Minutes of the third regular meeting of the 2006/2007 Council of the Village of Glenboro held
in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on
Tuesday, January 9^th, 2007 at 7:00 p.m.

Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Robert J.
Gudnason, Robert G. Jewsbury, Steve R. Bjornson, Chief Administrative Officer Eric C.
Plaetinck and Assistant Chief Administrative Officer Darren J. Myers.

Mayor William R. Shackel, presiding, called the meeting to order at 7:05 p.m.

#2007-001 L. Nelson – R. Gudnason

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday,
December 12^th, 2006 be taken as read and approved, all statutory requirements having
been fulfilled.

#2007–002 B. Jewsbury – L. Nelson

RESOLVED that the Council of the Village of Glenboro give second and third reading
to By-Law #697 (Vis-à-vis borrowing/overdraft authorization at Westoba Credit Union
Ltd., Glenboro Branch).

#2007-003 S. Bjornson – L. Nelson

RESOLVED that the Council of the Village of Glenboro accept and approve the
recommendations presented by the Glenboro/South Cypress Administrative Office/Staff
Steering Committee as fully detailed in their January 4^th, 2007 meeting minutes.

#2007–004 R. Gudnason – B. Jewsbury

RESOLVED that the Council of the Village of Glenboro give first reading to By-Law #698
(Vis-à-vis appointment of the 2007 Chief Administrative Officer).

#2007-005 R. Gudnason – L. Nelson

RESOLVED that the Council of the Village of Glenboro give first reading to By-Law #699
(Vis-a-vis Animal Control within the Village of Glenboro).

#2007-006 S. Bjornson – B. Jewsbury

RESOLVED that the Council of the Village of Glenboro set the following rates for custom
work completed within the Village of Glenboro utilizing Village Equipment and Manpower:

Gravel: $ 12.00 per yard

Mower (1435 John Deere): $ 50.00 per hour

Tractor: $ 50.00 per hour

Garbage Truck: $ 50.00 per hour

1 Ton Truck: $ 50.00 per hour

Tractor w/ Mower: $ 60.00 per hour

Grader: $ 85.00 per hour

Sewer Truck: $100.00 per hour plus $1.50/km.

AND FURTHER BE IT RESOLVED that all custom work completed "after hours"
be invoiced at the minimum rate of three (3) hours.

#2007-007 B. Jewsbury – S. Bjornson

RESOLVED that the Council of the Village of Glenboro apply to the Minister of
Highways and Transportation for "Grant in Aid" on the following work on the noted
streets in the Village of Glenboro for the Year 2007:

Dust Control (Magnesium Chloride) on GlenTown Road and South Railway Avenue
at an estimated cost of $4,500.00.

#2007-008 R. Gudnason – B. Jewsbury

RESOLVED that the Council of the Village of Glenboro approve the establishment
of an area Handi Transit Service, jointly owned/operated/administered and proportionately
funded by the Village of Glenboro, the Village of Wawanesa and the Rural Municipality
of South Cypress;

AND FURTHER BE IT RESOLVED that a duly appointed six-member agency referred
to as the "Glenboro/South Cypress/Wawanesa Handi Transit Board" (2 Board Members
representing each Municipal Corporation) be empowered to operate/administer this service,
effective January 1, 2007:

AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro,
mutually with the Councils of the Rural Municipality of South Cypress and the Village
of Wawanesa, authorize the said board to enter into an accord with the Assiniboine
Regional Health Authority for the transfer of respective assets and liabilities associated
with the operation of the previous "Glenboro Handi Transit Service" as detailed in a
conveyance agreement.

RESOLVED that the Council of the Village of Glenboro officially appoint Evelyn Ginter
and Bill Nichols to the Glenboro/South Cypress Heritage Committee for the period
November 14^th, 2006 to November 13^th, 2007.

