Minutes of the sixth regular meeting of the 2007/2008 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, April 8, 2008 at 7:00 p.m. Present at the meeting: Mayor William R.
Shackel, Councillors Robert G. Jewsbury, Steve R. Bjornson, Robert J. Gudnason,
Chief Administrative Officer Eric C. Plaetinck and Assistant Chief
Administrative Officer Darren J. Myers.
Mayor William R. Shackel, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the times
indicated, Council conducted the noted Public Hearings and also met with the

p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday, March
11, 2008 and the minutes of a special meeting of Council held on Tuesday, April
1, 2008 be taken as read and approved, all statutory requirements having been
fulfilled.

WHEREAS a breach of Section 7(1)(H)
of Village By-law #699 (Animal Control) was committed on March 28, 2008 by the
residents at Lot 2; Plan 20536 in Glenboro Manitoba; AND WHEREAS the Village Council is
herby concerned for the safety and well being of all Village citizens; NOW THEREFORE BE IT RESOLVED that the
Village Council accept the proposal put forth by the said residents as outlined
in their letter of April 8, 2008, whereby the dog in question be released back
to the owners and thereafter surrendered to the Brandon Boarding Kennel in
Brandon, Manitoba within 7 days so it may be put up for adoption to a suitable
home providing said home not be located within the Village of Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro jointly with the R. M. of South Cypress set the following
days/hours of operation for the Glenboro Waste Disposal Grounds/Transfer Station
for the period March 19 to October 17, 2008: Monday
9:00 a.m. to 4:00 p.m. Wednesday
1:00 p.m. to 8:00 p.m. Friday
9:00 a.m. to 4:00 p.m. Saturday
9:00 a.m. to 4:00 p.m.

RESOLVED that the Council of the Village of Glenboro approve the Kennel
Permit application submitted by the resident owners of Lots M & N; Blk. 18;
Plan 755; thereby granting permission for 4 Dashund dogs to live at the
said property, subject to the terms and conditions specified in Section 6 of
Village By-Law #699.
“defeated” RESOLVED that the Council of the
Village of Glenboro give the resident owners of Lots M & N; Block 18; Plan
755; until May 9, 2008 to comply with Section 10(1)(A) of Village By-law #699.
“carried” RESOLVED that the Council of the
Village of Glenboro ratify the seasonal employment of Greg Buck of Glenboro,
Manitoba at a 40 hour work week.

that the Council of the Village of Glenboro authorize a $1,000.00 grant to the
Seniors Independent Services Board to aid in offsetting their operational costs
during the year 2008.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize Assistant Chief Administrative Officer Darren
Myers to attend the Manitoba Municipal Administrators Association 77th
Annual Conference being held April 27 – 30, 2008 in Winnipeg, Manitoba.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the student employment of Kelton Coates of
Glenboro, Manitoba as “Assistant Utilityman/Groundskeeper” for the Village
of Glenboro and the Glenboro Cemetery Committee for the seasonal employment term
of April 28 to August 29, 2008 at a 40 hour work week.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize Assistant Chief Administrative Officer Darren
Myers to attend the Manitoba Municipal User Group AGM and Conference being held
on Friday June 6, 2008 in Portage la Prairie Manitoba.
“carried” At a Public Hearing held at 8:00 p.m. in
regard to the Village of Glenboro’s 2008 Financial Plan, there was no
representation made by the public.
RESOLVED that Council adopt the
Financial Plan of the Village of Glenboro for fiscal year 2008 and the proposed
capital expenditures for the Village of Glenboro for the years 2009 to and
including 2013, as presented at today’s public hearing, a copy of which is
attached hereto and marked as Schedule ”A.”

RESOLVED that the Council of the Village of Glenboro give first reading
to By-Law #707 (Vis-ŕ-vis the 2008 School and Municipal Property Tax Levy).
“carried” RESOLVED that the Council of the
Village of Glenboro renew its’ contract with recycling collection provider
Waste Management Ltd. of Brandon, Manitoba, for a three year term as per the
terms and conditions specified in the Customer Service Agreement.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2008 accounts from
cheque #2625 to and including cheque #2662 amounting to a total of $58,884.86 as
fully detailed to Council by the Assistant C.A.O.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 9:50 p.m. to convene again for the next
regular meeting of Council scheduled for Tuesday, May 13, 2008 at 7:00 p.m.
