Minutes of the fifth regular meeting of the 2005/2006 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, March 14, 2006 at 7:00 p.m. Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Gerald R. Greenlay, Betty A. Christie, Robert G. Jewsbury, Chief Administrative Officer Eric C. Plaetinck and Assistant CAO Darren J. Myers. Mayor William R. Shackel, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the time noted,

B. Christie – B. Jewsbury RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday,
February 14, 2006 be taken as read and approved, all statutory requirements
having been fulfilled.

RESOLVED that the Council of the
Village of Glenboro accept and approve the audited financial statement and
supplementary audit report for the Village of Glenboro indicating an net
operating deficit of $13,692.00 for fiscal year ending December 31, 2004 as
prepared and submitted by the chartered accounting firm of BDO Dunwoody of
Winnipeg, Manitoba.

G. Greenlay – L. Nelson RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2005 account cheques
#827 and #828, amounting to a total of $5,401.70 as fully detailed to Council by
the Chief Administrative Officer.

Jewsbury – B. Christie RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2006 accounts from
cheque #890 to and including cheque #925, and cheque #927 to and including
cheque #942, amounting to a total of $25,027.14 as fully detailed to Council by
the Chief Administrative Officer.

Prior to the presentation of this resolution and the associated subject,
Councillor Loren Nelson, having a personal interest in the matter, withdrew from
Council Chambers, not returning after until after the vote on said resolution. #2006–051 G. Greenlay – B. Jewsbury RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2006 account/cheque
#926 in the amount of $804.99, as submitted to Council by the Chief
Administrative Officer.

Jewsbury – B. Christie RESOLVED that the Council of the Village of Glenboro renew its’ Certificates of Insurance coverage for the period April 1, 2006 to April 1, 2007 under the A.M.M. Municipal General Insurance Program through the insurance brokerage firm of Hayhurst Elias Dudek Inc. and thereby pay the respective premium of $17,738.00 which is based on coverage and values specified in certificate number AMM157 dated February 28, 2006.

WHEREAS Cumming and Dobbie Ltd. of Brandon, Manitoba did on Monday March
13, 2006 complete the demolition and complete removal/cleanup of with lot area
being filled in and levelled off with clean sand of all buildings,
foundations/basements that were located on part of Lots 15/18; Block 6; Plan 45
(Glenboro); AND WHEREAS the said work meets with
Councils satisfaction; NOW THEREFORE BE IT RESOLVED that the
Council of the Village of Glenboro authorize the immediate payment of $17,000.00
plus GST to Cumming and Dobbie (1986) Ltd., representing payment in full for the
said contracted work.

that the Council of the Village of Glenboro jointly with the Council of the
Rural Municipality of South Cypress set the following days/hours of operation
for the Glenboro Waste Disposal Grounds/Transfer Station for the period April 3
to October 2, 2006. Monday 9:00 a.m. to
4:00 p.m. Wednesday
1:00 p.m. to 8:00 p.m. Friday
9:00 a.m. to 4:00 p.m. Saturday
9:00 a.m. to 4:00 p.m. “carried” #2006-055 B.
Jewsbury – L. Nelson RESOLVED that the Council of the
Village of Glenboro jointly with the Rural Municipality of South Cypress
contract the services of Notre Dame Used Oil and Filter Depot of Notre Dame,
Manitoba to provide the necessary services required in acting as the Registered
Carrier for used oil, used oil filters and used oil containers deposited at the
Glenboro South Cypress Eco-Centre, as per rates and conditions specified in the
year 2006 services agreement.

Nelson – B. Jewsbury RESOLVED that the
Council of the Village of Glenboro jointly with the Council of the Rural
Municipality of South Cypress, donate the Glenboro-South Cypress Fire Department
vehicles and equipment in conjunction with the respective time donated by the
Glenboro-South Cypress Volunteer Firefighters, in a specific contribution which
is to be offered for sale at the Glenboro Community Development Corporation’s
District fundraising function, being held in Glenboro on Saturday April 8, 2006. Condition of
this offer be as follows: That the said
donation of men, vehicles and equipment be only utilized towards a “controlled
burn” in the Glenboro-South Cypress district; That the
requested “controlled burn” of a building and/or land, be subject to the
acceptance of the Glenboro-South Cypress Fire Department; And that the
maximum amount of time donated for this “controlled burn” be a total of 5
hours.

Nelson – B. Jewsbury RESOLVED that the Council of the
Village of Glenboro authorize the following noted contribution towards the
Glenboro Community Development Corporations’ community fundraising function
being held on Saturday April 8th, 2006; A donation of Village men and
equipment required in providing snow clearing services for a single or double
driveway of a residential property located in the Village of Glenboro during the
2006/2007 winter.

Nelson – G. Greenlay RESOLVED that the Council of the
Village of Glenboro accept the year 2006 budget of the Cypress Planning District
requiring a year 2006 levy from the Village of Glenboro amounting to $3,300.00
(unchanged for the past 14 years). “carried” #2006–059 G. Greenlay - L. Nelson
Resolved that the Council of the Village of Glenboro accept the year 2006
budget of the Western Manitoba Regional Library Board requiring a year 2006 levy
from the Village of Glenboro of $7.40 per capita, amounting to a total of
$4,854.00.
“carried” #2006–060 G. Greenlay - L. Nelson RESOLVED that the Council of the
Village of Glenboro grant $100.00 to the Glenboro Agricultural Society to aid in
the staging of their annual Fair to be held on June 30 and July 1, 2006.
“carried” #2006–061 B. Jewsbury – B. Christie RESOLVED that the Council of the
Village of Glenboro award a grant in the amount of $200.00 to the Glenboro South
Cypress Municipal Heritage Committee to assist in offsetting their operational
costs during the year 2006.
“carried” #2006–062 B. Christie – L. Nelson RESOLVED that the Council of the
Village of Glenboro accept the student employment application submitted by
Chantal Fillion of Glenboro, Manitoba for the position of Manager of the
Glenboro Youth Job Centre, subject to the terms and conditions specified in her
2006 employment contract.

Village of Glenboro do now adjourn at 10:30 p.m. to convene again for a special
meeting (Fiscal Year 2006 Budget) scheduled for Tuesday, April 4, 2006 at 7:00
