Minutes of the fourth regular meeting of the 2006/2007 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, February 13th, 2007 at 7:00 p.m. Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Robert J. Gudnason, Robert G. Jewsbury, Steve R. Bjornson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers. Mayor William R. Shackel, presiding, called the meeting to order at 7:05 p.m. During the meeting, at the times indicated, Council met with the following delegation and held the noted public hearing. Sgt. #2007-024 R. Gudnason L. Nelson RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, January 9, 2007 be taken as read and approved, all statutory requirements having been fulfilled. "carried"
#2007025 S. Bjornson B. Jewsbury RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #698 (Vis-ΰ-vis appointment of Eric C. Plaetinck as the 2007 Chief Administrative Officer). "carried"
#2007-026 R. Gudnason L. Nelson RESOLVED that the Council of the Village of Glenboro give second and third reading to By-Law #699 (Vis-ΰ-vis Animal Control within the Village of Glenboro. "carried"
#2007027 B. Jewsbury S. Bjornson RESOLVED that the Council of the Village of Glenboro purchase $200.00 worth of trees to be planted at a later date within the limits of the Village of Glenboro; AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro apply for a grant in this amount to the Tiger Hills Conservation District to cover the cost of same. "carried"
#2007-028 L. Nelson S. Bjornson RESOLVED that the year 2007 spring road restrictions for designated Village roads/streets within the limits of the Village of Glenboro, will commence on or after March 15, 2007; (actual implementation date dependent on weather conditions) and shall remain in effect for a period of up to 10 weeks, as determined by Council; The following specified Village roads/streets, lying within the Village of Glenboro, which is classified as a "B Highway", shall be weight restricted, when so posted, to 65% of normal axle loads; ½ mile of Public Road lying within Section 10; Township 7; Range 14 WPM, referred to as the north I.P.L. Road, and ½ mile of Public Road lying within Section 10; Township 7; Range 14 WPM from the intersection of Miles Street and Railway Avenue West to Municipal Road #81, referred to as West Railway Avenue. With the exception of the above noted roads, all other Village street/roads, within the limits of the Village of Glenboro will not be subject to spring weight restrictions. "carried"
At a Public Hearing held at 8:00 p.m., in regard to Variation Order application #V1-07-G, representation was made by the applicants, Dwayne and Irene Drinkwater.
#2007-029 B. Jewsbury S. Bjornson WHEREAS Dwayne Drinkwater owner of the property legally described as Lots 11/12; Block 11; Plan 460 MLTO, in the Village of Glenboro and located at #320 Christie Street in Glenboro, applied to the Village of Glenboro Variation Board to vary the application of Part IV, Section 8, Table IV-II Bulk requirements of Zoning By-Law No. 458 provided under Part 6 of the new Planning Act as it applies to the property, in order to vary the established requirements, as follows: From: Minimum front yard setback of 25 feet (25) To: Minimum front yard setback of 20 feet (20) For the purpose of: In order to accommodate the location of a new mobile home. And after careful consideration of the application and any representations made for or against the variation sought by the applicants, Dwayne Drinkwater. The Village of Glenboro Variation Board in meeting duly assembled this 13th day of February, A.D. 2007. Approved the said variation Approval is given subject to the following conditions: This order shall expire if not acted upon within 12 months of the date of making. "carried"
#2007-030 R. Gudnason L. Nelson RESOLVED that the Council of the Village of Glenboro authorize Village Foreman Armand Vallotton to attend the Manitoba Municipal Officials Trade Show being held in Brandon, Manitoba on Monday, February 26, 2007. "carried"
#2007-031 L. Nelson B. Jewsbury RESOLVED that the Council of the Village of Glenboro contract the services of Zenith Paving, Ltd. of Brandon, Manitoba to provide all labour and materials in placing 2" of asphalt onto a 5.48m x 39.62m section of road top on Miles Street in the Village of Glenboro at and for the quoted price of $6,695.00 plus applicable taxes; AND FURTHER BE IT RESOLVED that the Village for Glenboro apply to the Provincial Government for disaster funding for the payment of same. "carried"
