Minutes of the fifth regular meeting of
the 2009/2010 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday,
March 9th, 2010 at 8:30 a.m. Present at the meeting: Reeve Earl E.
Malyon, Councillors John S. Hamilton, Lloyd E. Coates, Leonard K. Plett, Walter
R. Cullen and Chief Administrative Officer, Eric Plaetinck.
Regrets Leonard J. Berry. Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m. During the meeting, at the time
indicated, Council conducted the noted Public Hearing and also met with the
following delegations. Allan Bartram } Municipal Equipment Operators Paul Wilton } Monthly Work Progress John McEntee } Various Planning Matters Variation Order } Reduce Required Minimum Side Yard Public Hearing } for Dwelling Site on the SE 16-7-14W Kevin Newton } Glenboro School’s Enrolment & Programs - 11:20 a.m. RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday February 9, 2010 be taken as read and
approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress adopt the Municipality’s Financial Statement for fiscal year ending December 31, 2009 as presented by the Chief Administrative Officer showing a net operating surplus of $1,477.80. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2010 accounts from cheque #6698 to and including cheque #6748, as submitted to Council by the Chief Administrative Officer. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress approve the Assiniboine Hills Conservation District’s 2010 funding levies requiring a contribution from the R. M. of South Cypress amounting to $7,873.59 (unchanged from last year). “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Equipment Operators Allan Bartram, Paul Wilton and Matthew Neale to attend the Manitoba Good Roads Association’s public works training seminar entitled “Culvert Design and Installation for Municipal Roads” and the Association of Manitoba Municipalities Trade Show, both being held in Brandon, Manitoba on Wednesday April 14th, 2010. “carried” RESOLVED that the
Council of the Rural Municipality of South Cypress ratify the attendance of
Stockton Ferry Operator, Kim Robinson, in the Transport Canada’s Small
Passenger-Carrying Vessel Safety MED A2 Training Course, which was held in
Winnipeg, Manitoba on February 27, 2010 to March 1, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress set the following days and hours of operation for
the Stockton Ferry during the 2010 season: Open 5 days per week; specifically: SUNDAY, MONDAY, TUESDAY, FRIDAY AND SATURDAY, for the following hours:
The Ferry will be technically closed on
each of the noted days between the hours of 5:00 p.m. to 8:00 a.m., however an
operator will be available, on site, on an “as required” basis, to
accommodate crossing requests from 6:00 a.m. to 8:00 a.m. and 5:00 p.m. to
midnight; The Ferry will also be technically
closed all day WEDNESDAY AND THURSDAY OF EACH WEEK AND ALL STATUTORY HOLIDAYS
throughout the season, however an operator will be available, on site, on an
“as required” basis, to accommodate crossing requests during said days from
6:00 a.m. to 12:30 p.m. and 1:30 p.m. to midnight. “carried” RESOLVED that the
Council of the Rural Municipality of South Cypress give first reading to By-law
#1833 (vis-à-vis the governing of campaign expenses and contributions for its
municipal elections). “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize a $600.00 grant to the Seniors
Independent Services Board to aid in offsetting their operational costs during
the year 2010. “carried” At a Public Hearing held at 10:30 a.m.
in regard to Variation Order application #V02-10-SC,
no representation was made either for or against the application. VARIATION ORDER NO: V02-10-SC WHEREAS David and Anna Naismith, owners
of the property legally described as Pt. SE 16-7-14 WPM, (South Cypress) and
located at the NW corner of the intersection of PTH #2 and Golf Course Road
(#81W), applied to the Council of the R. M. of South Cypress to vary the
application of Part IV, Section 8, Zoning By-law No. 1485 provided under Part 6
of the Planning Act as it applies to the property, in order to vary the
established requirements: From: Minimum side yard setback adjacent
to a Municipal Road of 125 feet. To:
Minimum side yard setback adjacent to a Municipal Road of 50 feet. For the purpose of:
Construction of a single-family dwelling. And after careful consideration of the application and any representations made for or against the variation sought by the applicant, The R. M. of South Cypress in
meeting duly assembled this 9th day of March, 2010, Approved, the said Variation.
