Minutes
of the Inaugural and First meeting of the 2009/2010 Council of the Rural
Municipality of South Cypress held in the Municipal Council Chambers at 618
Railway Avenue in Glenboro on Tuesday, November 10, 2009.
Prior to the commencement of the meeting, in accordance with Section 101(1) of the Municipal Act, the Reeve and all Councillors each made and subscribed a Declaration of Qualification and Declaration of Office. Reeve
Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m. During

that the minutes of the last regular meeting of Council held on Tuesday October
13, 2009 be taken as read and approved, all statutory requirements having been
fulfilled.

Persons Housing Unit (Glen Haven Manor) for the term November 10, 2009 to

South Cypress on the Red Coat Trail Highway Association for the term November

Rural Municipality of South Cypress on the Board of the Glenboro-South Cypress
Seniors Independent Service, for the term November 10, 2009 to November 9, 2010.

that we appoint community resident Mel Ham to the Governing Board of the
Glenboro Community Foundation Fund for the two year term November 10, 2009 to
November 8, 2011. AND
FURTHER BE IT RESOLVED that Reeve Earl E. Malyon be appointed to the Advisory
Committee of the Glenboro Community Foundation Fund for the term November 10,
2009 to November 9, 2010.

James Abernethy to the Board of Glenboro-South Cypress Weed Control District for
the term November 10, 2009 to November 9, 2010.

that the Council of The Rural Municipality of South Cypress appoint Cam Hamilton
for a two-year term, November 10, 2009 to November 8, 2011 to the Epinette-Willow
Sub District of The Assiniboine Hills Conservation District; AND
FURTHER BE IT RESOLVED that the Council of The Rural Municipality of South
Cypress appoint Tracey Horner for a two-year term, November 10, 2009 to November
8, 2011 to the Lower Souris Sub District of The Assiniboine Hills Conservation
District. AND
FURTHER BE IT RESOLVED that the Council of The Rural Municipality of South
Cypress appoint Eric Moore for a two-year term, November 10, 2009 to November 8,
2011 to the Oak Creek Sub District of The Assiniboine Hills Conservation
District; AND FURTHER BE IT RESOLVED that the Council of The Rural Municipality of South Cypress appoint James B. Clark for a two-year term, November 10, 2009 to November 8, 2011 to the Little Souris Sub District of The Assiniboine Hills Conservation District.

Municipality of South Cypress on the Glenboro Wastes Disposal Grounds Management
Committee during the term November 10, 2009 to November 9, 2010.

Ruth Christie, and Nora Ediger to the Glenboro-South Cypress Municipal Heritage
Committee for the term November 10, 2009 to November 9, 2010.

South Cypress on the Trans Canada Trail Committee, during the period of November
10, 2009 to November 9, 2010.

ratepayer, Eddie Plett of Wawanesa, Manitoba to the Board of the Wawanesa-Oakland
Community Development Corporation for the term November 10, 2009 to November 9,
2010.

that Council appoint Reeve Earl E. Malyon to represent the Rural Municipality of
South Cypress on the Spirit Sands Co-operative Housing Board during the term
November 10, 2009 to November 9, 2010.

that Council appoint Reeve Earl E. Malyon, and Councillor John S. Hamilton as an
alternate, to represent the Rural Municipality of South Cypress on the
Assiniboine Delta Aquifer Management Round Table during the term November 10,
2009 to November 9, 2010.

that the Council of the Rural Municipality of South Cypress contract the
services of Mr. W. J. Outhwaite of Stockton, Manitoba to clean out snow from the
back lanes in the Hamlet of Stockton during the 2009/2010 winter with a
Caterpillar 950 Loader, on an “as required” basis and at the agreed to rate. Conditions
of the contract are: ·
That
the required snow clearing be completed within a reasonable period of time after
a snowfall/snow drifting. ·
That
billing for any such work be submitted to the Municipality immediately after
each time such work is completed. ·
That
it is estimated that the normal clean out of all back lanes in Stockton will
take approximately 1 hour of said loader’s time for each complete cleaning. “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress give second and
third reading to By-law #1826, (Vis-à-vis 2009/2010 Council Members Indemnity,
Remuneration, Compensation) and that it be signed by the Reeve and the Municipal
Administrator, sealed & delivered.

