Minutes of the eighth regular meeting of the 2009/2010 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, June 8, 2010 at 8:30 a.m. Present at the Meeting, Reeve Earl E. Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen, and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m. During the meeting, at the time indicated, Council met with the following delegations: Allan Bartram } Municipal Equipment Operators Paul Wilton } Monthly Work Progress and Matthew Neale } Upcoming Month’s Work Schedule John McEntee } Various Planning Matters RESOLVED that the minutes of the last regular meeting of Council held on Tuesday May 11, 2010 be taken as read and approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2010 accounts from cheque #6911 to and including cheque #6963, as submitted to Council by the Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment for a new 2009 SCHULTE XH1000 Rotary Mower Series III c/w wing walking axle, double safety chains, 1000 P.T.O., transport light package and pioneer ends, serial number C30700135906, from T.I.C. Parts & Service of Neepawa, Manitoba, with the trade-in of a used 1998 SCHULTE XH1000 Rotary Mower serial number C30290223806, for and at the agreed to net purchase price of $15,500.00 plus applicable taxes, and as per further particulars specified in the May 20, 2010 sales agreement. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress grant $200.00 to the Cypress River Agricultural Society to aid in its staging of their 115th Annual Exhibition which is to be held on July 24th & 25th, 2010. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress make application to Manitoba Department of Water Stewardship for a minor water control works project involving surface drainage improvements on the SW ¼ of Section 19; Township 7; Range 13 WPM; AND FURTHER BE IT RESOLVED THAT the Council of the Rural Municipality of South Cypress authorize the purchase of an 18” diameter x 60 ft. long steel culvert, to be installed at the said site once approval has been received from the respective Government Department/agencies. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the Assiniboine Hills Conservation District to undertake a creek bank stabilization project on Oak Creek located on the SE ¼ of Section 23; 7; 16W (Shearer). AND FURTHER BE IT RESOLVED that the Rural Municipality of South Cypress be responsible for the material costs of the project; estimated at approximately $250.00 and the Assiniboine Hills Conservation District cover all labour and all other costs. “carried” WHEREAS the Rural Municipality of South Cypress and the Village of Glenboro share joint jurisdiction of certain boundaries of P.T.H. #2 and P.T.H. #5; AND WHEREAS the Village of Glenboro is proposing, via By-law #722, to enact legislation to prohibit the use of engine retarder brakes “Jake Brakes” in designated limits within and adjacent to the Village of Glenboro, as outlined in said By-law; NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress, as required in Section 295(4) of the Municipal Act, endorse the respective By-law as it applies to the said shared boundaries. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress award an academic scholarship, in the amount of $200.00 for the most deserving year 2010 graduating class student from the Glenboro School who enters Post Secondary Education in Agriculture or Human Ecology or enters a recognized Community College, and also award an academic scholarship, in the amount of $200.00 for the most deserving year 2010 graduating class student from the Wawanesa school who enters Post Secondary Education in Agriculture of Human Ecology or enters a recognized Community College. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Maureena McPhail to attend the MuniWare Municipal Accounting Software workshop being held in Winnipeg, Manitoba on Thursday June 17th, 2010. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 12:15 p.m. to convene again at
the next regular meeting scheduled for Tuesday, July 13th, 2010 at
8:30 a.m. “carried” |
