Minutes of the fifth regular meeting of the 2010/2011 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, March 8th, 2011 at 8:30 a.m. Present at the meeting: Reeve Earl E. Malyon, Councillors Glenn I. Dowd, Lloyd E. Coates, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Regrets: Leonard K. Plett. Reeve
Earl E. Malyon, presiding, called the meeting to order at 8:50 a.m. During the meeting, at the time

Various Planning Matters RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday February 8, 2011 be taken as read and
approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress adopt the Municipality’s Financial Statement for fiscal year ending December 31, 2010 as presented by the Chief Administrative Officer showing a net operating surplus of $9,890.39. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2011 accounts from cheque #7462 to and including cheque #7501, as submitted to Council by the Chief Administrative Officer. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress give second reading to By-law #1841, (Vis-a-vis Special Services Levy for the Wawanesa Waterpark for the years 2011 – 2014). “carried” WHEREAS
all requirements, as provided in Sections 312 to 325 of the Municipal Act,
regarding Special Service Plan #1841-2011, have been fulfilled and approved by
The Municipal Board; NOW THEREFORE
BE IT RESOLVED that the Council of the Rural Municipality of South Cypress give
third reading to By-law #1841, (Vis-a-vis Special Services Levy for the Wawanesa
Waterpark for the years 2011 – 2014), and that it be signed by the Reeve and
Municipal Administrator, sealed and delivered. “carried 4-0; unanimous” RESOLVED that the Council of the Rural Municipality of South Cypress appoint Mr. Matthew Neale as seasonal equipment operator for the year 2011 with his employment to commence at the call of Council, with a 50 hour work week and as per further terms and conditions to be specified in his 2011 employment agreement; AND FURTHER BE IT RESOLVED that Mr. Neale be a participating member in the A.M.M/Western Financial Group Municipal Health and Dental Program (Plan III – Family). “carried” RESOLVED that the
Council of the Rural Municipality of South Cypress authorize the purchase of the
following addition warranty for the Municipality’s new 2012 Kenworth Gravel
Truck: To a 5
year/482,804 km – Cummins Engine coverage To a 5 year/482,804
km – Cummins After-Treatment coverage To a 4 year/640,000
km – Dana-Eaton Clutch coverage “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress jointly with the
Council of the Village of Glenboro set the following days/hours of operation for
the Glenboro Waste Disposal Grounds/Transfer Station for the period March 13,
2011 to November 6, 2011.
*Waste Disposal Grounds will be
closed on all statutory Holidays “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize James Abernethy of Glenboro, Manitoba to install and bury at an appropriate depth, a 1 ½ “ plastic waterline in/under the Municipal road between NE ¼ of Section 18; Township 8; Range 13 WPM and the SW ¼ of Section 20; Township 8; Range 13 WPM, AND FURTHER BE IT RESOLVED that all necessary installation work and materials be the responsibility of the applicant with the completed installation to meet the approval of the Ward Councillor and furthermore that the applicant, as may be prescribed by the Municipality, be required to repair, maintain, relocate and improve such plastic waterline in a safe and workmanship fashion all which shall be at the sole and exclusive cost of the applicant. AND FURTHER BE IT RESOLVED that the applicant acquire a “Right of Way in a Municipal Road” Development Permit for the said installation. AND FURTHER BE IT RESOLVED that said installation approval be subject to the condition that the applicant, at his cost, attends to in due course, duly executed agreement, easement and respective signage for the affected roads. “carried” RESOLVED
that the plan of Subdivision of Land described as follows: Being part of the SE
¼ of Section 25, Township 7, Range 16W1, as shown on a drawing and being
submitted by Mr. Mark shearer on behalf of the registered owners, Elwood Shearer
and Patricia Shearer;
be hereby approved by the Council of the Rural Municipality of South
Cypress. Approval is
given subject to the following conditions: That a conditional
use order be grated allowing an agro-commercial business in the “AG”
Agricultural (General) Zoning district. That any
onsite wastewater management system be registered, installed and maintained in
accordance with the “On Site Wastewater Management systems Regulations MR
83/2003”. “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress enter into a 2011
Municipal Funding Agreement with Multi-Material Stewardship Manitoba for the
establishment, promotion and maintenance of a recycling program in the
Municipality and the respective funding for same “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress rescind resolution #8572 dated January 11, 2011
regarding the granting of funds and the levying of taxes in aid of the Glenboro
