Minutes of the fifth regular meeting of the 2007/2008 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, March 11, 2008 at 7:00 p.m. Present
at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Steve R.
Bjornson, Robert G. Jewsbury, Chief Administrative Officer Eric C. Plaetinck and
Assistant Chief Administrative Officer Darren J. Myers.
Mayor William R. Shackel, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the time
indicated, Council met with the following person: Patrick Loewen

7:30 p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Monday, February
12, 2008 be taken as read and approved, all statutory requirements having been
fulfilled.

RESOLVED
that the Council of the Village of Glenboro apply to the Canada Summer Jobs
Program for funding to hire a student for the summer of 2008.
“carried” RESOLVED that the Council of the
Village of Glenboro accept the student employment application submitted by
Brittany Cullen for the position of Manager of the Manitoba Youth Job Centre,
subject to terms and conditions specified in the 2008 employment contract.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize Council Members B. Shackel, L. Nelson, R. Jewsbury,
R. Gudnason, S. Bjornson and Assistant C.A.O. Darren Myers to attend the A.M.M.
Municipal Officials Seminar being held April 16th and 17th,
2008 in Brandon, Manitoba.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize a $100.00 grant to the Glenboro Area Foundation to
aid in offsetting the cost of hosting their 4th Annual Toonie
Luncheon being held April 26, 2008 in Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize Mayor Bill Shackel and Assistant C.A.O. Darren
Myers to attend the A.M.M. Western District Mayors, Reeves and C.A.O.s meeting
being held in Souris, Manitoba on Wednesday, March 19th, 2008.
“carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and approve receipt of the Glenboro/South
Cypress/Wawanesa Handi Transit 2008 budget and levy request of $4,137.38 from
the Council of the Village of Glenboro.

RESOLVED that the Council of the Village of Glenboro acknowledge and
approve receipt of the Spruce Lakes Recreation District’s budget and levy
request of $17,695.00 from the Council of the Village of Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro hold a special meeting on Tuesday, April 1, 2008 at 7:00
p.m. to set and adopt the Village’s Budgeted Operating Expenditures for fiscal
year 2008; AND FURTHER BE IT RESOLVED that in
compliance with Section 162(2) of the Municipal Act, the Council of the Village
of Glenboro hold a public hearing on Tuesday, April 8, 2008 at 8:00 p.m. in the
Village Council Chambers at Glenboro, Manitoba for the purpose of presenting
its’ Financial Plan for fiscal year 2008 and subsequently giving any person
who wishes, opportunity to make representation, ask questions or register an
objection to the Financial Plan so presented.

RESOLVED that Assistant C.A.O. Darren Myers be authorized to attend the
“Successfully Managing Your Cemetery” course being held May 23, 2008 in
Winnipeg, Manitoba.

RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2008 accounts from cheque #2589 to and including cheque
#2618 and cheque #2620 to and including cheque #2624 amounting to a total of
$23,797.10 as fully detailed to Council by the Assistant C.A.O.
“carried” Prior to the presentation of Resolution
#2008-039 and the associated subject, Councillor Loren Nelson, having a personal
interest in the matter, withdrew from the Council Chambers, not returning until
after the vote on said resolution.
RESOLVED that the Council of the Village authorize the payment of fiscal
year 2008 account/cheque #2619 amounting to a total of $7,427.20 as fully
detailed to Council by the Assistant C.A.O.
“carried” RESOLVED that the Council of the
Village of Glenboro acknowledge and approve receipt of the Glenboro Cemetery
Committee’s 2008 budget and levy request of $1,750.00 from the Council of the
Village of Glenboro; AND FURTHER BE IT RESOLVED that the
Village Council authorize a one-time grant of $2,000.00 to the Cemetery
Committee to be used towards the purchase of a new lawn tractor.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 9:23 p.m. to convene again for a special
meeting of Council (Fiscal Year 2008 Budget Meeting) scheduled for Tuesday,
April 1st, 2008 at 7:00 p.m.
