Minutes of the fifth regular meeting of
the 2008/2009 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday,
March 10, 2009 at 8:30 a.m. Present at the Meeting: Reeve Earl E.
Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard
K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called
the meeting to order at 8:30 a.m. During the meeting, at the time
indicated, Council met with the following delegations: RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday February 10, 2009 and minutes of
special meetings held on February 17th, 2009 and March 4th,
2009 be taken as read and approved, all statutory requirements having been
fulfilled. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress adopt the Municipality’s Financial Statement for
fiscal year ending December 31, 2008 as presented by the Chief Administrative
Officer showing a net operating surplus of $20,897.44. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2009 accounts from cheque #5912 to and including cheque #5960, as submitted to Council by the Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress approve the Assiniboine Hills Conservation District’s 2009 funding levies requiring a contribution from the R. M. of South Cypress amounting to $7,873.59 (unchanged from last year). “carried” RESOLVED that the
Council of the Rural Municipality of South Cypress authorize the payment of
$1,541.76, which is to be shared equally with the Village of Glenboro, to the
Glenboro Community Development Corporation, representing the entire offset of
the registration/books and mileage costs incurred by the 2008/2009 class
students which have been successfully completed the EMT training. “carried” RESOLVED that the
Council of the Rural Municipality of South Cypress renew its agreement with the
Village of Wawanesa for the “right of use” of the Wawanesa Waste Disposal
Grounds & Transfer Station by approximately 200 persons residing in the
western portion of the Municipality; AND FURTHER BE IT
RESOLVED the Rural Municipality of South Cypress pay $ 45.00 per capita per
year, to the Village of Wawanesa, for the privilege of utilizing the said
facility; AND FURTHER BE IT
RESOLVED that this agreement shall be in effect as at January 1, 2009 with the
term, rates and conditions of the said agreement being subject to review at any
time by either the Village of Wawanesa or the Rural Municipality of South
Cypress. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize a $600.00 grant to the Seniors Independent Services Board to aid in offsetting their operational costs during the year 2009. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress accept the year 2009 Budget of the Spruce Lakes Recreation District Commission requiring a year 2009 levy from the R. M. of South Cypress amounting to a total of $15,680.00. “carried” “carried” RESOLVED that the Council of the Rural Municipality of South Cypress provide a 2009 Municipal grant in the amount of $500.00, to the Village of Glenboro, to aid in offsetting repair and maintenance costs during the year, for the Glenboro library building. “carried” RESOLVED that the
Council of the Rural Municipality of South Cypress accept the year 2009 Budget
of the Glenboro Cemetery Committee requiring a year 2009 levy from the Rural
Municipality of South Cypress, amounting to a total of $2,000.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress assist in sponsoring the Glenboro Area Foundation Inc. in the staging of their 5th Annual Toonie Lunch, being held in Glenboro on Saturday April 18th, 2009, by authorizing a Municipal grant, for that purpose, in the amount of $100.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Councillor Lloyd E. Coates to attend the Manitoba Weed Supervisors Association/Manitoba Agriculture’s “Municipal Weed Control Issues Seminar” being held in Holland, Manitoba on Wednesday March 18, 2009.
“carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Leonard Berry to attend the Rural Health Forum, with guest speaker Dr. Derry Dector, being held in Baldur, Manitoba on Wednesday March 11, 2009. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Councillor Lloyd E. Coates to attend the Manitoba Veterinary Services Commission’s annual meeting for Veterinary Services District Chairs and Secretary-Treasurers, which is being held on Friday April 3rd, 2009 in Ashern, Manitoba. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize, Reeve Earl E. Malyon to attend the
“2009 Capturing Opportunities Forum”, which is to be held in the Keystone
Centre in Brandon, Manitoba on April 23rd & 24th,
2009. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize any member of Council, so able to partake, to attend the Association of Manitoba Municipalities’ Educational Seminar, entitled “The Ethical Moment & Effective Self Management” which is being held in Brandon, Manitoba on Friday April 17th, 2009. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:30 p.m., to convene again for a special meeting (Fiscal Year 2009 Budget) scheduled for Tuesday, April 7th, 2009 at 9:00 a.m. “carried” |
