Minutes of the eleventh regular meeting of the 2006/2007 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, September 11, 2007 at 7:00 p.m. Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Robert G. Jewsbury, Steve R. Bjornson, Robert J. Gudnason, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers.
Mayor William R. Shackel, presiding,
called the meeting to order at 7:02 p.m. During the meeting, at the
times indicated, Council met with the following delegation: Cpl. Jarrid St. Pierre

8:00 p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday, August
14, 2007 be taken as read and approved, all statutory requirements having been
fulfilled. “carried”
RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law # 702 (Vis-ŕ-vis establishment
of the Assiniboine Hills Conservation District). “carried”
RESOLVED that the Council of the Village of Glenboro authorize Village
Foreman Armand Vallotton to attend the Wastewater Treatment and Collection 1
course being held at Assiniboine Community College in Brandon, Manitoba November
26 – 29, 2007;
AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro
cover the cost of the registration fee for said course as well as all
accommodation, meal and travel expenses incurred. “carried” RESOLVED that the Council of the
Village of Glenboro together with the Council of the R. M. of South Cypress
share in the cost of providing a “one time” $1,000.00 employment supplement
to incoming Glenboro Hospital Laboratory/X-Ray Technician to assist her in
offsetting associated employment training and commuting costs.
“carried” RESOLVED that the Council of the
Village of Glenboro jointly with the Council of the R. M. of South Cypress host
the Manitoba Municipal Administrators’ Association District 2 meeting in
Glenboro on Thursday September 20, 2007. “carried”
RESOLVED that the Council of the
Village of Glenboro acknowledge and accept notification from the City of Brandon
Fire Department that the 2008 Enhanced 9-1-1 service fees for the Village will
be set at $2.90 per capita, unchanged from 2007. “carried” RESOLVED
that the Council of the Village of Glenboro ratify the attendance of Mayor
William R. Shackel at an Assiniboine Municipal Health Committee meeting which
was held on Thursday September 6, 2007 in Reston, Manitoba. “carried”
RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2007 accounts from cheque #1802 to and including cheque
#1830 and cheque #1832 to and including cheque #1837 and cheque #1839 to and
including cheque #1846 amounting to a total of $39,420.32 as fully detailed to
Council by the Assistant Chief Administrative Officer. “carried” Prior
to the presentation of resolution #2007-132 and the associated subject,
Councillor Steve Bjornson, having a personal interest in the matter, withdrew
from the Council Chambers, not returning until after the vote on said
resolution. RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2007 account/cheque
#1831 amounting to $6,944.34, as submitted to Council by the Assistant Chief
Administrative Officer. “carried”
Prior to the presentation of resolution #2007-133 and the associated
subject, Councillor Loren Nelson, having a personal interest in the matter,
withdrew from the Council Chambers, not returning until after the vote on said
resolution. RESOLVED that the Council of
the Village of Glenboro authorize the payment of fiscal year 2007 account/cheque
#1838 amounting to $3,550.40 as submitted to Council by the Assistant Chief
Administrative Officer. “carried”
RESOLVED that the property
assessments as listed under Schedule “B” be added to the Village of
Glenboro’s 2007 Assessment Roll under the authority of Section 321(1) of the
Municipal Act; AND FURTHER BE IT RESOLVED that the
additional taxes thereon as set out in Schedule “C” be added to their
respective property within the Village of Glenboro, as Added Taxes for the Year
2007 under the authority of Section 321(1) of the Municipal Act. “carried”
WHEREAS the Public Sector Accounting Board of the Canadian Institute of
Chartered Accountants has recently issued new standards that will require all
local governments in the Province of Manitoba to record tangible capital assets
on their statement of financial position and amortization of same; AND WHEREAS these new requirements
will come into effect on January 1, 2009; AND WHEREAS a significant
amount of additional time and effort will need to be spent by the current
Municipal Administrative Staff in order to comply with these requirements by the
effective date; NOW THEREFORE BE IT RESOLVED that the
Council of the Village of Glenboro together with the Council of the R. M. of
South Cypress authorize that the employment of Accounting/Administrative Clerk
be increased from part time (28 hours per week) to full time employment (35
hours per week) at the applicable current rate of pay, commencing from Monday,
October 1, 2007 to Friday December 21, 2007. “carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 10:15 p.m. to convene again at the next
regular meeting of Council scheduled for Tuesday, October 9, 2007 at 7:00 p.m. “carried” |
