Minutes of the ninth regular meeting of
the 2008/2009 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday,
July 14th, 2009 at 8:30 a.m. Present at the Meeting, Reeve Earl E.
Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard
K. Plett, and Chief Administrative Officer, Eric Plaetinck.
Regrets Walter R. Cullen. Reeve Earl E. Malyon, presiding, called
the meeting to order at 8:30 a.m. During the meeting, at the time
indicated, Council met with the following delegations. 11:30 a.m. RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday June 9, 2009 be taken as circulated
and approved, all statutory requirements having been fulfilled. “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
payment of fiscal year 2009 accounts from cheque #6162 to and including cheque
#6244 as submitted to Council by the Chief Administrative Officer. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress, in concert with the Council of the Village of
Glenboro, agree to waive the $390.00 tipping fee associated with the disposal of
the approximately 130 bundles of old asphalt shingles which were removed from
the Raystone Memorial Centre in conjunction with its roof replacement project
undertaken in July, 2009. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Under the Hill Farms Ltd. of
Glenboro, Manitoba to install and bury at an appropriate depth, 8” water
irrigation pipelines in/under the Municipal road between SW ¼ of Section 19;
Township 7; Range 15WPM and the SE ¼ of Section 24; Township 7; Range 16WPM and
also the Municipal road between SE ¼ of Section 8; Township 7; Range 15WPM and
the SW ¼ of Section 9; Township 7; Range 15WPM, AND FURTHER BE IT RESOLVED that all
necessary installation work and materials be the responsibility of the said
proponent with the completed installation to meet the approval of the Ward
Councillor and furthermore that the proponent, as may be prescribed by the
Municipality, be required to repair, maintain, relocate and improve such
irrigation pipeline in a safe and workmanship fashion all which shall be at the
sole and exclusive cost of the proponent. AND FURTHER BE IT RESOLVED that said
installation approval be subject to the condition that the proponent, at this
cost, attend to in due course, duly executed easements and respective signage
for the affected roads. “carried” WHEREAS the report of the Canada Post
Corporation Strategic Review (CPCSR) recommends that the current moratorium on
post office closures in rural and small towns be replaced with a mechanism
involving new rules and procedures, including the ability to replace public post
offices with private outlets; AND WHEREAS the report also recommends
that rural mailbox delivery be reconsidered; AND WHEREAS these recommendations, if
implemented by the Federal Government, would undermine public postal service and
jobs in our community and fundamentally change the nature of Canada Post’s
retail and delivery network; AND WHEREAS the report proposes that
Canada Post’s highly inadequate consultation process be used when closing or
rationalizing a post office / outlet and that a similar process be used when
replacing rural mailbox delivery with delivery to a community box, green box or
post office; NOW THEREFORE BE IT RESOLVED THAT the
Council of the Rural Municipality of South Cypress write Rob Merrifield, the
Minister responsible for Canada Post, and request that the government preserve
public postal service and jobs in our community by rejecting CPCSR
recommendations that would put an end to the moratorium on post office closures
in rural and small towns and give Canada Post the flexibility to close post
offices covered by the current moratorium or convert these public post offices
to private outlets as well as cut delivery to rural mailboxes without exploring
all options or properly consulting with residents or the representatives of
rural delivery workers; AND FURTHER BE IT RESOLVED that we
request that Minister Merrifield consult with the public, postal unions and
other major stakeholders to develop a uniform and democratic process for making
fundamental changes to Canada Post’s retail and delivery network.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the purchase of up to 80 – 44 lb. bags
or EcoBran Grasshopper Bait from Viterra Glenboro Station, at their stock
reduction clear out price. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress endorse the June 25, 2009 draft of the Cypress
Planning District’s Development Plan, as submitted by the Board of the Cypress
Planning District. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress, in partnership with the member Municipal
corporations of the Cypress Planning District, contract the services of Mr.
Steve Bjornson of Glenboro, Manitoba to perform annual fire prevention building
inspections of public facilities, located within the Municipality, as per terms
and condition to be specified in a services agreement. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn at 12:45 a.m. to convene again at
the next regular meeting scheduled for Tuesday August 11th, 2009 at
8:30 a.m. “carried”
