RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday August
9, 2011 be taken as read and approved, all statutory requirements having been
fulfilled.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize the
payment of fiscal year 2011 accounts from cheque #7803 to and including cheque
#7853, as submitted to Council by the Municipal Administrator.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress contract the
services of F. Kozak & Sons Ltd. of Neepawa, Manitoba to crush and stockpile
20,000 cubic yards of ¾” road gravel at the Craig Bell gravel pit (SW ¼
10-7-16W) for the quoted/agreed to price per cubic yard with any required
stripping of the pit to be done at the rate of $110.00 per hour; prices subject
to fuel surcharge with any major fuel increases. AND
FURTHER BE IT RESOLVED that the crushing of the said 20,000 cubic yards of
gravel be undertaken this fall, prior to freeze up, at the contractors
choice/convenience, and accordingly billing and payment of same be deferred to
January 31, 2012.
“carried” RESOLVED
that the Council of the Rural Municipality of South Cypress authorize James
Abernethy of Glenboro, Manitoba to install and bury at a 8 ft. depth, a 1“
plastic waterline in/under the Municipal road #78W between NW¼ of Section 18;
Township 8; Range 13WPM and the NE¼ of Section 13; Township 8; Range 13WPM, AND
FURTHER BE IT RESOLVED that all necessary installation work and materials be the
responsibility of the applicant with the completed installation to meet the
approval of the Ward Councillor and furthermore that the applicant, as may be
prescribed by the Municipality, be required to repair, maintain, relocate and
improve such plastic waterline in a safe and workmanship fashion all which shall
be at the sole and exclusive cost of the applicant. AND
FURTHER BE IT RESOLVED that the applicant acquire a “Right of Way in a
Municipal Road” Development Permit for the said installation. AND
FURTHER BE IT RESOLVED that said installation approval be subject to the
condition that the applicant, at his cost, attend to in due course, duly
executed agreement, easement and respective signage for the affected road.
WHEREAS
the Rural Municipality of South Cypress acquired approximately 40 cubic yards of
clean rock, from the Provincial Department of Highways, Wawanesa station, which
was used to stabilize the Milford Road Bridge and a culvert in ward 4; RESOLVED
that the Council of the Rural Municipality of South Cypress ratify the
contracting of Tri-Wave Construction of Brandon, Manitoba to supply and deliver
40 cubic yards of clean rock; AND
FURTHER BE IT RESOLVED THAT the said rock be stockpiled at the Provincial
Highways Department aggregate site on Highway #2 by Wawanesa.

that the Council of the Rural Municipality of South Cypress accept an August 2nd,
2011 proposal submitted by Manitoba Infrastructure and Transportation whereby
the Municipality would continue, for a further three years, to maintain, on
behalf of the Province, approximately 5.5 miles of Provincial Road #530 lying
North of P.T. H. #2 to Treesbank; AND
FURTHER BE IT RESOLVED that the Reeve and Chief Administrative Officer be
authorized to sign a contract extension with Manitoba Infrastructure and
Transportation for such maintenance and repair of the said 5.5 miles of
Provincial Road #530 (from P.T.H. #2 to Treesbank) for the term January 1, 2012
to December 31, 2014.

that the Assessments as listed under Schedule be added to the Rural Municipality
of South Cypress’ 2011 Assessment Roll under the Authority of Section 321(1)
of the Municipal Act; AND
FURTHER BE IT RESOLVED that the additional taxes thereon as set out in Schedule
be added to their respective property within the Rural Municipality of South
Cypress as added taxes for year 2011 under the Authority of Section 321(1) of
the Municipal Act.

that the Rural Municipality of South Cypress authorize the Municipal
Administrative Staff members to attend the Manitoba Municipal Administrators
Association District 2 Meeting, which is to be held at Pilot Mound, Manitoba on
Monday September 26th, 2011. AND
FURTHER BE IT RESOLVED that the Council of the Rural Municipality of South
Cypress authorize the closing of the Municipal/Village office for the said day
so as to enable the Municipal Administrative Staff to attend same.

that the Council of the Rural Municipality of South Cypress authorize all
members of Council and the Chief Administrative Officer to attend the
Association of Manitoba Municipalities 13th Annual Convention which
will be held in Brandon, Manitoba on November 21 – 24, 2011.

that the Council of the Rural Municipality of South Cypress authorize CAO, Eric
Plaetinck to attend the M.M.A.A. education workshop entitled “Labour and
Employment Law”, being held in Winnipeg, Manitoba on Friday December 9th,
2011.

that the Council of the Rural Municipality of South Cypress do now adjourn @
1:00 p.m., to convene again at the next regular meeting scheduled for Tuesday,
October 11th, 2011 at 8:30 a.m.
