Minutes of the twelfth regular meeting of the 2008/2009 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, October 13, 2009 at 8:30 a.m.

Present at the meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck.

Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m.

During the meeting, at the time indicated, Council met with the following delegations:

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday September 8, 2009 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2009 accounts from cheque #6347 to and including cheque #6427, as submitted to Council by the Municipal Administrator.

                                                                            “carried”

  

RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-Law #1826 (Re: 2009/2010 Council members indemnity, remuneration and compensation).

RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of PROLAJ Sign Services of St. Anne, Manitoba to supply and install approximately 200 Municipal numbered road signs complete with necessary wooden posts and hardware, at a total quoted cost of $12,626.32 plus applicable taxes.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Millshof Colony Farms of Stockton, Manitoba to install and bury, at an appropriate depth, a 14” diameter culvert and an associated water irrigation pipeline in/under the Municipal road in Section 35; Township 7; Range 15WPM; 

AND FURTHER BE IT RESOLVED that all necessary installation work and materials be the responsibility of the applicant with the completed installation to meet the approval of the Ward Councillor and furthermore that the applicant, as may be prescribed by the Municipality, be required to repair, maintain, relocate and improve such culvert and irrigation pipeline in a safe and workmanship fashion all which shall be at the sole and exclusive cost of the applicant; 

AND FURTHER BE IT RESOLVED that said installation approval be subject to the condition that the applicant, at his cost, attend to in due course, duly executed easements and respective signage for the affected roads.

WHEREAS a number of local non profit organizations, specifically, the Glenboro Community Development Corporation, Glenboro Rink Committee, Glenboro Curling Club, Glenboro Agricultural Society, Glenboro Learning Centre and Glenboro Fire Department have formed a committee with intentions of conducting a fund raising lottery in conjunction with the Glenboro 2010 Homecoming; 

AND WHEREAS the Council of the Rural Municipality of South Cypress supports the said Glenboro Community 2010 Homecoming Fund Raising Committee in their proposed activity of conducting such cash prize lottery; 

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Council of the Village of Glenboro, guarantee sufficient funds to cover such prize amount stipulated in their lottery.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Reeve Earl E. Malyon and Councillor Walter R. Cullen to attend the Manitoba Planning Conference being held in Brandon, Manitoba on October 28th – 30th, 2009.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Reeve Earl E. Malyon to attend the Assiniboine Municipal Health Committee meeting being held in Rivers, Manitoba on Monday October 19th, 2009.

                                                                                     “carried”

 

RESOLVED that the Assessments as listed under Schedule “B” be added to the Rural Municipality of South Cypress’ 2009 Assessment Roll under the Authority of Section 321(1) of the Municipal Act; 

AND FURTHER BE IT RESOLVED that the additional taxes thereon as set out in Schedule “C” be added to their respective property within the Rural Municipality of South Cypress, as added taxes for year 2009 under the Authority of Section 321(1) of the Municipal Act.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Councillor Walter R. Cullen to attend the Manitoba’s Community Recreation 30th Anniversary Conference, which is to be held in Brandon, Manitoba on November 6 – 8th, 2009.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Administrative Office Staff to attend a Municipal Employees Benefits Board Administrative Seminar being held in various locations throughout the months of October and November, 2009. 

                                                                                    “carried”

  

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Chief Administrative Officer to attend an educational seminar, being hosted by the Manitoba Municipalities Administrators Association, entitled “Policy Development” being held in Brandon, Manitoba on Thursday December 3, 2009.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize all members of Council and the Chief Administrative Officer to attend the Association of Manitoba Municipalities 11th Annual Convention which will be held in Brandon, Manitoba on November 23 - 26, 2009.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:30 p.m., to convene again at the next regular meeting scheduled for Tuesday, November 10th, 2009 at 8:30 a.m.
