Minutes of the Inaugural and first
meeting of the 2011/2012 Council of the Rural Municipality of South Cypress held
in the Municipal Council Chambers at 618 Railway Avenue in Glenboro on Tuesday,
November 8, 2011. Present at the Meeting: Reeve Earl E.
Malyon, Councillors Edwin A. Berry, Glenn I. Dowd, Lloyd E. Coates, Leonard K.
Plett, and Chief Administrative Officer, Eric Plaetinck. Regrets: Walter R.
Cullen. Prior to the commencement of the
meeting, in accordance with Section 101(1) of the Municipal Act, the Reeve and
all Councillor Members present each made and subscribed a Declaration of
Qualification and Declaration of Office. Reeve Earl E. Malyon, presiding,
called the meeting to order at 8:45 a.m. During the meeting, at the time
indicated, Council met with the noted delegations and conducted the Public

Erect a 70 Meter Telecommunications Public Hearing } (TELUS) Tower on Pt. SW 17-7-14W RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday October 11, 2011 be taken as read and
approved, all statutory requirements having been fulfilled.
“carried” RESOLVED that Lloyd E. Coates be
appointed as Deputy Reeve of the Rural Municipality of South Cypress during the
term November 8, 2011 to November 13, 2012.
“carried” WHEREAS the Council of the Rural
Municipality of South Cypress is required to make Council Member and
Resident/Ratepayer appointments to the various Boards and Committees for the
period November 8th, 2011 to November 13th, 2012; NOW THEREFORE BE IT RESOLVED that the
appointments as set out in Schedule “A” and “B” be hereby approved by
the Council of the Rural Municipality of South Cypress.
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress officially appoint the following 22
volunteers as members of the Glenboro/South
Cypress Fire Department for the period November 8, 2011 to November 13, 2012:
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress authorize the payment of fiscal year 2011
accounts from cheque #7915
to and including cheque #7979, as submitted to Council by the Municipal
Administrator.
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress give second and third reading to By-law
#1845, (Vis-à-vis 2011/2012 Council Members Indemnity, Remuneration,
Compensation) and that it be signed by the Reeve and the Municipal
Administrator, sealed & delivered.
“carried 5-0 - unanimous” RESOLVED that the Council of the
Rural Municipality of South Cypress give first reading to By-Law #1846 (Vis-à-vis
2011 Tax and Debt Cancellations).

RESOLVED that the Council of the
Rural Municipality of South Cypress give first reading to By-Law #1847 (Vis-à-vis
Appointments of Year 2012 Municipal Fireguardians).
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress give first reading to By-Law #1848 (Vis-à-vis
Appointments of Year 2012 Poundkeepers, Appraisers and Cemetery Sextons).
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress authorize the total payment of $ 17,478.35,
to the Glenboro–South Cypress Weed Control District, for labour services,
equipment time and herbicide provided in the control of noxious weeds on
designated Municipal roadside ditches during the 2011 season.
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress contract the services of Ron Outhwaite of
Stockton, Manitoba to clean out snow from the back lanes in the hamlet of
Stockton during the 2011/2012 winter with a Caterpillar 950 Loader, on an “as
required” basis; Conditions of the contract are: That the required snow clearing be
completed within a reasonable period of time after a snowfall/snow drifting. That billing for any such work be
submitted to the Municipality immediately after each time such work is
completed. That it is estimated that the normal
clean out of all back lanes in Stockton will take approximately 1 hour of said
loader’s time for each complete cleaning.

RESOLVED that the Council of the
Rural Municipality of South Cypress sponsor the Glenboro Nordics Senior Hockey
Club by advertising in their 2011/2012 Season’s home hockey game programs at a
cost of $50.00. AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress be an “Option One”
sponsor of the Wawanesa Jets Senior Hockey Club and thereby advertise in their
2011/2012 season’s home hockey game programs at a cost of $50.00 AND FURTHER BE IT RESOLVED that the
Council of Rural Municipality of South Cypress support the Glenboro/Carberry/Baldur
High School Hockey Team by advertising in their 2011/2012 season’s games
program at a total cost of $25.00.
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress award a grant in the amount of $200.00 to
the Glenboro Community Development Corporation and the Glenboro U.C.T. Club to
assist in offsetting their costs in staging the Saturday December 3rd,
2011 “Glenboro Santa Claus Parade of Lights”.
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress support the Glenboro Curling Club by
retaining advertising space at the Club during the 2011/2012 season at a cost of
$50.00.
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress contract the services of F. Kozak & Sons
Ltd. of Neepawa, Manitoba to crush and stockpile 2,000 cubic yards of ¾” road
gravel at the Clark Leachman Bell gravel pit for the quoted/agreed to price.
“carried” At a duly called public hearing held
at 11:00 a.m., in regard to Conditional Use application #CU07-11-SC,
representation was made Sandy Kerr and Tim Drumm. UNDER THE PLANNING ACT CONDITIONAL USE ORDER NO: CU07-11-SC Whereas Philip Barker (agent for TELUS
MOBILITY) applicant, for Walter & Marion Kerr, owners of the property
legally described as part SW 17-7-14W and located approximately 2 miles west and
¼ mile north of Glenboro in the R. M. of South Cypress, applied to the council
of the R. M. of South Cypress for approval of a Conditional Use order under
Zoning By-law No. 1485, Part IV, Section 6, Table IV-I, in order to: install a 70 meter tall guyed
telecommunication tower on a 6.17 acre leased parcel, And after careful consideration of
application and any representations made for or against it, the Council of the
R. M. of South Cypress in a meeting duly assembled on the 8th day of
November AD., 2011. APPROVED the said application. Approval is given subject to the
following conditions: Approval shall expire if not acted
upon within 12 months of the date of making.
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress endorses the July 22, 2011 proposal put
forth by the Assiniboine Hills Conservation District regarding the expansion of
its district to include the City of Brandon as a partnering member.
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress become a participating member of the SOUTH
WEST 2011 FLOOD STRATEGY COMMITTEE, and thereby authorized the payment of a
membership fee in the amount of $100.00. AND FURTHER BE IT RESOLVED that
the Council of the Rural Municipality of South Cypress appoint Councillor Walter
Cullen to represent the Municipality on this Committee.
“carried” RESOLVED that the Council of the
Rural Municipality of South Cypress do now adjourn @ 2:10 p.m. to convene again
at the next regular meeting scheduled for Tuesday December 13th, 2011
