Minutes of the second regular meeting of the 2006/2007 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, December 12, 2006 at 7:00 p.m.

Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Robert J. Gudnason, Robert G. Jewsbury, Steve R. Bjornson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers.

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, November 14, 2006 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #695 (Vis-à-vis compensation/remunerations/indemnities payable to the 2006/2007 Council members).

RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #696 (Vis-à-vis the cancellation of taxes and or monies owing to the Village of Glenboro).

RESOLVED that the Council of the Village of Glenboro give first reading to By-Law #697 (Vis-à-vis Borrowing/Overdraft authorization at Westoba Credit Union Ltd., Glenboro Branch).

RESOLVED that the Council of the Village of Glenboro officially appoint Connie Lalonde to the Glenboro/South Cypress Fire Department for the period November 14^th, 2006 to November 13^th, 2007.

WHEREAS in accordance with Section 163 of the Municipal Act the Council of the Village of Glenboro has made an interim operating budget for all the expenditures of the Village for the period January 1, 2007 until the adoption of the annual estimates;

NOW THEREFORE BE IT RESOLVED that the provisional estimates as set out in Schedule "A" be hereby approved by the Council of the Village of Glenboro.

RESOLVED that the Council of the Village of Glenboro appoint Mr. Dave Mooney to act as the auctioneer at the Wednesday, December 13^th, 2006 Tax Sale.

RESOLVED that the Council of the Village of Glenboro establish reserve bids totalling the amount of all tax arrears and costs thereon as follows on the following property which is to be sold by public auction at the December 13^th, 2006 Village Tax Sale:

Roll # 7700 Lot 18 Block 5 Plan 45 $ 920.58

Roll #11650 Nly. 56.5 Feet of Lots 16 and 17 $ 2,675.69

Block 7 Plan 45

Roll #13600 Lot 18 Block 8 Plan 45 $ 693.13

Roll #13700 Lot 19 Block 8 Plan 45 $ 883.57

RESOLVED that the Council of the Village of Glenboro set the following terms and conditions for the 2006 Village Tax Sale to be held December 13, 2006.

That the purchaser of property at the Tax Sale Auction will be responsible for an immediate secured deposit of 10% with the balance to paid by a like deposit within 15 days;

That the purchaser of property at the Tax Sale Auction will be responsible for all legal fees for the transfer of registration of this property at the Land Titles Office;

That the purchaser of property at the Tax Sale Auction will be responsible for the current year’s taxes.

RESOLVED that the Council of the Village of Glenboro apply to become a member of the A.M.M. Prairie Fuel Advisors Fleet Fuel Program.

RESOLVED that the Council of the Village of Glenboro officially appoint Gordon McMillan as seasonal/part time Assistant Equipment Operator/Utilityman for the Village of Glenboro for the year as per terms and conditions to be specified in his 2007 employment agreement.

RESOLVED that the Council of the Village of Glenboro officially appoint Armand Vallotton as Equipment Operator and Maintenance Foreman for the Village of Glenboro for the year 2007 as per terms and conditions to be specified in his 2007 employment agreement.

RESOLVED that the Council of the Village of Glenboro ratify the recent work completed in the Village of Glenboro by D & M Tree Services Ltd. of Deloraine, Manitoba at a cost of $1,473.40.

RESOLVED that the Council of the Village of Glenboro award a grant in the amount of $50.00 to Special Olympics Westman to assist in offsetting the costs associated with the hosting of the Manitoba Special Olympics Winter Games in Shilo February 23 - 25, 2007.

RESOLVED that the Council of the Village of Glenboro enter into an agreement for the payment of tax arrears subject to the following terms and conditions as specified in Schedule "B" of said agreement with respect to the following property:

Roll #7700 Lot 18 Block 5 Plan 45.

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2006 accounts from cheque #1342 to and including cheque #1381 and cheque #1383 to and including cheque #1401 amounting to a total of $168,388.72 as fully detailed to Council by the Assistant C.A.O.

Prior to the presentation of resolution #2006-180 and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council chambers, not returning until after the vote on said resolution.

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2006 account/cheque #1382 amounting to $275.25 as submitted to Council by the Assistant CAO.

RESOLVED that the Council of the Village of Glenboro do now adjourn at 10:00 p.m. to convene again at the next regular meeting scheduled for Tuesday January 9, 2007 at 7:00 p.m.
