Minutes of the third regular
meeting of the 2010/2011 Council of the Rural Municipality of South Cypress held
in the Municipal Council Chambers at 618 Railway Avenue, Glenboro, Manitoba, on
Tuesday, January 11th, 2011 at 8:30 a.m. Present at the Meeting, Reeve Earl E.
Malyon, Councillors Glenn I. Dowd, Lloyd E. Coates, Leonard K. Plett, Walter R.
Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve
Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m. and
thereafter took a moment to reflect and remember Councillor Leonard J. Berry
whom passed away on December 27, 2010. During the meeting, at the time
indicated, Council met with the following delegations:

RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday December
14, 2010 be taken as read and approved, all statutory requirements having been
fulfilled.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize a memorial
donation to the Glenboro & Area Foundation Inc. in the amount of $400.00, in
memory of Leonard J. Berry.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
payment of fiscal year 2010 accounts from cheque #7299 to and including cheque
#7378, as submitted to Council by the Municipal Administrator.

that the Council of the Rural Municipality of South Cypress authorize the
payment of fiscal year 2011 accounts from cheque #7400 to and including cheque
#7415, as submitted to Council by the Municipal Administrator.

that the Council of the Rural Municipality of South Cypress give second and
third reading to By-law #1840, (Vis-à-vis 2011 Borrowing/ Overdraft
Authorization @ Westoba Credit Union Ltd., Glenboro Branch), and that it be
signed by the Reeve and the CAO, sealed and delivered.

that the Council of the Rural Municipality of South Cypress give first reading
to By-Law #1841 (Vis-à-vis – Special Services Levy for the Wawanesa Waterpark.)

RESOLVED
that the Council of the Rural Municipality of South Cypress give first reading
to By-law #1842 (Vis-à-vis Appointment of Eric Plaetinck as the 2011 Chief
Administrative Officer).
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress adopt the “Work
Alone” policy, dated January 11, 2011, marked as appendix “C-2011”.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress adopt the
“Anti-Harassment” policy, dated January 11, 2011, marked as appendix
“D-2011”.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
immediate payment of $4,372.00 to the Glenboro Veterinary District Service
Board, representing 50% of the requirement for the Municipality’s 2011 tax
levy for the said Veterinary District.

that the Council of the Rural Municipality of South Cypress accept and approve
the recommendations/decisions presented/made by the Glenboro-South Cypress
Administrative Office/Staff Consolidation “Steering Committee” as fully
detailed in their January 7th, 2011 meeting minutes, marked as
Appendix “A-2011”.
“carried” WHEREAS
it is deemed that providing custom work services with Municipal equipment on an
“as requested – as available” basis at “above cost” rates to Municipal
ratepayers and residents has been most beneficial to the Municipality and its
ratepayers; NOW
THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South
Cypress offer, to its ratepayers and residents, Municipal custom work services,
in the year 2011, specifically; gravel hauling, grading, bulldozing, mowing and
snow clearing; AND
FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South
Cypress adopt the noted rental rates and conditions for the year 2011, for
specified Municipal equipment, labour and aggregate materials as set out in
Schedule “B-2011”, forming part of this resolution; AND
FURTHER BE IT RESOLVED that the said rates be revisited if or when fuel prices
significantly increase.

that the Council of the Rural Municipality of South Cypress appoint Ms. Kim
Robinson of Stockton, Manitoba as Operator of the Stockton Ferry for the 2011
Season as per wages, terms and conditions to be specified in her 2011 employment
agreement, AND
FURTHER BE IT RESOLVED that Ms. Robinson’s term of employment commence in the
spring 2011, at the call of Council, for the period until river freeze up in the
Fall of 2011.

that the Council of the Rural Municipality of South Cypress approve the
following Grants/Levies in favour of the Glenboro Community Development
Corporation to aid in the 2011 operation costs of its respective facilities and
promotion activities: Glenboro

“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress grant the Tiger
Hills Arts Association office space within the Municipal administrative building
during the period September 1, 2011 - September 1, 2012; AND
FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South
Cypress value this gift-in-kind at $1,500.00.

that the Council of the Rural Municipality of South Cypress apportion a total of
$ 40,000 from the Municipality’s “2010 Added Taxes” revenues in the
following manner; A
total of $13,200.00 be donated to assist in offsetting the capital costs of the
Wawanesa Waterpark Project. A
total of $20,000.00 be set aside in a duly established “Glenboro Recreation
& Public Facilities Reserve Account”. A
total of $6,800.00 be set aside in a duly created “Cypress River Recreation
& Public Facilities Reserve Account”.

that the Rural Municipality of South Cypress renew its membership with the
following organizations and thereby authorizes payment of the respective 2011
membership fee:

Manitoba Good Roads Association Hudson Bay Route Association
Burrough of The Gleann Museum

“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress support Sport
Manitoba’s Westman Region Kidsport Committee in their ongoing “Kidsport”
program whereby funding is provided to financially disadvantaged children in the
Westman area so they may be able to participate in community sports; AND
FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South
Cypress authorize a 2011 Municipal grant in the amount of $200.00 to aid in
augmenting the Sport Manitoba Westman Kidsport Trust Fund.

that the Council of the Rural Municipality of South Cypress instruct Senior
Election Official, Agnes Witherspoon, to proceed in accordance with Section
105(1) of the Municipal Act, to hold a By-Election, as soon as is reasonably
possible, to fill the vacancy in Ward 1, due to the passing of Leonard J. Berry.

that the Council of the Rural Municipality of South Cypress jointly with the
Council of the Village of Glenboro host a luncheon meeting, with Executive
members and Western District Directors of the A.M.M., to be held on Thursday
February 3rd, 2011, in Glenboro, Manitoba.

that the Council of the Rural Municipality of South Cypress authorize up to two
Council Members to attend the Recreation Connections Annual Provincial
Conference being held in Winnipeg, Manitoba on February 16th – 18th,
2011.

that the Council of the Rural Municipality of South Cypress authorize the sale
of its Municipal land ownership maps at the following rates during the year
2011:

per map (includes all taxes)
1”/mile black & white
- $ 14.00
per map (includes all taxes)

that the Council of the Rural Municipality of South Cypress, jointly with the
Council of the Village of Glenboro set the following 2011 rates for photocopying
with the Village/Municipal office photocopier:

FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South
Cypress jointly with the Council of the Village of Glenboro set the rate of
$0.50 per page for each page faxed, to a Canadian or American destination with
the Municipality’s/Village’s fax machine during the year 2011.

that the Council of the Rural Municipality of South Cypress do now adjourn @
2:10 p.m., to convene again at the next regular meeting scheduled for Tuesday,
February 8th, 2011 at 8:30 a.m.
