Minutes of the third regular meeting of the 2005/2006 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, January 10, 2006 at 7:00 p.m.

Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Gerald R. Greenlay, Betty A. Christie, Robert G. Jewsbury, Chief Administrative Officer Eric C. Plaetinck and Assistant CAO Darren J. Myers.

Mayor William R. Shackel, presiding, called the meeting to order at 7:00 p.m.

During the meeting, at the time noted, Council met with the following person:

#2006-001 B. Jewsbury – L. Nelson

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, December 13, 2005 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #690 (vis-ΰ-vis, the cancellation of taxes and/or monies owing to the Village of Glenboro) and that it be signed by the Mayor and Chief Administrative Officer, sealed and delivered.

RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #691 (vis-ΰ-vis 2006 Borrowing/Overdraft Authorization @ Westoba Credit Union Ltd.) and that it be signed by the Mayor and the Chief Administrative Officer, sealed and delivered.

RESOLVED that the Council of the Village of Glenboro accept and approve the recommendations presented by the Glenboro-South Cypress Administrative Office/Staff Consolidation "Steering Committee" as fully detailed in their January 6, 2006 meeting minutes, attached hereto and marked as Appendix "A-2006."

RESOLVED that the Council of the Village of Glenboro authorize Councillor Betty Christie to attend the 2006 Manitoba Planning Conference being held in Portage la Prairie, Manitoba on March 15-17, 2006.

RESOLVED that the Council of the Village of Glenboro authorize Village Foreman Armand Vallotton and spouse, Mayor William Shackel and spouse, Deputy Mayor Betty Christie, Councillor Loren Nelson, Councillor Robert Jewsbury and spouse and Chief Administrative Officer, Eric Plaetinck to attend the Manitoba Good Roads Annual Banquet and Awards Presentation to be held in Brandon, Manitoba on Sunday, February 26, 2006.

RESOLVED that the Council of the Village of Glenboro authorize Village Foreman Armand Vallotton to attend the Association of Manitoba Municipalities Trade Show, which is being held in Brandon, Manitoba on Monday, February 27, 2006.

RESOLVED that the Council of the Village of Glenboro accept the resignation of Richard Nicholson as Village of Glenboro Animal Control Officer, effective January 1, 2006;

NOW THEREFORE BE IT RESOLVED that the Village of Glenboro advertise for the invitations of applications for the position of Village of Glenboro Animal Control Officer.

RESOLVED that the Council of the Village of Glenboro jointly with the Rural Municipality of South Cypress, delegate Emergency Co-coordinator Mr. Garth McIntyre to develop a pandemic influenza community preparedness plan for the Village of Glenboro and the Rural Municipality of South Cypress, which will meet Provincial standards/requirements;

AND FURTHER BE IT RESOLVED that Mr. McIntyre be paid a negotiated stipend while serving in this capacity and also for time spent in developing the plan, along with the reimbursement of any out of pocket expenses incurred while carrying out his duties of this position.

RESOLVED that the Council of the Village of Glenboro authorize all Council members and the Chief Administrative Officer to attend the Glenboro-South Cypress Emergency Measures Board Meeting, to be held in Glenboro on Wednesday, January 18, 2006 at 7:00 p.m.

Resolved that the Council of the Village of Glenboro jointly with the Council of the Rural Municipality of South Cypress authorize the purchase under the JEPP Grant Program, for use at the Village/Municipal Office Emergency Command Centre, a 25KW generator with trailer and PTO shaft c/w switch over at a total cost of $7,026.00 plus applicable taxes, as outlined in a January 5th, 2006 letter from Emergency Co-ordinator, Garth McIntyre.

RESOLVED that the Council of the Village of Glenboro grant the Tiger Hills Arts Association office space within the Village building during the period September 1, 2006 to September 1, 2007;

AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro value this gift-in-kind at $1,200.00.

WHEREAS Glenboro is the host community for the 2006 "Tiger Hills Festival of the Arts;"

NOW THEREFORE BE IT RESOLVED that the Council of the Village of Glenboro authorize a 2006 grant in the amount of $100.00 to the Tiger Hills Festival Arts Planning Committee, to aid in the staging of this event.

RESOLVED that the Council of the Village of Glenboro renew its’ membership with the following organizations and thereby authorizes payment of the respective 2006 membership fee:

Association of Manitoba Municipalities
Manitoba Municipal Administrators Association
Glenboro Community Development Corporation
Manitoba Good Roads Association
Burrough of the Gleann Museum

RESOLVED that the Council of the Village of Glenboro apply to the Minister of Highways and Transportation for "Grant-in-Aid" on the following work on the noted streets in the Village of Glenboro for the year 2006.

Construction of approximately 216 metres on Glen-Town Road from Lyall Street to the west limits of said road at estimated cost of $10,000.

Dust Control (magnesium chloride) on Glen-Town Road and South Railway Avenue at an estimated cost of $3,200.00

12,000 sq. ft. of bituminous pavement on Warwick Avenue, from James Street to Lyall Street (170 metres) at an estimated cost of $15,050.00.

RESOLVED that the Council of the Village of Glenboro nominate Cindy Skanderberg of Glenboro, Manitoba for the YWCA Brandon 2006 "Women of Distinction Award;"

AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro authorize payment of Mrs. Skanderberg’s and Deputy Mayor Christie’s banquet ticket for said function being held on Thursday March 2, 2006.

RESOLVED that the Council of the Village of Glenboro set the following rates for photocopying with the Village Office photocopier during the year 2006:

Ratepayers $0.15 cents per copy

Clubs/Organizations $0.15 cents per copy

Non-ratepayers $0.25 cents per copy

AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro set the rate of $0.50 per page for each page faxed to a Canadian or American destination with the Village fax machine during the year 2006.

RESOLVED that the Council of the Village of Glenboro authorize Assistant CAO Darren Myers to attend the Manitoba Municipal Administrators Association educational seminar entitled "A Recipe for Success – Back to the Basics" which is to be held in Winnipeg, Manitoba on January 30 and January 31, 2006.

RESOLVED that the Council of the Village of Glenboro authorize all Members of Council and the Assistant CAO to attend the Association of Manitoba Municipalities Municipal Officials Seminar being held in Brandon, Manitoba on February 27 and 28, 2006.

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2005 accounts from cheque #766 to and including cheque #794 and cheque #796 to and including #814, amounting to a total of $66,025.83 as fully detailed to Council by the Assistant CAO.

Prior to the presentation of the following resolution (#2006-024) and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution.

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2005 account/cheque #795, in the amount of $6.84, as submitted to Council by the Assistant CAO.

RESOLVED that the Council of the Village of Glenboro do now adjourn, at 10:30 p.m., to convene again at the next regular meeting scheduled for Tuesday February 14, 2006 at 7:00 p.m.
