Minutes of the eighth regular meeting of
the 2008/2009 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday,
June 9, 2009 at 8:30 a.m. Present at the Meeting, Reeve Earl E.
Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard
K. Plett, Walter R. Cullen, and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called
the meeting to order at 8:35 a.m. During the meeting, at the time

Various Planning Matters

10:45 a.m. RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday May 12, 2009 be taken as read and
approved, all statutory requirements having been fulfilled.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2009 accounts
from cheque #6098 to and including cheque #6161, as submitted to Council by the
Municipal Administrator.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept and approve the audited Financial Statement
and Supplementary Audit Report for the Rural Municipality of South Cypress for
the fiscal year ending December 31, 2008 as prepared and submitted by the
chartered accounting firm of BDO Dunwoody of Winnipeg, Manitoba.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the Chief Administrative Officer to
advertise “For Sale by Tender” the Municipality’s 1999 Ford Super Cab 4x4
Pickup Truck, with a tender closing date of Monday, July 10, 2009. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress make application to Manitoba Department of Water
Stewardship for a minor water control works project involving surface drainage
improvements on the NE ¼ of Section 17; Township 8; Range 16 WPM; AND FURTHER BE IT RESOLVED THAT the
Council of the Rural Municipality of South Cypress authorize the purchase of a
48” diameter x 60 ft. long steel culvert, to be installed at the said site
once approval has been received from the respective Government
Department/agencies. “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress endorse the actions
of the Board of the Glenboro-Cypress Fire Department at their May 21, 2009
meeting whereby the lowest tender which submitted by Bjorn Enterprises of
Glenboro, Manitoba, was accepted for the construction of a three bay double deep
fire hall approximately 70’ x 90’ x 18’ including a 20’ x 90’
mezzanine floor and a 8’ x 8’ x 30’ hose drying tower, for the
Glenboro-South Cypress Fire Department, as per terms and conditions which are
specified in the said tender.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress ratify the engaging of the services of the law
firm of McCandless Tramley of Winnipeg, Manitoba for the purpose of obtaining a
legal opinion involving Municipal Road Allowances south of the CFB/DND Shilo
Military Training Range.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress contract the services of Hill’s Heating and
Cooling of Glenboro, Manitoba to undertake the necessary repairs in order to
restore the water pump, at the Northfield Community Well, to its original
working condition.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress grant $200.00 to the Cypress River Agricultural
Society to aid in its staging of their 114th Annual Exhibition which
is to be held on July 18th & 19th, 2009. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the office staff to attend the Manitoba
Municipal User Group Annual General Meeting and Conference being held in Portage
la Prairie, Manitoba on June 11th and 12th, 2009.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the office staff to attend a IGA/AMM
2009 PSAB reporting model training session being held in Brandon, Manitoba
during the months; July – September, 2009.

RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 12:15 p.m. to convene again at
the next regular meeting scheduled for Tuesday, July 14th, 2009 at
