Minutes
of the seventh regular meeting of the 2010/2011 Council of the Rural
Municipality of South Cypress held in the Municipal Council Chambers at 618
Railway Ave., Glenboro, Manitoba on Tuesday, May 10, 2011 at 8:30 a.m. During the meeting, at the time indicated, Council
conducted the noted Conditional Use Hearing and also met with the following

RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday April 12th,
2011 be taken as circulated and approved, all statutory requirements having been
fulfilled.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
payment of fiscal year 2011 accounts from cheque #7581 to and including cheque
#7660, as submitted to Council by the Municipal Administrator.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress give second and
third reading to By-law #1843 (vis-à-vis School and Municipal Property Tax Levy
for fiscal year 2011) and that it be signed by the Reeve and Municipal
Administrator, sealed and delivered.

that the Council of the Rural Municipality of South Cypress give first reading
to By-law #1844 (vis-à-vis authorizing Centra Gas Manitoba Inc. to supply and
distribute natural gas to a northern area of the Municipality).

a duly called public hearing held at 10:45 a.m., in regard to Conditional Use
application #CU03-11-SC, no representation was made either for or against the
application. UNDER
THE PLANNING ACT CONDITION
USE ORDER NO: CU03-11-SC WHEREAS,
Mark Shearer, applicant for J. Elwood Shearer and Patricia Shearer, owners of
the property legally described as part of the SE ¼ 25-7-16WPM and located at
approximately 2 miles west and ½ mile north of Stockton in the R. M. of South
Cypress, applied to the Council of the R. M. of South Cypress for approval of a
Condition Use Order under Zoning By-Law No. 1485 Part IV, Section 6, Table IV-I,
in order to: Allow
for the establishment of an Agro-Commercial Business directly serving
Agriculture in an “AG” Agricultural (General) Zoned District. And
after careful consideration of the application and any representations made for
or against it, the Council of the R. M. of South Cypress in a meeting duly
assembled on the 10th day of May AD., 2011. APPROVED
the said application Approval
is given subject to the following conditions:

shall expire if not acted upon within 12 months of the date of making. “carried” RESOLVED
that the Council of the Rural Municipality of South Cypress sponsor the Glenboro
U.C.T. 2011 Bike Rodeo, being held on June 6th, 2011 at the Glenboro
School, and hereby authorize a Municipal grant in the amount of $ 30.00 for the
purchase of a new bicycle helmet.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize Manitoba
Transportation & Government Services, in the spring of 2011, to apply a dust
control product (approximately 2,400 litres of calcium chloride) onto 1,475 feet
length of Provincial Road #530, along the Hamlet of Treesbank, AND
FURTHER BE IT RESOLVED THAT the total cost of this application, estimated a
$600.00, be paid by the Municipality, AND
FURTHER BE IT RESOLVED THAT the Rural Municipality of South Cypress accepts no
responsibility for the effectiveness of the dust control chemical.

that the Council of the Rural Municipality of South Cypress support the Manitoba
Farm Women’s Conference being held in Brandon, Manitoba on November 13 – 15,
2011, by authorizing a Municipal sponsoring grant in the $100.00.

that the Council of the Rural Municipality of South Cypress authorize Reeve Earl
E. Malyon to attend the Assiniboine Municipal Health Committee meeting scheduled
for Monday May 16, 2011 in Rivers, Manitoba.

that the Council of the Rural Municipality of South Cypress authorize all
Council Members and the Chief Administrative Officer to attend the Association
of Manitoba Municipalities Western District Meeting being held in Tilston,
Manitoba on Monday June 15th, 2011.

RESOLVED
that the Council of the Rural Municipality of South Cypress do now adjourn @
12:15 p.m., to convene again at the next regular meeting scheduled for Tuesday,
June 14th, 2011 at 8:30 a.m.