#2007–010 S. Bjornson – B. Jewsbury

RESOLVED that the Council of the Village of Glenboro renew its membership with
the following organizations and thereby authorizes payment of the respective 2007
membership fees:

Association of Manitoba Municipalities

Manitoba Municipal Administrators Association

Glenboro Community Development Corporation

Manitoba Good Roads Association

Burrough of the Gleann Museum

RESOLVED that the Council of the Village of Glenboro grant the Tiger Hills Arts
Association office space within the Village of Glenboro Office building during the
period January 1 to December 31, 2007;

AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro
value this gift-in-kind at $1,200.00.

RESOLVED that the Council of the Village of Glenboro apply to become a member,
in 2007, of the Federation of Canadian Municipalities at a cost of 11.6 cents per capita
plus a base fee of $55.00.

RESOLVED that the Council of the Village of Glenboro authorize Councillor Steve
Bjornson to attend the AMM/Manitoba Intergovernmental Affairs hosted "New
Council Seminar" being held in Souris, Manitoba on Tuesday February 6, 2007.

RESOLVED that the Council of the Village of Glenboro ratify the transfer of
$13,276.17 from the Gas Tax Reserve Account to the General Operating Account.

#2007–015 R. Gudnason – B. Jewsbury

RESOLVED that the Council of the Village of Glenboro authorize Mayor B. Shackel,
Councillors L. Nelson, R. Jewsbury, R. Gudnason and S. Bjornson and Assistant
CAO, Darren Myers to attend the "AMM Municipal Officials Seminar" being held
February 26^th and 27^th, 2007 in Brandon, Manitoba.

RESOLVED that the Council of the Village of Glenboro jointly with the Council of the
Rural Municipality of South Cypress host the 2007 AMM Western District Mayors,
Reeves and C.A.O.’s meeting on Wednesday, March 7^th, 2007;

AND FURTHER BE IT RESOLVED that Mayor Bill Shackel and Assistant C.A.O.
Darren Myers be authorized to attend said function.

RESOLVED that the Council of the Village of Glenboro authorize Councillors Steve
Bjornson and Bob Jewsbury to attend the "Manitoba Planning Conference" being held
March 21-23, 2007 @ Morden, Manitoba.

#2007–018 R. Gudnason – L. Nelson

RESOLVED that the Council of the Village of Glenboro appoint Councillor Robert
Gudnason to replace Councillor Bob Jewsbury on the Glenboro Rink Committee for
the term January 9^th, 2007 to November 13^th, 2007.

#2007–019 R. Gudnason – S. Bjornson

RESOLVED that the Council of the Village of Glenboro, jointly with the Council
of the Rural Municipality of South Cypress set the following rates for photocopying
with the Village/Municipal office photocopier during the year 2007;

Ratepayers/Residents $0.15 cents per copy

Clubs/Organizations $0.15 cents per copy

Non-Ratepayers $0.25 cents per copy

AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro
jointly with the Council of the Rural Municipality of South Cypress set the rate of
$0.50 cents per page for each page faxed, to a Canadian or American destination
with the Village’s/Municipality’s fax machine during the year 2007.

RESOLVED that the Council of the Village of Glenboro authorize the payment of
fiscal year 2006 accounts from cheque #1402 to and including cheque #1458 and
cheque #1461 to and including cheque #1468 amounting to a total of $40,707.07
as fully detailed to Council by the Assistant C.A.O.

Prior to the presentation of Resolution #2007-021 and the associated subject,
Councillor Loren Nelson, having a personal interest in the matter, withdrew
from the Council chambers, not returning until after the vote on said resolution.

RESOLVED that the Council of the Village of Glenboro authorize the payment of
fiscal year 2006 accounts/cheques #1459 & #1460 amounting to $217.49 as submitted
to Council by the Assistant C.A.O.

RESOLVED that the Council of the Village authorize the payment of fiscal year 2007
accounts from cheque #1500 to and including cheque #1505 amounting to a total of
$6,281.17 as fully detailed to Council by the Assistant C.A.O.

#2007-023 R. Gudnason – B. Jewsbury

RESOLVED that the Council of the Village of Glenboro do now adjourn at 9:50 p.m.
to convene again at the next regular meeting scheduled for Tuesday February 13, 2007
at 7:00 p.m.