#2007032 L. Nelson B. Jewsbury RESOLVED that the Council of the Village of Glenboro authorize Mayor Bill Shackel and Councillors Steve Bjornson, Robert Gudnason and Bob Jewsbury to attend the Manitoba Emergency Measures Organization two-day training course being held March 14 and 15, 2007 in Glenboro, Manitoba. "carried"
#2007033 L. Nelson B. Jewsbury RESOLVED that the Council of the Village of Glenboro authorize Councillors Steve Bjornson, Robert Jewsbury, Robert Gudnason and Mayor Bill Shackel to attend the Turtle Mountain Mutual Aid District "Elected Officials Presentation" being held in Belmont, Manitoba on March 8, 2007. "carried"
#2007034 S. Bjornson L. Nelson RESOLVED that the Council of the Village of Glenboro authorize Mayor Bill Shackel and Councillor Bob Jewsbury to attend a meeting regarding health care concerns in the Assiniboine Regional Health Authority being held on February 16, 2007 in Virden, Manitoba. "carried"
#2007035 R. Gudnason S. Bjornson RESOLVED that the Council of the Village of Glenboro authorize a $350.00 grant to the Seniors Independent Services Board to aid in offsetting their operational costs during the year 2007. "carried"
#2007036 B. Jewsbury L. Nelson RESOLVED that the Council of the Village of Glenboro grant $100.00 to the Glenboro Agricultural Society to aid in the staging of their annual fair to be held June 30 and July 1, 2007. "carried"
#2007037 S. Bjornson R. Gudnason RESOLVED that the Council of the Village of Glenboro authorize Mayor Bill Shackel and spouse and Councillor Bob Jewsbury and spouse to attend the Manitoba Good Roads Annual Meeting and Banquet being held in Brandon, Manitoba on Sunday, February 25, 2007. "carried"
#2007038 L. Nelson S. Bjornson WHEREAS as provided for in Section 365(2) of the Municipal Act, a Council may in any year designate the immediately preceding year or any earlier year as the year for which properties the taxes in respect of which are in arrears for the year must be offered for sale by auction to recover the tax arrears and costs; NOW THEREFORE BE IT RESOLVED that the Council of the Village of Glenboro designate Tax Year 2006 as the year for which properties the taxes in respect of which are in arrears (2005 taxes) must be fully paid prior to commencement of the 2007 Municipal Tax Sale and failing payment of all 2005 tax arrears the respective property will be offered for sale by auction in order to recover the tax arrears and costs; AND FURTHER BE IT RESOLVED that the Village of Glenboro conduct this years Tax Sale at a suitable date and time, in the fall of the year 2007, as determined by the Chief Administrative Officer. #2007039 R. Gudnason S. Bjornson RESOLVED that the Council of the Village of Glenboro enter into a 2007 Sponsorship Agreement with Manitoba Department of Education, Citizenship and Youth for the establishment of a Manitoba Youth Job Centre Office in Glenboro, Manitoba during the period April 30 to August 3, 2007. "carried"
#2007040 R. Gudnason B. Jewsbury RESOLVED that the Council of the Village of Glenboro hold a special meeting on Tuesday, April 3, 2007 at 7:00 p.m. to set and adopt the Villages Budgeted Operating Expenditures for fiscal year 2007. AND FURTHER BE IT ESOLVED that in compliance with Section 162(2) of the Municipal Act, the Council of the Village of Glenboro hold a Public hearing on Tuesday April 10, 2007 at 8:00 p.m. in the Village Council Chambers at Glenboro, Manitoba for the purpose of presenting its Financial Plan for fiscal year 2007 and subsequently giving any person who wishes, opportunity to make representation, ask questions or register an objection to the Financial Plan so presented. "carried"
#2007-041 B. Jewsbury R. Gudnason RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2006 accounts from cheque #1469 to and including cheque #1474 amounting to a total of $38,717.69 as fully detailed to Council by the Assistant C.A.O. "carried"
#2007042 S. Bjornson L. Nelson RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2007 accounts from cheque #1506 to and including cheque #1532 and cheque #1534 to and including cheque #1541 amounting to a total of $38,829.97 as fully detailed to Council by the Assistant C.A.O. "carried"
Prior to the presentation of Resolution #2007-044 and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council chambers, not returning until after the vote on said resolution. #2007-043 R. Gudnason B. Jewsbury RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2007 account/cheque #1533 amounting to $169.50 as submitted to Council by the Assistant C.A.O. "carried"
#2007-044 R. Gudnason S. Bjornson RESOLVED that the Council of the Village of Glenboro do now adjourn at 9:40 p.m. to convene again at the next regular meeting scheduled for Tuesday March 13, 2007 at 7:00 p.m. "carried" |