Approval is given subject to the following conditions: (None
Specified) This order shall expire if not acted
upon within 12 months of the date of making. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept the year 2010 Budget of the Cypress
Planning District requiring a year 2010 levy from the R. M. of South Cypress,
amounting to a total of $9,240.00 (unchanged for the past 18 years). “carried” RESOLVED that the Council of the
Rural Municipality of South Cypress jointly with the Council of the Village of
Glenboro set the following days/hours of operation for the Glenboro Waste
Disposal Grounds/Transfer Station for the period March 15, 2010 to November 7,
2010.
*Waste Disposal Grounds will be
closed on all statutory Holidays “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Councillor Lloyd E. Coates to attend the Manitoba Weed Supervisors Association/Manitoba Agriculture’s “Municipal Weed Control Issues Seminar” being held in Carberry, Manitoba on Wednesday March 17, 2010. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Councillor Lloyd E. Coates to attend the
Manitoba Veterinary Services Commission’s annual meeting for Veterinary
Services District Chairs and Secretary-Treasurers, which is being held on
Tuesday April 6th, 2010 in Morden, Manitoba. “carried” RESOLVED that the
Council of the Rural Municipality of South Cypress approve the following
Grants/Levies in favour of the Glenboro Community Development Corporation to aid
in the 2010 operational costs of its respective facilities and promotion
activities:
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress award a grant in the amount of $ 500.00 to the
Glenboro Community Development Corporation to aid in the staging of the 2010
Glenboro District Homecoming being held on July 1 to 4, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept and approve the year 2010 Budget of the
Glenboro South Cypress Wawanesa Handi Transit requiring a year 2010 operating
levy from the Rural Municipality of South Cypress, amounting to a total of $
5,000.00; AND FURTHER BE IT RESOLVED that in
addition to the said 2010 operating levy, the Council of the Rural Municipality
of South Cypress also authorize a $ 2,000.00 payment to augment the Glenboro
South Cypress Wawanesa Handi Transit Replacement Reserve. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress award a $ 500.00 Municipal grant to the Glenboro Agricultural Society to aid in the staging of their annual fair, to be held on June 30th and July 1st, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress award a $ 150.00 Municipal grant to the Cypress
River Chamber of Commerce to aid in offsetting their costs in the hosting of the
Cypress River 125th Anniversary and Reunion weekend being held on
August 6th – 8th, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress in accordance with the Provincial Assessment
Department’s timetable, conduct its “Board of Revision” for the 2011
property assessments, on Tuesday October 19th, 2010 at 10:00 a.m. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize, in accordance with section 131 of the Municipal Act, adopt the Municipal Employees Code of Conduct Policy. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize, Reeve Earl E. Malyon to attend the “2010 Capturing Opportunities Forum”, which is to be held in the Keystone Centre in Brandon, Manitoba on April 22nd & 23rd, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Glenboro South Cypress Wawanesa Handi
Transit, Secretary-Treasurer, Maureena McPhail, to attend the Spring 2010
Provincial Handi-Van Forum being held in Portage la Prairie, Manitoba on
Wednesday April 7, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Chief Administrative Officer, Eric
Plaetinck to attend the 79th Annual Conference of the Manitoba
Municipal Administrators Association Inc. being held in Winnipeg, Manitoba on
April 26th – 28th, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize, Reeve Earl E. Malyon and CAO, Eric
Plaetinck to attend the “Manitoba Good Roads Association 100th
Annual Banquet and Awards Presentation”, being held in Brandon, Manitoba on
Tuesday April 13th, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize all members of Council and the Chief
Administrative Officer to attend the Association of Manitoba Municipalities
Municipal Officials Seminar being held in Brandon, Manitoba on April 14th
and 15th, 2010. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 2:45 p.m., to convene again for a special meeting (Fiscal Year 2010 Budget) scheduled for Wednesday, April 7th, 2010 at 9:00 a.m. “carried” |
