Minutes of the seventh regular meeting of the 2008/2009 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, May 12, 2009 at 8:30 a.m.  

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. 

Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m. 

During the meeting, at the time indicated, Council met with the following delegations.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday April 14, 2009 be taken as read and approved, all statutory requirements having been fulfilled. 

                                                                                    “carried” 

 

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2009 accounts from cheque #6025 to and including cheque #6097, as submitted to Council by the Municipal Administrator. 

                                                                                    “carried” 

 

RESOLVED that the Council of the Rural Municipality of South Cypress give second and third reading to By-law #1825 (vis-à-vis School and Municipal Property Tax Levy for fiscal year 2009) and that it be signed by the Reeve and Municipal Administrator, sealed and delivered. 

                                                                                    “carried” 

 

RESOLVED that the Council of the Rural Municipality of South Cypress make application to Manitoba Department of Water Stewardship for minor water control works projects involving surface drainage improvements on the NW ¼ of Section 8; Township 7; Range 15 WPM & the NE ¼ Section 12; Township 7; Range 16 WPM. 

                                                                                    “carried” 

 

RESOLVED that the Council of the Rural Municipality of South Cypress implement a grasshopper control program during the summer 2009 whereby all required road ditches/allowances, infested with grasshoppers, will be treated with Eco Bran insecticide via ground application; 

AND FURTHER BE IT RESOLVED that the Council authorize the Glenboro-South Cypress Weed Control District to apply, this season, the said Eco Bran grasshopper bait onto required/designated Municipal ditches/road allowances, at the rate of $ 75.00 per hour.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Public Works personnel, Allan Bartram, Paul Wilton and Matthew Neale to attend the “Schulte Ride and Drive Seminar” being held in Virden, Manitoba on Thursday May 21st, 2009. 

                                                                                      “carried” 

 

RESOLVED that the Council of the Rural Municipality of South Cypress sponsor the Glenboro U.C.T. 2009 Bike Rodeo, being held on June 15th, 2009 at the Glenboro School, and hereby authorize a Municipal grant in the amount of $ 25.00 for the purchase of a new bicycle helmet. 

                                                                                    “carried” 

 

RESOLVED that the Council of the Rural Municipality of South Cypress request disaster financial assistance from the Provincial Government for the owner of the property affected by surface flooding in the spring of 2009, on Section 8; Township 7; Range 15WPM. 

                                                                                        “carried” 

 

RESOLVED that the Council of the Rural Municipality of South Cypress award an academic scholarship, in the amount of $200.00 for the most deserving year 2009 graduating class student from the Glenboro School who enters Post Secondary Education in Agriculture or Human Ecology or enters a recognized Community College, and also award an academic scholarship, in the amount of $200.00 for the most deserving year 2009 graduating class student from the Wawanesa School who enters Post Secondary Education in Agriculture or Human Ecology or enters a recognized Community College.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize all Council Members and the Chief Administrative Officer to attend the Association of Manitoba Municipalities Western District Meeting being held in Killarney, Manitoba on Wednesday June 17th, 2009.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 11:20 a.m., to convene again at the next regular meeting scheduled for Tuesday, June 9, 2009 at 8:30 a.m.
