Minutes of the ninth regular meeting of the 2009/2010 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, July 13th, 2010 at 8:30 a.m.

Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, and Chief Administrative Officer, Eric Plaetinck.  Regrets Walter R. Cullen.

 Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m.

 During the meeting, at the time indicated, Council met with the following delegations.

Allan Van Damme     }          Municipal Weed Control Program    

Allan Bartram          }          Municipal Public Works Operations  

John McEntee         }          Various Planning Matters     

  

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday June 8th, 2010 be taken as circulated and approved, all statutory requirements having been fulfilled.

                                                                    “carried”

 

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2010 accounts from cheque #6964 to and including cheque #7031 as submitted to Council by the Chief Administrative Officer.

                                                                   “carried”

 

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the purchase of 4 new 1000 x 15” tires, for the Municipality’s TrailKing Tilt Trailer, at a cost of up to $570.00 per tire plus applicable taxes, from Kal Tire Ltd. of Brandon, Manitoba.

RESOLVED that the Council of the Rural Municipality of South Cypress request disaster financial assistance from the Provincial Government’s Emergency Measures Organization for damages sustained to properties, owned by the Municipality and by Municipal Residents/Ratepayers, due to flooding caused by heavy rains during the period June 17th & 18th, 2010.

WHEREAS floodwater from heavy rains on June 17th, 2010 caused the washout of the Municipal road and the connected culvert on the inter-municipal road located at the SE of section 6-7-15W and the NW of section 31-6-15W; 

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress jointly with the Council of the Rural Municipality of Strathcona authorize the restoration of the said road and culvert on the inter-municipal road located at the SE of section 6-7-15W and the NW of section 31-6-15W as soon as possible; 

AND FURTHER BE IT RESOLVED that the required new 2.8 mm x 1800 mm x 10.67 metre galvanized culvert be purchased from Armtec Limited of Winnipeg, Manitoba at a cost of up to $11,000.00 plus applicable taxes; 

AND FURTHER BE IT RESOLVED that the total incurred costs, net of anticipated Federal/Provincial Disaster Financial Assistance, for said road and culvert restoration, be shared equally between both Municipalities.

RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Village of Glenboro, enter into a renewed agreement with the Manitoba Association for Resource Recovery Corporation for the Used Lubricating Product Stewardship Plan (EcoCentre) for the further 2 year term August 1, 2010 to July 31, 2012 as per terms and conditions specified in a respective agreement dated July 13, 2010.

RESOLVED that the Council of the Rural Municipality of South Cypress approve a payment of $12,000.00 to the Glenboro-South Cypress Weed Control District as an advance for the custom spraying of noxious weeds on Municipal roads, which is being carried out this summer.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize a Municipal Grant in the amount of $200.00 to Kaylee Rutherford to assist her in offsetting the costs incurred in her participation of a Biotechnology Enrichment Student Exchange Program entitled “Bio-Innovations Australia 2010” which she will be attending in Adelaide, South Australia on September 7th to 20th, 2010.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal administrative staff member, Maureena McPhail to attend the Skillpath professional skills educational workshop entitled “The Administrative Assistants” being held in Winnipeg, Manitoba on Monday September 20th, 2010.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn at 12:00 p.m. to convene again for a special meeting (Zoning By-law Amendment) scheduled for Monday, July 19th, 2010 at 7:30 p.m.
