Minutes of the fourth regular meeting of the 2005/2006 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, February 14, 2006 at 7:00 p.m.

Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Gerald R. Greenlay, Betty A. Christie, Robert G. Jewsbury, Chief Administrative Officer Eric C. Plaetinck and Assistant CAO Darren J. Myers.

Mayor William R. Shackel, presiding, called the meeting to order at 7:02 p.m.

During the meeting, at the time noted, Council met with the following persons:

Allan Dowd } Restoration of the Former Queens Hotel - 7:15 p.m.

Mike Sattler } Former Village Office Possession/Transfer - 8:30 p.m.

Armand Vallotton } Village Foreman’s Monthly Activities Report - 10:15 p.m.

 

#2006-028 B. Jewsbury – B. Christie

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, January 10, 2006 and minutes of a special meeting held on Tuesday, January 24, 2006 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2005 accounts from cheque #815 to and including cheque #825, amounting to a total of $29,139.85 as fully detailed to Council by the Chief Administrative Officer.

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2006 accounts from cheque #847 to and including cheque #889, amounting to a total of $35,238.72 as fully detailed to Council by the Chief Administrative Officer.

RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #692 (vis-à-vis appointment of 2006 Chief Administrative Officer) and that it be signed by the Mayor and Chief Administrative Officer, sealed and delivered.

RESOLVED that the Council of the Village of Glenboro authorize Public Works Foreman, Armand Vallotton to attend the Manitoba Good Roads Association Seminar entitled "Dust Control and Geotextiles" being held on Monday February 27, 2006 in Brandon.

RESOLVED that the Council of the Village of Glenboro appoint Public Works Foreman, Armand Vallotton as Village of Glenboro "Animal Control Officer" (for the control of dogs and cats plus nuisance birds and skunks) The appointment shall be effective February 15, 2006 and subject to a six-month trial basis.

RESOLVED that the year 2006 spring road restrictions for designated Village roads/streets within the limits of the Village of Glenboro, will commence on or after March 15, 2006; (actual implementation date dependent on weather conditions) and shall remain in effect for a period of up to 10 weeks, as determined by Council;

The following specified Village roads/streets, lying within the Village of Glenboro, which is classified as a "B Highway", shall be weight restricted, when so posted, to 65% of normal axle loads;

½ mile of Public Road lying within Section 10; Township 7; Range 14 WPM, referred to as the north I.P.L. Road, and

½ mile of Public Road lying within Section 10; Township 7; Range 14 WPM from the intersection of Miles Street and Railway Avenue West to Municipal Road #81, referred to as West Railway Avenue.

With the exception of the above noted roads, all other Village street/roads, within the limits of the Village of Glenboro will not be subject to spring weight restrictions.

RESOLVED that the Council of the Village of Glenboro support Sport Manitoba’s Westman Region KidSport Committee in their ongoing "Kidsport" program whereby funding is provided to financially disadvantaged children in the Westman area so they may be able to participate in community sports;

AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro authorize a 2006 Municipal Grant in the amount of $100.00 to aid in augmenting the Sport Manitoba Westman Region’s Kidsport Trust Fund.

RESOLVED that the Council of the Village of Glenboro accept the tender submitted by Cumming and Dobbie Ltd. of Brandon, Manitoba for the demolition and complete removal of all buildings, c/w foundations and basements, with lot area to be filled in and levelled off with clean dirt, presently located on part of Lots 15/18; Block 6; Plan 45, at and for the tendered price of $17,000.00 plus GST.

WHEREAS as provided for in Section 365(2) of the Municipal Act, a Council may in any year designate the immediately preceding year or any earlier year as the year for which properties the taxes in respect of which are in arrears for the year must be offered for sale by auction to recover the tax arrears and costs;

NOW THEREFORE BE IT RESOLVED that the Council of the Village of Glenboro designate Tax Year 2005 as the year for which properties the taxes in respect of which are in arrears (2004 taxes) must be fully paid prior to commencement of the 2006 Municipal Tax Sale and failing payment of all 2004 tax arrears the respective property will be offered for sale by auction in order to recover the tax arrears and costs;

AND FURTHER BE IT RESOLVED that the Village of Glenboro conduct this years’ Tax Sale at a suitable date and time, in the fall of the year 2006, as determined by the Chief Administrative Officer.

