Minutes of the sixth regular meeting of the 2010/2011 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, April 12, 2011, at 8:30 a.m. Present at the meeting, Reeve Earl E.
Malyon, Councillors Glenn I. Dowd, Lloyd E. Coates, Leonard K. Plett, Walter R.
Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called
the meeting to order at 8:40 a.m. During the meeting, at the time
indicated, Council conducted the noted Public Hearing and also met with the

2011 Municipal Financial Plan
RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday, March 8th, 2011 and
minutes of a special meeting held on Tuesday, April 5th, 2011 be
taken as read and approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2011 accounts from cheque #7502 to and including cheque #7580 as submitted to Council by the Municipal Administrator. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Mr. Ron Lussier of Glenboro, Manitoba to supply and install 2 new entry doors (1 steel door/steel frame & 1 steel door/wood frame) in the municipal shed. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress request disaster financial assistance from the
Provincial Government’s Emergency Measures Organization for damages sustained
to properties, owned by the Municipality and by Municipal Residents/Ratepayers,
due to flooding caused by snow melt in April, 2011. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize a memorial donation to the Glenboro
& Area Foundation Inc. in memory of Allan Van Damme. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress grant office space and equipment storage area to
the Glenboro-South Cypress Weed Control District at its property located at 497
South Railway Glenboro, Manitoba, during the term January 1, 2011 to December
31, 2011 at a total rental cost of $2,600.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept, with regret, the resignation of Ruth
Christie as Municipal representative on the Glenboro-South Cypress Municipal
Heritage Committee, effective April 12, 2011; AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress appoint Mr. Rod Noel to the
Glenboro-South Cypress Municipal Heritage Committee, to complete Mrs.
Christie’s term from April 12, 2011 to November 8th, 2011. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress appoint Reeve Earl E. Malyon to the Glenboro
Age-Friendly Community Committee, for the term April 12, 2011 to November 8,
2011. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress renew its Certificates of Insurance coverage for
the period April 1, 2011 to April 1, 2012 under the A.M.M. Municipal General
Insurance Program thru the Insurance Brokerage Firm of Western Financial Group
Inc. and thereby pay the respective premium, that will be based on coverage and
values specified in certificate number AMM036. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress, jointly with the Council of the Village of
Glenboro, authorize the purchase of a Wilson cellular telephone booster from H
& L Motors of Glenboro, Manitoba and that the said booster be installed in
the Municipal/Village Administrative Office as soon as possible. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress acknowledge and accept Manitoba Assessment
Branch’s intent to conduct a 2012 Tax Impact Meeting with Council on Tuesday
June 14th, 2011 and a subsequent Public “Open House” on Tuesday
June 28th, 2011. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress donate $1,000.00 to the Wawanesa and District Fire
Department to aid in the purchase of new Motorola Fleetnet radios. AND FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South Cypress authorize that the funds required for the said donation be transferred out of the Northfield School Municipal Well Reserve Account. “carried” WHEREAS the Council of the Rural Municipality of South Cypress has decided to redistribute $8,000.00 from its year 2011 share of funds it receives from the Provincial Government’s VLT revenues, to aid local non-profit organizations with capital projects; NOW THEREFORE BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress award the following community
organizations the noted grants to assist with purchase and/or improvement
projects they will be undertaking;

that the Council of the Rural Municipality of South Cypress, jointly with the
Council of the Village of Glenboro, authorize the employment of a permanent
part-time (1 day per week) Administrative Assistant for the Municipal/Village
Office, with work to commence on or about May 30th, 2011, AND FURTHER RESOLVED THAT THE Chief
Administrative Office be authorized to advertise for the said position with
applications be received on or before May 9th, 2011. “carried” At a Public Hearing held at 11:30 a.m.
in regard to the Rural Municipality of South Cypress’ 2011 Financial Plan,
there was no representation made by the public. RESOLVED that Council adopt the
Financial Plan of the Rural Municipality of South Cypress for fiscal year 2011
and the proposed Capital Expenditures Program for the Rural Municipality of
South Cypress for the years 2012 to and including 2016, as presented at
today’s public hearing, a copy of which is attached hereto and marked as
Schedule “A”. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-law #1843 (Vis-à-vis the Schools and Municipal Tax Levy for fiscal year 2011). “carried” RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 11:40 a.m., to convene again at the next regular meeting scheduled for Tuesday, May 10th, 2010 at 8:30 a.m. “carried” | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
