Minutes of the second regular meeting of the 2008/2009 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, December 9, 2008 at 7:00 p.m. Present
at the meeting: Mayor William R. Shackel, Councillors Robert J. Gudnason, Loren
H. Nelson, Robert G. Jewsbury, Chief Administrative Officer Eric C. Plaetinck
and Assistant Chief Administrative Officer Darren J. Myers. Mayor William R. Shackel, presiding,
called the meeting to order at 7:01 p.m. During the meeting, at the time
indicated, Council met with the following delegations and conducted the noted

RESOLVED
that the minutes of the last regular meeting of Council held on Wednesday,
November 12, 2008 be taken as read and approved, all statutory requirements
having been fulfilled.
“carried” RESOLVED that the Council of the
Village of Glenboro give second and third reading to By-Law #708 (Vis-à-vis the
Cancellation of taxes and or monies owing to the Village of Glenboro) and that
it be signed by the Mayor and the Chief Administrative Officer, sealed and
delivered.
“carried” RESOLVED that the
Council of the Village of Glenboro give second and third reading to By-Law #709
(Vis-à-vis the Compensation/Remunerations
/Indemnities payable to the 2008/2009 Council Members) and that it be
signed by the Mayor and the Chief Administrative Officer, sealed and delivered.
“carried” RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law #710 (Vis-à-vis the
Borrowing/Overdraft Authorization at Westoba Credit Union Ltd., Glenboro
Branch).
“carried” At a duly called public hearing held
at 8:00 p.m., in regard to Variation Order application #V12-08-G, the Variation
Board received one representation. After due consideration of same Council opted
to reserve a decision on the said application pending site inspection and
receipt of additional information. RESOLVED that the Council of the
Village of Glenboro officially appoint Armand Vallotton as Equipment Operator
and Maintenance Foreman for the Village of Glenboro for the year 2009 as per
terms and conditions to be specified in his 2009 employment agreement.
“carried” RESOLVED that the Council of the
Village of Glenboro approve the Application for Subdivision #14-4325-08-4462 as
submitted to Council by Corey Forbes and Leanne Gates of Brandon, Manitoba
subject to the following conditions: That the Village of Glenboro
Zoning By-Law be amended by rezoning the subject property from “ARR”
Agricultural Residential Reserve to “R” Residential and that the applicants
be responsible for the respective Zoning Amendment fee.
“carried” WHEREAS in accordance with Section
163 of the Municipal Act the Council of the Village of Glenboro has made an
Interim Operating Budget for all the expenditures of the Village for the period
January 1, 2009 until the adoption of the Annual Estimates; NOW THEREFORE BE IT RESOLVED that the
Provisional Estimates be hereby approved by the Council of the Village of
Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro award a grant in the amount of $ 63.30 to Manitoba Crime
Stoppers to assist in offsetting the costs associated with the community based
policing program.
“carried” RESOLVED that the Council of the
Village of Glenboro purchase 10 round planters from Alfa Products Inc. of
Winnipeg, Manitoba at and for the quoted price of $208.00 each plus applicable
taxes.
“carried” WHEREAS the Village of Glenboro and
R.M. of South Cypress are the two major shareholders of the Glenboro Community
Development Corporation (GCDC); NOW THEREFORE BE IT RESOLVED that the
Glenboro CDC forward anniversary flowers to Village residents for 50th
anniversaries and at 5-year intervals thereafter on behalf of the Village of
Glenboro effective immediately.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2008 accounts from
cheque #3013 to and including cheque #3041 and cheque #3043 to and including
cheque #3055 amounting to a total of $189,032.07 as fully detailed to Council by
the Assistant CAO.
“carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED
that the Council of the Village of Glenboro authorize the payment of fiscal year
2008 account cheque #3042 amounting to a total of $942.89 as fully detailed to
Council by the Assistant Chief Administrative Officer.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn, at 10:35 p.m., to convene again at the next
regular meeting scheduled for Tuesday, January 13, 2009 at 7:00 p.m.
