Minutes of the tenth regular meeting of the 2010/2011 Council of the Rural Municipality of South Cypress held in the Municipal/Village Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, August 9th, 2011 at 8:30 a.m.

 Present at the Meeting:    Reeve Earl E. Malyon, Councillors Edwin A. Berry, Glenn I. Dowd, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer Eric Plaetinck (opening session) and Assistant CAO Maureena McPhail (latter session)   Regrets Lloyd E. Coates. 

Reeve Earl E. Malyon presiding called the meeting to order @ 8:30 a.m. 

During the meeting, at the time indicated, Council met with the following delegations:

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday July 12th, 2011 be taken as read and approved, all statutory requirements having been fulfilled. 

                                                                                    “carried” 

 

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2011 accounts from cheque #7761 to and including cheque #7802, as submitted to Council by the Municipal Administrator.

                                                                                     “carried”

 

RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Q Collaborations Inc., to prepare and submit the necessary funding application documentation for disaster financial assistance for all Municipal infrastructure damages incurred as a result of 2011 flooding. 

AND FURTHER BE IT RESOLVED THAT the cost of the associated services fees be completely recovered under the Provincial Financial Assistance Program.

RESOLVED that the Council of the Rural Municipality of South Cypress acknowledge that Manitoba Hydro install and bury at an appropriate depth, an electrical power line in/under Municipal road #90W between SW¼ of Section 30; Township 7; Range 15WPM and the SE¼ of Section 25; Township 7; Range 16WPM, 

AND FURTHER BE IT RESOLVED that all necessary installation work and materials be the responsibility of Manitoba Hydro with the completed installation to meet the approval of the Ward Councillor. 

AND FURTHER BE IT RESOLVED that appropriate signage be erected at the line installation/crossing site of the said road.

RESOLVED that the Council of the Rural Municipality of South Cypress contract the services of Samson Engineering Inc. of Brandon, Manitoba to inspect the wooden bridge, crossing Oak Creek located on Municipal Road #42N, in order to determine the integrity of the said structure and whether same was affected by the flood waters.

            WHEREAS, Manitoba's municipalities are struggling to meet a growing list of challenges and responsibilities, including health care, affordable housing and infrastructure; 

WHEREAS, the most pressing of these is the growing backlog of infrastructure in need of repair and replacement, including potholed streets and roads; deteriorating sewer and water mains; and aging public facilities such as playgrounds and community centres; 

WHEREAS, Manitoba's municipal infrastructure deficit has been estimated at more than $11 billion, or $10,000 per resident, which is beyond the capacity of municipal governments and local property taxpayers; 

WHEREAS, the Rural Municipality of South Cypress has numerous infrastructure enhancement requirements, the cost of which exceeds what can be afforded by the local ratepayer; 

WHEREAS, this infrastructure deficit has serious consequences for the quality of life of our residents and the economic well-being of our community and province; 

THEREFORE BE IT RESOLVED that the Rural Municipality of South Cypress calls on all parties in the October 4th Provincial election to put communities first and commit to reallocating a portion of the tax revenue the Manitoba Government collects in our communities to repairing and upgrading our infrastructure.

RESOLVED that the Council of the Rural Municipality of South Cypress re-appoint Westoba Credit Union Ltd., Glenboro Branch, to provide all necessary banking and financial services required by the Municipality during the term August 1, 2011 to July 31, 2014, as per terms and conditions specified in the July 21st, 2011 services contract.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize Assistant CAO, Maureena McPhail to attend the Manitoba Municipal Administrators Association’s educational workshop entitled “Working with PSAB” being held in Brandon, Manitoba on Thursday September 8th, 2011.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 11:05 a.m., to convene again at the next regular meeting scheduled for Tuesday September 13th, 2011 at 8:30 a.m.
