. “carried” RESOLVED that the Rural Municipality of
South Cypress renew its membership with the following organizations and thereby
authorizes payment of the respective 2009 membership fee: Association of Manitoba Municipalities Federation of Canadian Municipalities Manitoba Municipal Administrators Association Glenboro Community Development Corporation Manitoba Good Roads Association Hudson Bay Route Association Burrough of The Gleann Museum
Assiniboine Municipal Health Committee “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress award a grant in the amount of $ 714.00 to the
Wawanesa – Oakland Community Development Corporation to aid in offsetting its
operational costs associated with Wawanesa Community promotional activities
during the year 2009. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the sale of its Municipal land ownership
maps at the following rates during the year 2009: 1”/mile coloured - $ 20.00 per map (includes all taxes)
1”/mile black & white
- $ 14.00
per map (includes all taxes) “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress, jointly with the Council of the Village of
Glenboro set the following rates for photocopying with the Village/Municipal
office photocopier during the year 2009: Ratepayers/Residents - $ 0.15 cents per copy Clubs/Organizations - $ 0.15 cents per copy

$ 0.25 cents per copy AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress jointly with the Village of
Glenboro set the rate of $0.50 per page for each page faxed, to a Canadian or
American Destination with the Municipality’s/Village’s fax machine during
the year 2009. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 12:15 p.m., to convene again at
the next regular meeting scheduled for Tuesday, February 10th, 2009
at 8:30 a.m. “carried” |
