Minutes of the seventh regular meeting
of the 2009/2010 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday,
May 11, 2010 at 8:30 a.m. Present at the Meeting, Reeve Earl E.
Malyon, Councillors Leonard J. Berry, John S. Hamilton, Lloyd E. Coates, Leonard
K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called
the meeting to order at 8:30 a.m. During the meeting, at the time
indicated, Council met with the following delegations:

Proposed Funding and Timeline RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday April 13th, 2010 be taken
as read and approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2010 accounts
from cheque #6822 to and including cheque #6910, as submitted to Council by the
Municipal Administrator. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give second and third reading to By-law #1834
(vis-à-vis School and Municipal Property Tax Levy for fiscal year 2010) and
that it be signed by the Reeve and Municipal Administrator, sealed and
delivered. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Wylie Geomatics of Winnipeg, Manitoba to produce and print a 22” x 34” digital map of Skalholt Cemetery at a cost of up to $1,000.00 plus applicable taxes. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Municipal Public Works Employees, Allan Bartram and Paul Wilton or Matthew Neale to attend the Manitoba Water Stewardship Workshop, regarding water control works and drainage, being held in Neepawa, Manitoba on Monday, May 17th and Tuesday, May 18th, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress sponsor the Glenboro U.C.T. 2010 Bike Rodeo, being
held on June 8th, 2010 at the Glenboro School, and hereby authorize a
Municipal grant in the amount of $ 25.00 for the purchase of a new bicycle
helmet. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress enter into an extension agreement with the
Province of Manitoba, for the purpose of transferring Federal Gas Tax revenues
to the Municipality for the four year period 2010/11 to 2013/14 as fully
outlined in a May 6th, 2010 letter from the Manitoba Minister of
Local Government. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress purchase a new 2009 Schulte XH1000 Series III Rotary Mower from T.I.C. Parts & Service, Neepawa, Manitoba with the trade-in of a 1998 Schulte XH1000 Rotary Mower for and at the quoted net purchase price of $15,500.00 plus applicable taxes, and as per further particulars to be specified in the respective sales agreement. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress donate $100.00 towards the hosting of the
Progressive Agriculture Safety Day being held in the Glenboro Kinsmen Community
Hall at Glenboro, Manitoba on Wednesday May 12th, 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress, jointly with the Council of the Village of
Glenboro, agree to waive the tipping fee that is associated with the disposal of
a projected 107 bundles of asphalt shingles, which are to be removed from the
roof of the Glenboro Bible Chapel in the summer of 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress implement a grasshopper control program during the
summer 2010 whereby all required road ditches/allowances, infested with
grasshoppers, will be treated with Eco Bran insecticide via ground application; AND FURTHER BE IT RESOLVED that the
Council authorize the Glenboro-South Cypress Weed Control District to apply,
this season, the said Eco Bran grasshopper bait onto required/designated
Municipal ditches/road allowances, at the rate of $ 75.00 per hour. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize all Council Members and the Chief
Administrative Officer to attend the Association of Manitoba Municipalities
Western District Meeting being held in Kenton, Manitoba on Monday June 14th,
2010. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 12:30 p.m., to convene again at
the next regular meeting scheduled for Tuesday, June 8th, 2010 at
8:30 a.m. “carried” |