CDC, the Glenboro Kinsmen Community Hall and the Glenboro Gaiety Theatre. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress approve the following Grants/Levies in favour of
the Glenboro Community Development Corporation to aid in the 2011 operation
costs of its respective facilities and promotion activities: Glenboro Community Promotion - $ 1,150.00 Glenboro Kinsmen Community Hall - $ 4,465.00 Glenboro Community Gaiety Theatre

$ 2,655.00 “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress award a grant in the amount of $760.00 to the
Wawanesa – Oakland Community Development Corporation to aid in offsetting its
operational costs associated with Wawanesa Community promotional activities in
year 2011. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize Councillor Lloyd E. Coates and CAO Eric
Plaetinck to attend the Manitoba Veterinary Services Commission’s annual
meeting for Veterinary Services District Chairs and Secretary-Treasurers, which
is being held on Tuesday April 26th, 2011 in Neepawa, Manitoba. “carried” RESOLVED that the
Council of the Rural Municipality of South Cypress accept the year 2011 Budget
of the Glenboro Cemetery Committee requiring a year 2011 levy from the Rural
Municipality of South Cypress amounting to a total of $2,200.00. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress accept the year 2011 Budget of the Western
Manitoba Regional Library requiring a year 2011 levy from the Rural Municipality
of South Cypress, amounting to a total of $6,922.20. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize a grant in the amount of $1,036.93 to
the Skalholt Cemetery Committee to aid in offsetting the labour and material
costs incurred in the 2010 construction of a wooden enclosure shielding its
cemetery reference map and stand. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress award a $ 500.00 Municipal grant to the Glenboro Agricultural Society to aid in the staging of their annual fair, to be held on June 30th and July 1st, 2011. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress acknowledge notification, from the land-surveying firm of Altus Geomatics Manitoba, that they will be performing the restoration, at Municipal cost as provided under Section 6 of the Surveys act, of the following missing survey outline monuments: ¼ E & ¼ N Section 3; Township 8; Range 14 WPM ¼ E & NE Section 4; Township 8; Range 14 WPM ¼ N Section 30; Township 7; Range 14 WPM AND FURTHER BE IT RESOLVED that the Municipality make application to the Provincial Property Registry for reimbursement of 50% of the total restoration costs, under the “Survey Outline Monument Restoration Program”. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress, in accordance with the Provincial Assessment
Department’s schedule, conduct its “Board of Revision” for the 2012
property assessments, on Tuesday October 11th, 2011 at 1:00 p.m. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment and transfer, in fiscal year 2010, of $15,520.00 from the Municipal Gas Tax Reserve Account #8834640 to the Municipal Operating Account #8816001, to offset the total cost incurred in the drilling and establishing a 2 well “Community Water Loading Station” placed next to the Glenboro-South Cypress Fire Hall located on description of Parcel 9; Plan 1130 MLTO (495 South Railway Avenue) in Glenboro, Manitoba. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize, Reeve Earl E. Malyon to attend the “2011 Capturing Opportunities Forum”, which is to be held in the Keystone Centre in Brandon, Manitoba on April 20th & 21st, 2011. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress advertise space in the Wawanesa Wild Riders 4-H Club business directory at a cost of $10.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Chief Administrative Officer, Eric Plaetinck and Assistant CAO, Maureena McPhail to attend the 80th Annual Conference of the Manitoba Municipal Administrators Association Inc. being held in Brandon, Manitoba on May 1st – 4th, 2011. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize, Municipal Equipment Operators Allan Bartram, Paul Wilton, Matthew Neale, Reeve Earl E. Malyon, all Council Members, and CAO, Eric Plaetinck to attend the “Manitoba Good Roads Association 101st Annual Banquet and Awards Presentation”, being held in Brandon, Manitoba on Tuesday April 12th, 2011 at 7:00 p.m. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize all members of Council and the Chief
Administrative Officer to attend the Association of Manitoba Municipalities
Municipal Officials Seminar being held in Brandon, Manitoba on April 13th
and 14th, 2011. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize the purchase of 7 Dell Inspiron 17R; 4 GB Ram; 500 GB hard drive; laptop computers, (or equivalent) c/w necessary accessories and software which will be required by Council in performing more effective and efficient paperless legislation functions.
“carried” RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:25 p.m., to convene again for a special meeting (Fiscal Year 2011 Budget) scheduled for Tuesday, April 5th, 2011 at 9:00 a.m. “carried” |
