Minutes of the third regular meeting of the 2009/2010 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue, Glenboro, Manitoba, on Tuesday, January 12th, 2010 at 8:30 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Regrets Leonard J. Berry. Reeve Earl E. RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday December 8, 2009 be taken as read and
approved, all statutory requirements having been fulfilled.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2009 accounts
from cheque #6558 to and including cheque #6610, as submitted to Council by the
Municipal Administrator. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2010 accounts
from cheque #6640 to and including cheque #6645, as submitted to Council by the
Municipal Administrator. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give second and third reading to By-law #1830,
(Vis-ŕ-vis 2010 Borrowing/ Overdraft Authorization @ Westoba Credit Union Ltd.,
Glenboro Branch), and that it be signed by the Reeve and Municipal
Administrator, sealed and delivered. “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress give second and
third reading to By-Law #1831 (Vis-ŕ-vis the re-formation of the Spruce Lakes
Recreation Commission) and that it be signed by the Reeve and Municipal
Administrator, sealed and delivered. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress give first reading to By-law #1832 (Vis-ŕ-vis
Appointment of Eric Plaetinck as the 2010 Chief Administrative Officer).
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept and approve the recommendations/decisions
presented/made by the Glenboro-South Cypress Administrative Office/Staff
Consolidation “Steering Committee” as fully detailed in their January 6th,
2010 meeting minutes.
“carried” WHEREAS it is deemed that providing
custom work services with Municipal equipment on an “as requested – as
available” basis at “above cost” rates to Municipal ratepayers and
residents has been most beneficial to the Municipality and its ratepayers; NOW THEREFORE BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress offer, to its ratepayers and
residents, Municipal custom work services, in the year 2010, specifically;
gravel hauling, grading, bulldozing, mowing and snow clearing; AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress adopt the noted rental rates
and conditions for the year 2010, for specified Municipal equipment, labour and
aggregate materials as set out in the Municipal Custom Work Schedule; AND FURTHER BE IT RESOLVED that the said
rates be revisited if or when fuel prices significantly increase. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the purchase a new 2010 DeCap 38
ft. tri-axle Gravel Trailer c/w a 2 axle lift, from DeCap Trailer
Manufacturing Ltd. of LaFleche, Saskatchewan, as per further particulars
specified in the respective sales agreement.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress advertise “For Sale by Public Tender” a used
2000 DeCap 39ft. tri-axle cross-dump Gravel Trailer, with a tender
closing date of Monday February 8, 2010.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
transfer, in fiscal year 2009, of $99,801.04 from the Municipal Machinery
Reserve Account #8816019 to the Municipal Operating Account #8816001, in
accordance with the 2009 Budgeted Capital Expenditures; AND FURTHER BE IT RESOLVED THAT the
Council of the Rural Municipality of South Cypress authorize the transfer, in
fiscal year 2009, of $64,100.00 from the Municipal Gas Tax Reserve Account
#8834640 to the Municipal Operating Account #8816001, to offset costs incurred
in the establishment of civic addressing in the Municipality and also to offset
costs incurred in the foundation enhancement of approximately 3 miles of
Municipal roads with the base placing of 6,200 yards shale, therein.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress set Municipal Equipment Operator, Allan Bartram
foreman’s allowance as per terms & conditions to be specified in the year
2010 Employment Agreement. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the Reeve and the CAO to sign a
“Letter of Understanding” with the Canadian Red Cross Society – Manitoba
Region, so as to include same in the Municipal Emergency Plan and to outline the
role that the Canadian Red Cross will provide in registration and inquiry
services in disaster response and also to identify the principles and
expectations around which they will operate.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress grant the Tiger Hills Arts Association office
space within the Municipal office building during the period September 1, 2010 -
September 1, 2011; AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress value this gift-in-kind at
$1,500.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of $2,575.00 to the Glenboro
Gaiety Theatre representing the full requirement of the Municipality’s 2010
Theatre levy.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Earl Malyon to attend the Assiniboine
Municipal Health Committee meeting being held in Souris, Manitoba on Thursday
January 21st, 2010.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress appoint Municipal Resident/Ratepayer Kenneth
Turner of Treesbank, Manitoba to the Board of the Western Manitoba Regional
Library for the term January 12, 2010 to November 9, 2010.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress designate Glenboro-South Cypress Fire Department
Fire Chief, Steve Bjornson, to be the Local Assistant to the Fire Commissioner,
under the provisions of “The Fires Prevention and Emergency Response
Act”, to operate in accordance with the provisions of the said act within
the Rural Municipality of South Cypress.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the immediate payment of $4,219.22 to
the Glenboro Veterinary District Service Board, representing 50% of the
requirement for the Municipality’s 2010 tax levy for the said Veterinary
District. “carried” WHEREAS Glenboro is the Host Community
for the 2010 “52nd Tiger Hills Festival of the Arts” NOW THEREFORE BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress authorize a grant in the
amount of $ 150.00 to the Tiger Hills Festival of the Arts Planning Committee,
to aid in the staging of this event.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress award a grant in the amount of $ 714.00 to the
Wawanesa – Oakland Community Development Corporation to aid in offsetting its
operational costs associated with Wawanesa Community promotional activities
during the year 2010.
“carried” RESOLVED that the Rural Municipality of
South Cypress renew its membership with the following organizations and thereby
authorizes payment of the respective 2010 membership fee: Association of Manitoba Municipalities Federation of Canadian Municipalities Manitoba Municipal Administrators Association Glenboro Community Development Corporation Manitoba Good Roads Association Hudson Bay Route Association Burrough of The Gleann Museum
Assiniboine Municipal Health Committee “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the sale of its Municipal land ownership
maps at the following rates during the year 2010: 1”/mile coloured - $ 20.00 per map (includes all taxes) 1”/mile black & white - $ 14.00 per map (includes all taxes) “carried” RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Council of the Village of Glenboro set the following 2010 rates for photocopying with the Village/Municipal office photocopier:
AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress jointly with the Council of
the Village of Glenboro set the rate of $0.50 per page for each page faxed, to a
Canadian or American Destination with the Municipality’s/Village’s fax
machine during the year 2010. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 12:30 p.m., to convene again at
the next regular meeting scheduled for Tuesday, February 9th, 2010 at
8:30 a.m. “carried”
