Minutes of the third regular meeting of the 2007/2008 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Monday, January 14, 2008 at 7:00 p.m. Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Robert J. Gudnason, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers.
Mayor William R. Shackel, presiding,
called the meeting to order at 7:03 p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Monday, December
10, 2007 be taken as read and approved, all statutory requirements having been
fulfilled. “carried”
RESOLVED that the Council of the
Village of Glenboro give second and third reading to By-Law #705 (Vis-à-vis
borrowing/overdraft authorization at Westoba Credit Union Ltd., Glenboro
Branch).
“carried” RESOLVED that the Council of the
Village of Glenboro accept and approve the recommendations of the Glenboro/South
Cypress Administrative Office/Staff Consolidation Steering Committee as fully
detailed in their January 3, 2008 meeting minutes.
“carried” RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law #706 (Vis-à-vis appointment of
the 2008 Chief Administrative Officer).
“carried” RESOLVED that the
Council of the Village of Glenboro apply to the Minister of Highways and
Transportation for “Grant in Aid” on the following work on the noted streets
in the Village of Glenboro for the Year 2008: Dust
Control (Magnesium Chloride) on GlenTown Road and South Railway Avenue at an
estimated cost of $5,000.00. “carried” RESOLVED that the Council of the
Village of Glenboro set the following rates for custom work completed within the
Village of Glenboro utilizing Village Equipment and Manpower: Gravel:
$ 15.00 per yard, delivered Mower (1435 John Deere):
$ 50.00 per hour Tractor:
$ 50.00 per hour Garbage Truck:
$ 50.00 per hour 1 Ton Truck:
$ 50.00 per hour Tractor w/ Mower:
$ 60.00 per hour Grader: $
85.00 per hour Sewer Truck:
$100.00 per hour plus $1.50/km. AND FURTHER BE IT RESOLVED that
all custom work completed “after hours” be invoiced at the minimum rate of
three (3) hours. “carried”
RESOLVED that the Council of the
Village of Glenboro implement a charge of $15.00 per truckload of effluent
deposited into the Village Lagoon.
“carried” RESOLVED that the Council of the
Village of Glenboro renew its membership with the following organizations and
thereby authorize payment of the respective 2008 membership fees: Assiniboine Municipal Health
Committee Hudson Bay Route Association Federation of Canadian Municipalities Association of Manitoba
Municipalities Manitoba Municipal Administrators
Association Glenboro Community Development
Corporation Manitoba Good Roads Association Burrough of the Gleann Museum
“carried” RESOLVED that the Council of the
Village of Glenboro grant the Tiger Hills Arts Association office space within
the Village of Glenboro Office building during the period January 1 to December
31, 2008; AND FURTHER BE IT RESOLVED that the
Council of the Village of Glenboro value this gift-in-kind at $1,200.00.

Prior to the presentation of Resolution #2008-010 and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council chambers, not returning until after the vote on said resolution.
RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2007 account/cheque #2506 amounting to $51.94 as
submitted to Council by the Assistant C.A.O.

RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2007 accounts from cheque #1969 to and including cheque
#2001 and cheque #2502 to and including cheque #2505 and cheque #2507 to and
including cheque #2514 amounting to a total of $34,866.08 as fully detailed to
Council by the Assistant C.A.O.

RESOLVED that the Council of the Village authorize the payment of fiscal
year 2008 accounts from cheque #2550 to and including cheque #2558 amounting to
a total of $6,942.70 as fully detailed to Council by the Assistant C.A.O.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 9:10 p.m. to convene again at the next
regular meeting scheduled for Tuesday February 12, 2008 at 7:00 p.m.
