Minutes of the twelfth regular meeting of the 2010/2011 Council of the Rural Municipality of South Cypress held in the Municipal Council Chambers at 618 Railway Ave., Glenboro, Manitoba on Tuesday, October 11, 2011 at 8:30 a.m.

 Present at the meeting: Reeve Earl E. Malyon, Councillors Edwin A. Berry, Glenn I. Dowd, Lloyd E. Coates, Leonard K. Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. 

Reeve Earl E. Malyon, presiding, called the meeting to order at 8:45 a.m. 

During the meeting, at the time indicated, Council met with the following delegations:

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday September 13, 2011 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize the payment of fiscal year 2011 accounts from cheque #7854 to and including cheque #7914, as submitted to Council by the Municipal Administrator.

RESOLVED that the Council of the Rural Municipality of South Cypress give first reading to By-Law #1845, (Re: 2011/2012 Council member’s indemnity, remuneration and compensation).

RESOLVED that the Council of the Rural Municipality of South Cypress ratify the contracting of services for ALTUS GEOMATICS Manitoba to survey, stake and ribbon the north limit of the north east ¼ mile of the NE ¼ of Section 35-7-14 W1 and the west limit of the north west ¼ mile of the NW ¼ of Section 36-7-14 W1 mile. 

AND FURTHER BE IT RESOLVED THAT the total cost for the said survey, staking and ribbon work be the sole responsibility of the applicant, Real and Lauren Durupt.

RESOLVED that the Council of the Rural Municipality of South Cypress ratify the contracting of services of W. J. Outhwaite Construction to build approximately 1/4 mile of road directly south from the intersection of Municipal Roads #42N and 79W, into the new residence yard of Real and Lauren Durupt. 

AND FURTHER BE IT RESOLVED THAT the total cost for the said construction work be the sole responsibility of the Municipality.

RESOLVED THAT the Rural Municipality of South Cypress contract the services of J.K.W. Construction Ltd. of Plum Coulee, Manitoba to supply all labour and equipment in order to satisfactorily rebuild, in accordance with required specifications, the low level crossing located on Municipal Road #88W at Oak Creek, at and for the quoted cost of $28,500.00 plus applicable taxes; 

AND FURTHER BE IT RESOLVED THAT the Rural Municipality of South Cypress be responsible to provide all materials, such as: culverts, concrete, rebar and all aggregates, for the said project; 

AND FURTHER BE IT RESOLVED THAT it is understood by Council that this reconstruction project be eligible for funding under the Federal Disaster Assistance Program.

RESOLVED THAT the Rural Municipality of South Cypress contract the services of W. J. Outhwaite Construction Ltd. of Stockton, Manitoba to supply all labour and equipment in order to satisfactorily remove and clean-up all silt and sludge, as determined by Council, deposited on both Assiniboine River banks at the Stockton Ferry site, as further detailed in their project quote; 

AND FURTHER BE IT RESOLVED THAT it is understood by Council that this clean-up work be eligible for funding under the Federal Disaster Assistance Program.

RESOLVED THAT the Rural Municipality of South Cypress contract the services of W. J. Outhwaite Construction Ltd. of Stockton, Manitoba to supply all labour and equipment in order to satisfactorily remove and clean-up all dirt from the collapsed earthen embankment above the Stockton Ferry trailer, as further detailed in their project quote; 

AND FURTHER BE IT RESOLVED THAT it is understood by Council that this clean-up work be eligible for funding under the Federal Disaster Assistance Program.

 RESOLVED THAT the Rural Municipality of South Cypress contract the services of Samson Engineering Inc. of Brandon, Manitoba to examine and design 2 new cable guide anchors for the Stockton Ferry; 

AND FURTHER BE IT RESOLVED THAT the Rural Municipality of South Cypress also authorize Samson Engineering Inc. of Brandon, Manitoba to engage the services of an subcontractor to have such cable guide anchors installed, in accordance with engineered specifications, on both sides of Assiniboine River banks at the Stockton Ferry, as per costs and terms to be detailed in their project quote; 

AND FURTHER BE IT RESOLVED THAT it is understood by Council that this restoration project be eligible for funding under the Federal Disaster Assistance Program.

RESOLVED that the Council of the Rural Municipality of South Cypress jointly with the Village of Glenboro, offer financial training assistance for up to 6 persons selected for the EMT program during the 2011/2012 educational year. 

AND FURTHER BE IT RESOLVED that any or all such selected students duly registered in the said training program, upon application to the Glenboro Community Development Corporation, will be considered for an “up front” repayable loan in order to offset their initial registration, tuition and textbook costs. 

AND FURTHER BE IT RESOLVED that each of the six elected students be authorized to receive a grant of up to a maximum of $670.00 upon the successful completion of the program and the associated certification as provincial EMTECH.

 RESOLVED that the Council of the Rural Municipality of South Cypress acknowledge and accept notification from the City of Brandon Fire Department that the enhanced 911 service fee for the year 2012 for the Municipality will be set at $2.99 per capita, which is unchanged from 2011.

RESOLVED that the Council of the Rural Municipality of South Cypress authorize any Council Members, so able to attend, to partake in the Manitoba Conservation Districts Association 36th Annual Convention, which is to be held in Brandon, Manitoba on December 12 – 14, 2011.

RESOLVED that the Council of the Rural Municipality of South Cypress do now adjourn @ 12:10 p.m., to convene again for its 2011/2012 Inaugural Meeting scheduled for Tuesday, November 8th, 2011 at 8:30 a.m.
