Minutes of the sixth regular meeting of the 2006/2007 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, April 10, 2007 at 7:00 p.m. Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Robert G. Jewsbury, Steve R. Bjornson, Robert J. Gudnason, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers. Mayor William R. Shackel, presiding, called the meeting to order at 7:03 p.m. During the meeting, at the times
indicated, Council conducted the noted Public Hearing and also met with the

p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday, March
13, 2007 and the minutes of a special meeting of Council held on Tuesday, April
3, 2007 be taken as read and approved, all statutory requirements having been
fulfilled.

RESOLVED that the Council of the Village
of Glenboro give second and third reading to By-Law #700 (Vis-à-Vis Waste
Management – Scavenging within the Village of Glenboro). “carried” RESOLVED that the Council of the Village of Glenboro accept, with regret, the resignation of Gordon McMillan as Village Utility Man effective March 30, 2007. “carried” RESOLVED that the Council of the Village of Glenboro accept the tender submitted by Petals and Presents of Glenboro Manitoba, for the supply and planting of flowers in the Village of Glenboro for the summer of 2007.
“carried” RESOLVED that the Council of the Village of Glenboro jointly with the Council of the R. M. of South Cypress set the following days/hours of operation for the Glenboro Waste Disposal Grounds/Transfer Station for the period April 2 to October 1, 2007: Monday 9:00 a.m. to 4:00 p.m. Wednesday 1:00 p.m. to 8:00 p.m. Friday 9:00 a.m. to 4:00 p.m. Saturday 9:00 a.m. to 4:00 p.m. “carried”
RESOLVED that the Council of the Village
of Glenboro authorize Mayor Bill Shackel to attend a meeting regarding health
care concerns in the Assiniboine Regional Health Authority being held April 13,
2007 in Rivers, Manitoba. “carried” RESOLVED that the Council of the Village of Glenboro ratify the attendance of Robert Gudnason at the “Gift Planning” seminar for area foundation members, which was held on March 21, 2007 in Brandon, Manitoba.
“carried” RESOLVED that the Council of the Village of Glenboro advertise the following Village Lots/Property for sale: Lot 2 Block 2 Plan 45 Lots 15/17 Block 6 Plan 45 Lot 18 Block 6 Plan 45 “carried”

At a Public Hearing held at 8:00 p.m. in
regard to the Village of Glenboro’s 2007
Financial Plan, there was no representation made by the public. RESOLVED that Council adopt the Financial Plan of the Village of Glenboro for fiscal year 2007 and the proposed capital expenditures for the Village of Glenboro for the years 2008 to and including 2012, as presented at today’s public hearing, a copy of which is attached hereto and marked as Schedule ”A.” “carried” RESOLVED that the Council of the Village of Glenboro give first reading to By-Law #701 (Vis-à-vis Year 2007 School and Municipal Property Tax Levy). “carried” RESOLVED that the Council of the Village
of Glenboro authorize the payment of fiscal year 2007 accounts from cheque #1582
to and including cheque #1616 and cheque #1618 to and including cheque #1635
amounting to a total of $31,539.35 as fully detailed to Council by the Assistant
C.A.O. “carried” Prior to the presentation of
Resolution #2007-074 and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council chambers, not
returning until after the vote on said resolution. RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2007 account/cheque #1617 amounting to $34.87 as submitted to Council by the Assistant C.A.O. “carried” RESOLVED that the Council of the Village of Glenboro do now adjourn at 9:43 p.m. to convene again for the next regular meeting of Council scheduled for Tuesday, May 8, 2007 at 7:00 p.m. “carried” |