RESOLVED that the Council of the Village of Glenboro renew its membership with the Hudson Bay Route Association and thereby authorize the payment of the 2006 membership fee of $25.00.

RESOLVED that the Council of the Village of Glenboro authorize a $350.00 grant to the Seniors Independent Services Board to aid in offsetting their operational costs during the year 2006.

Resolved that the Council of the Village of Glenboro enter into a 2006 Sponsorship Agreement with Manitoba Department of Education, Citizenship and Youth for the establishment of a Manitoba Youth Job Centre Office in Glenboro, during the period May 1, 2006 to August 4, 2006.

RESOLVED that the Council of the Village of Glenboro apply to Human Resources and Skills Development Canada for the funding of an eligible student for the summer of 2006, under the Federal Summer Career Placements Program.

#2006–042 G. Greenlay – B. Shackel

WHEREAS the Governments of Canada and Manitoba want to support the future prosperity of Municipalities in the Province of Manitoba based on a long term vision of sustainability, and

WHEREAS Canada and Manitoba recognize the need to work in partnership to address the local infrastructure investment needs of Municipalities through stable and predictable funding for Municipal infrastructure; and

WHEREAS Canada and Manitoba have entered into an Agreement on the Transfer of Federal Gas Tax Revenues under the New Deal for Cities and Communities dated November 18, 2005 (the "New Deal Gas Tax Agreement"); and

WHEREAS Manitoba has agreed to administer the funds made available pursuant to the New Deal Gas Tax Agreement on behalf of Canada; and

WHEREAS Manitoba had agreed to conditionally provide the funds to the Village, subject to receipt of funds from Canada as agreed to under the New Deal Gas Tax Agreement and as set out in the agreement; and

WHEREAS these funds are to be used by the Village towards the eligible costs of environmentally sustainable Village infrastructure projects; and

WHEREAS the Village has agreed to accept these funds upon the terms and conditions contained in the Funding Agreement;

NOW THEREFORE BE IT RESOLVED THAT the Council of the Village of Glenboro authorize the Mayor and Chief Administrative Officer to sign forthwith the said Gas Tax Funding Agreement with the Province of Manitoba, attached hereto and marked as Appendix "A."

RESOLVED that the Council of the Village of Glenboro hold a special meeting on Tuesday, April 4, 2006 at 7:00 p.m. to set and adopt the Village’s Budgeted Operating Expenditures for fiscal year 2006.

AND FURTHER BE IT RESOLVED that in compliance with Section 162(2) of The Municipal Act, the Council of the Village of Glenboro hold a Public hearing on Tuesday April 11, 2006 at 8:00 p.m. in the Village Council Chambers at Glenboro, Manitoba for the purpose of presenting its’ Financial Plan for fiscal year 2006 and subsequently giving any person who wishes, opportunity to make representation, ask questions or register an objection to the Financial Plan so presented.

RESOLVED that the Council of the Village of Glenboro jointly with the Council of the Rural Municipality of South Cypress, in accordance with Section 10(1) and Section 10(2) of "The Municipal Councils and School Boards Election Act" appoint area resident/ratepayer Agnes Witherspoon of Glenboro, Manitoba as "Senior Election Official" for the Village of Glenboro and the Rural Municipality of South Cypress commencing February 14, 2006

AND FURTHER BE IT RESOLVED THAT Senior Election Official, Agnes Witherspoon and Chief Administrative Officer Eric Plaetinck be authorized to attend the Manitoba Intergovernmental Affairs Municipal Election Seminar being held in Souris, Manitoba on Tuesday April 25th, 2006.

RESOLVED that the Council of the Village of Glenboro authorize Mayor William R. Shackel to attend the A.M.M. Western District 2006 Mayors and Reeves meeting which is to be held in Ninette, Manitoba on Tuesday March 21st, 2006.

RESOLVED that the Council of the Village of Glenboro do now adjourn at 10:45 p.m. to convene again at the next regular meeting scheduled for Tuesday March 14th, 2006 at 7:00 p.m.
