Minutes of the third regular meeting of
the 2011/2012 Council of the Rural Municipality of South Cypress held in the
Municipal Council Chambers at 618 Railway Avenue, Glenboro, Manitoba, on
Tuesday, January 10th, 2012 at 8:30 a.m. Present at the Meeting, Reeve Earl E.
Malyon, Councillors Edwin A. Berry, Glenn I. Dowd, Lloyd E. Coates, Leonard K.
Plett, Walter R. Cullen and Chief Administrative Officer, Eric Plaetinck. Reeve Earl E. Malyon, presiding, called

Various Municipal Planning Matters RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday December 13, 2011 be taken as read
and approved, all statutory requirements having been fulfilled.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2011 accounts
from cheque #8065 to and including cheque #8114, as submitted to Council by the
Municipal Administrator.
“carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the payment of fiscal year 2012 accounts
from cheque #8150 to and including cheque #8156, as submitted to Council by the
Municipal Administrator. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give second and third reading to By-law #1849,
(Vis-à-vis 2012 Borrowing/ Overdraft Authorization @ Westoba Credit Union Ltd.,
Glenboro Branch), and that it be signed by the Reeve and the CAO, sealed and
delivered. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give second and third reading to By-Law #1850
(Vis-à-vis – Firefighting Agreement with the Village of Wawanesa), and that
it be signed by the Reeve and the CAO, sealed and delivered. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress give first reading to By-law #1851 (Vis-à-vis
Appointment of Eric Plaetinck as the 2012 Chief Administrative Officer). “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress give first reading to By-law #1852 (Vis-à-vis
Appointment of a Tax Sale Manager). “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the entire replacement of the wooden
platform of the Municipal scale and accordingly approve the purchase of 40 –
3” x 12” x 20 ft. treated rough Douglas fir planks from Brown &
Rutherford of Winnipeg, Manitoba at the total quoted price of $4,312.00 plus
freight and applicable taxes. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the immediate payment of $4,372.00 to
the Glenboro Veterinary District Service Board, representing 50% of the
requirement for the Municipality’s 2012 tax levy for the said Veterinary
District. “carried”
RESOLVED that the Council of the Rural
Municipality of South Cypress accept and approve the recommendations/decisions
presented/made by the Glenboro-South Cypress Administrative Office/Staff
Consolidation “Steering Committee” as fully detailed in their January 5th,
2012 meeting minutes, marked as Appendix “A-2012”. “carried” WHEREAS it is deemed that providing
custom work services with Municipal equipment on an “as requested – as
available” basis at “above cost” rates to Municipal ratepayers and
residents has been most beneficial to the Municipality and its ratepayers; NOW THEREFORE BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress offer, to its ratepayers and
residents, Municipal custom work services, in the year 2012, specifically;
gravel hauling, grading, bulldozing, mowing and snow clearing; AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress adopt the noted rental rates
and conditions for the year 2012, for specified Municipal equipment, labour and
aggregate materials as set out in Schedule “B-2012 AND FURTHER BE IT RESOLVED that the said
rates be revisited if or when fuel prices significantly increase. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress contract the services of Truelove Electric of
Cypress River, Manitoba to supply and install 8 new energy efficient T5
fluorescent light fixtures in the Municipal shed for and at the quoted price. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress approve the following Grants/Levies in favour of
the Glenboro Community Development Corporation to aid in the 2012 operation
costs of its respective facilities and promotion activities: Glenboro Community Promotion - $ 1,150.00 Glenboro Kinsmen Community Hall - $ 4,465.00 Glenboro Community Gaiety Theatre - $ 2,655.00 “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress request assistance from the Assiniboine Hills
Conservation District with Shearer Bank Stabilization Project located at the SE
¼ of Section 23; Township 7; Range 16W, AND FURTHER BE IT RESOLVED that the
Municipality partner (50-50) with the Conservation District for the funding
associated with the costs incurred in the project, subject to Council’s prior
approval of such costs. “carried” RESOLVED that the Rural Municipality of
South Cypress renew its membership with the following organizations and thereby
authorizes payment of the respective 2012 membership fee: Association of Manitoba Municipalities Federation of Canadian Municipalities Manitoba Municipal Administrators Association Glenboro Community Development Corporation Manitoba Good Roads Association Hudson Bay Route Association Burrough of The Gleann Museum
Assiniboine Municipal Health Committee “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress support Sport Manitoba’s Westman Region Kidsport
Committee in their ongoing “Kidsport” program whereby funding is provided to
financially disadvantaged children in the Westman area so they may be able to
participate in community sports; AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress authorize a 2012 Municipal
grant in the amount of $200.00 to aid in augmenting the Sport Manitoba Westman
Kidsport Trust Fund. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize up to two Council Members to attend the
Recreation Connections Annual Provincial Conference being held in Winnipeg,
Manitoba on February 29th – March 2nd, 2012. “carried”
RESOLVED that the Council of the Rural Municipality of South Cypress support Manitoba Crime Stoppers Inc. by authorizing a 2012 Municipal Grant in the amount of $100.00. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize a 2011 Municipal grant in the amount of $2,000.00 to the Glenboro School to assist in the installation of a computerized LED sign at the school. “carried” RESOLVED that the Council of the Rural Municipality of South Cypress authorize Reeve Earl Malyon and Councillor Walter Cullen to attend the Manitoba Planning Conference 2012 being held in Brandon, Manitoba on February 22 – 24, 2012. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress authorize the sale of its Municipal land ownership
maps at the following rates during the year 2012:
RESOLVED that the Council of the Rural Municipality of South Cypress, jointly with the Council of the Village of Glenboro set the following 2012 rates for photocopying with the Village/Municipal office photocopier:
AND FURTHER BE IT RESOLVED that the
Council of the Rural Municipality of South Cypress jointly with the Council of
the Village of Glenboro set the rate of $0.50 per page for each page faxed, to a
Canadian or American destination with the Municipality’s/Village’s fax
machine during the year 2012. “carried” RESOLVED that the Council of the Rural
Municipality of South Cypress do now adjourn @ 12:30 p.m., to convene again at
the next regular meeting scheduled for Tuesday, February 14th, 2012
