Minutes of the Inaugural and First meeting of the 2010/2011 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Avenue in Glenboro on Tuesday, November 9, 2010. Present at the Meeting: Reeve Earl E. Malyon, Councillors Leonard J. Berry, Glenn I. Dowd, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen, and Chief Administrative Officer, Eric Plaetinck. Prior to the commencement of the meeting, in accordance with Section 101(1) of the Municipal Act, the Reeve and all Councillors each made and subscribed a Declaration of Qualification and Declaration of Office. Reeve
Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m. During the meeting, at the time

regular meeting of Council held on Tuesday October 12, 2010 be taken as read and
approved, all statutory requirements having been fulfilled. “carried” RESOLVED that Lloyd E. Coates be
appointed as Deputy Reeve of the Rural Municipality of South Cypress during the
term November 9, 2010 to November 8, 2011. “carried” WHEREAS the Council of the Rural Municipality of South Cypress is required to make Council Member and Resident/Ratepayer appointments to the various Boards and Committees for the period November 9th, 2010 to November 8th, 2011; NOW THEREFORE BE IT RESOLVED that the
appointments as set out in Schedule “A” and “B” be hereby approved by
the Council of the Rural Municipality of South Cypress. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress officially appoint the following 23 volunteers as members of the Glenboro/South Cypress Fire Department for the period November 9, 2010 to November 8, 2011:
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2010 accounts
from cheque #7203
to and including cheque #7269, as submitted to Council by the Municipal
Administrator. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give second and third reading to By-law #1836,
(Vis-à-vis 2010/2011 Council Members Indemnity, Remuneration, Compensation) and
that it be signed by the Reeve and the Municipal Administrator, sealed &
delivered. “carried 6-0 - unanimous” RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-Law #1837 (Vis-à-vis 2010 Tax and Debt Cancellations). “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress give first reading to By-Law #1838 (Vis-à-vis
Appointments of Year 2011 Municipal Fireguardians). “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give first reading to By-Law #1839 (Vis-à-vis
Appointments of Year 2011 Poundkeepers, Appraisers and Cemetery Sextons). “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the total payment of $25,156.83, to the
Glenboro–South Cypress Weed Control District, for labour services, equipment
time and herbicide provided in the control of noxious weeds on designated
Municipal roadside ditches during the 2010 season. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the total payment of $ 1,275.00, to the
Glenboro–South Cypress Weed Control District, for 17 hours of labour services
and equipment time provided in the applying of 800 kgs of Eco-Bran grasshopper
bait onto 558 acres of designated Municipal roadside ditches, required in the
control of grasshoppers during the 2010 season. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the total payment of $ 288.75, to the
Glenboro–South Cypress Weed Control District, for 5 hours of labour services
and equipment time provided in the applying of grass seed onto 4 miles of
designated Municipal roadside ditches, required in restoring vegetation to the
said roads. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress ratify the employment of Mr. Shane Jonsson,
Utilityman of Glenboro-South Cypress Weed Control District, in the operation of
the Municipal mowing equipment for the required mowing of designated Municipal
road ditches in the fall of 2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Councillors Walter R. Cullen and Lloyd
E. Coates to attend the Manitoba Conservation Districts Association 35th
Annual Convention, which is to be held in Brandon, Manitoba on December 6 - 8,
2010. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize its hosting of the Annual Glenboro-South
Cypress Volunteer Fire Fighters Banquet, to be held at an appropriate date &
place in December, 2010 “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress contract the services of Mr. W. J. Outhwaite of
Stockton, Manitoba to clean out snow from the back lanes in the hamlet of
Stockton during the 2010/2011 winter with a Caterpillar 950 Loader, on an “as
required” basis.; Conditions of the contract are: That the required snow clearing be
completed within a reasonable period of time after a snowfall/snow drifting. That billing for any such work be
submitted to the Municipality immediately after each time such work is
completed. That it is estimated that the normal
clean out of all back lanes in Stockton will take approximately 1 hour of said
loader’s time for each complete cleaning. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress entitle the Village of Glenboro, for the
consideration of $1.00, to be the joint owner with the Municipality, the land
legally described as Lot 9; Plan 1130, (1.97 Acres) registered in the Morden
Land Titles Office under certificate of Title #2094153; AND FURTHER BE IT RESOLVED
that the Village of Glenboro and the Rural Municipality of South Cypress
enter into an agreement to specify the considerations associated with the shared
title of same, particularly the legal ownership of the buildings located on the
said lot. AND FURTHER BE IT RESOLVED that the CAO
be instructed to contract the services of the Municipal Lawyer in order to
effect the said transaction and associated agreement, as soon as possible. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress sponsor the Glenboro Nordics Senior Hockey Club and thereby advertise in their 2010/2011 Season’s home hockey game programs at a cost of $50.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress be an “Option One” sponsor of the Wawanesa Jets Senior Hockey Club and thereby advertise in their 2010/2011 Season’s home hockey game programs at a cost of $50.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress support the Glenboro/Carberry/Baldur High School
Hockey Team by advertising in their 2010/2011 season’s games program at a
total cost of $25.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress support the Glenboro Curling Club by retaining
advertising space at the Club during the 2010/2011 season at a cost of $50.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress award a grant in the amount of $50.00 to the
Glenboro Community Development Corporation and the Glenboro U.C.T. Club to
assist in offsetting their costs in staging the Saturday December 4th,
2010 “Glenboro Santa Claus Parade of Lights”. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 2:30 p.m. to convene again at the
next regular meeting scheduled for Tuesday December 14th, 2010 at
8:30 a.m. “carried” |
