Minutes of the eighth regular meeting of the 20010/2011 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, June 14, 2011 at 8:30 a.m. 

Present at the Meeting, Reeve Earl E. Malyon, Councillors Glenn I. Dowd, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen, and Chief Administrative Officer, Eric Plaetinck. 

Reeve Earl E. Malyon, presiding, called the meeting to order at 8:30 a.m.  

During the meeting, at the time indicated, Council met with the following delegations:

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday May 10, 2011 be taken as circulated and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2011 accounts from cheque #7661 to and including cheque #7712, as submitted to Council by the Municipal Administrator.

WHEREAS floodwater from snow melt and heavy spring rains have caused numerous washouts of the Municipal roads and associated culverts in the Rural Municipality of South Cypress; 

AND WHEREAS prompt action was required in order to mitigate the treat of access to residences & properties being compromised and before emergencies occurred; 

NOW THEREFORE BE IT RESOLVED THAT THE Council of the Rural Municipality of South Cypress ratify all decisions and actions taken by the Reeve, Ward Councillors, the CAO and the Public Works Department, during period of the Municipality’s “Declaration of an Emergency Prevention Order” in their efforts in repairing/restoring required Municipal roads and culverts.

WHEREAS floodwater from snow melt and heavy spring rains caused the washout of the Municipal road and the connected culvert on the inter-municipal road located at the SE of section 6-7-15W and the NW of section 31-6-15W; 

NOW THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of South Cypress jointly with the Council of the Rural Municipality of Strathcona authorize the restoration of the said road and culvert on the inter-municipal road located at the SE of section 6-7-15W and the NW of section 31-6-15W as soon as possible; 

AND FURTHER BE IT RESOLVED, with the approval of the Council of the Rural Municipality of Strathcona, that an additional 72 inch diameter x 70 ft. long galvanized culvert be purchased and installed immediately alongside the primary culvert, so as to accommodate the required drainage at the said crossing ; 

AND FURTHER BE IT RESOLVED that the total incurred costs, net of anticipated Federal/Provincial Disaster Financial Assistance, for said road and culvert restoration, be shared equally between both Municipalities.

WHEREAS, Rejean Mathys and Paula Marie Mathys, owners of the property described as the NE ¼ of section 6-8-16 WPM, located just immediately west of Treesbank on the south side of Road 43N, who are using this property for agricultural activities, have requested permission to locate a mobile or modular home to this site to act as a dwelling unit for a person who will be working on the farm and assisting with its operation.  

AND WHEREAS said area is zoned as an “AG-Agricultural General” Rural District under the R. M. of South Cypress Zoning By-Law No.1485 and as such agricultural/farm activities are a permitted use with Part IV, of section 6(4)(b) of the By-Law stating that accessory uses, buildings or structures thereon shall be limited to the following: 

“Staff dwelling to include a single-family dwelling, two-family dwelling, dormitory, mobile (modular) home, when on the same site with permitted or approved uses where, in the opinion of Council, said dwelling is essential for the maintenance, operation and care of the permitted or approved agricultural use.” 

NOW THEREFORE BE IT RESOLVED THAT The Council of the Rural Municipality of South Cypress consider such proposed mobile/modular home to be an accessory dwelling unit to the farm and accordingly authorize the Development Officer to issue a mobile/modular home location permit for same, provided that all other building permit requirements are met.

RESOLVED that the Council of the Rural Municipality of South Cypress appoint Mr. Harry Mooney to represent the Municipality on the Board of the Glenboro-South Cypress Municipal Heritage Committee during the term June 14th, 2011 to November 8, 2011.

RESOLVED that the Council of the Rural Municipality of South Cypress grant $200.00 to the Cypress River Agricultural Society to aid in its staging of their 116th Annual Exhibition which is to be held on July 16th & 17th, 2011.

                                                                    “carried”

  

RESOLVED that the Council of the Rural Municipality of South Cypress award an academic scholarship, in the amount of $200.00 for the most deserving year 2011 graduating class student from the Glenboro School who enters Post-Secondary Education in Agriculture or Human Ecology or enters a recognized Community College, and also award an academic scholarship, in the amount of $200.00 for the most deserving year 2011 graduating class student from the Wawanesa school who enters Post-Secondary Education in Agriculture or Human Ecology or enters a recognized Community College.

RESOLVED that the Council of the Rural Municipality of South Cypress enter into a renewed agreement and an associated fee schedule with the City of Brandon, for the providing of the enhanced 911 services for the Rural Municipality of South Cypress during the period January 1, 2012 to December 31, 2016, with the said fee schedule specifying a 2012 base fee for the Municipality at $2.99 per resident;

RESOLVED that the Council of the Rural Municipality of South Cypress authorize a grant in the amount of $400.00 to the Glenboro-South Cypress Regional Library to aid in offsetting the costs of employing a student for the summer of 2011 for the purpose of maintaining summer reading programs and a summer kids club, for area children.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:05 p.m. to convene again at the next regular meeting scheduled for Tuesday, July 12th, 2011 at 8:30 a.m.