to By-Law #1827 (Vis-à-vis 2009 Tax and Debt Cancellations).

to By-Law #1828 (Vis-à-vis Appointments of Year 2010 Municipal Fireguardians).

that the Council of the Rural Municipality of South Cypress give first reading
to By-Law #1829 (Vis-à-vis Appointments of Year 2010 Poundkeepers, Appraisers
and Cemetery Sextons).

that the Council of the Rural Municipality of South Cypress authorize
Councillors Walter R. Cullen, John S. Hamilton and Leonard J. Berry to attend
the Manitoba Conservation Districts Association 34th Annual
Convention, which is to be held in Brandon, Manitoba on December 7-9, 2009.

that the Council of the Rural Municipality of South Cypress authorize the total
payment of $24,173.88, to the Glenboro–South Cypress Weed Control District,
for labour services, equipment time and herbicide provided in the control of
noxious weeds on designated Municipal roadside ditches during the 2009 season.

Resolved that the Council of the Rural Municipality of South Cypress support the issuance of a building permit, in accordance with Municipal Zoning By-law #1485, for the construction of a single family dwelling on a 9 acre lot located on part of the NE 12-7-13 WPM, as further described under certificate of title #2098957, subject to the applicant owner entering into an easement agreement with the Municipality concerning the reduced setback between the said residence and the nearby sewage lagoon, in order to save the Municipality harmless of any possible future consequences resulting from the locating of same.

that the Council of the Rural Municipality of South Cypress sponsor the Glenboro
Nordics Senior Hockey Club and thereby advertise in their 2009/2010 Season’s
home Hockey Game Programs at a cost of $50.00.

that the Council of the Rural Municipality of South Cypress be an “Option
One” sponsor of the Wawanesa Jets Senior Hockey Club and thereby advertise in
their 2009/2010 Season’s home Hockey Game Programs at a cost of $50.00.

that the Council of the Rural Municipality of South Cypress support the
Glenboro/Carberry High School Hockey Team by advertising in their 2009/2010
season’s games program at a total cost of $25.00.

that the Council of the Rural Municipality of South Cypress award a grant in the
amount of $200.00 to the Glenboro Community Development Corporation and the
Glenboro U.C.T. Club to assist in offsetting their costs of purchasing LED
multi-coloured lights to enhance Christmas decorations in conjunction with their
hosting of the Saturday December 5th, 2009 Glenboro Parade of Lights.

the mission statement of Glenboro Community Development Corporation is to
promote and enhance community development and job creation in the Rural
Municipality of South Cypress and the Village of Glenboro; AND WHEREAS the mission statement of the Southwest Regional Round Table is as a non-profit regional development organization which facilitates projects that impact regional issues, strengths and opportunities for the benefit of its’ members in Southwest Manitoba and the Glenboro CDC is a member of SWRRT; AND WHEREAS SWRRT and its’ members appreciate the value of youth employment and opportunities in rural Manitoba; AND WHEREAS SWRRT is applying to the Southwest Regional Development Corporation for a grant to host a youth conference that targets life skills, entrepreneurship, trades and apprenticeship programs; NOW
THEREFORE BE IT RESOLVED that as a member of the Glenboro CDC, the Council of
the Rural Municipality of South Cypress hereby supports the application for
grant funding to host a youth conference as submitted by SWRRT to the Southwest
Regional Development Corporation.

that the Council of the Rural Municipality of South Cypress authorize the
payment of fiscal year 2009 accounts from cheque #6428
to and including cheque #6476, as submitted to Council by the Municipal
Administrator.

that the Council of the Rural Municipality of South Cypress support the Glenboro
Curling Club by retaining advertising space at the Club during the 2009/2010
season at a cost of $50.00.

that the Council of the Rural Municipality of South Cypress do now adjourn @
2:40 p.m. to convene again at the next regular meeting scheduled for Tuesday
December 8th, 2009 at 8:30 a.m.
