Minutes of the seventh regular
meeting of the 2007/2008 Council of the Village of Glenboro held in the
Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on
Tuesday, May 13, 2008 at 7:00 p.m. Present at the meeting: Mayor
William R. Shackel, Councillors Robert G. Jewsbury, Steve R. Bjornson, Robert J.
Gudnason, Loren H. Nelson, Chief Administrative Officer Eric C. Plaetinck and
Assistant Chief Administrative Officer Darren J. Myers.
Mayor
William R. Shackel, presiding, called the meeting to order at 7:00 p.m. RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, April 8, 2008 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED
that the Council of the Village of Glenboro give second and third reading to
By-Law #707 (Fiscal Year 2008 School and Municipal Property Tax Levy).

that the Council of the Village of Glenboro ratify the purchase of a 3500-PSI
“Storm” Pressure Washer from Central Transport Refrigeration Ltd. at and for
the quoted price of $4,482.00 plus applicable taxes.

RESOLVED that the Council of the Village of Glenboro contract the
services of Fort Distributors Ltd. for the supply and application, in the summer
of 2008, of approximately 20,000 litres of Magnesium Chloride (Dust Control)
onto GlenTown Road, South Railway Avenue, Valmor Road, Road 81 West of
Fairgrounds and other required streets and lanes in the Village of Glenboro at
and for the quoted price of $.24 per litre.

that the Council of the Village of Glenboro contract the services of Fisher
Backhoe of Glenboro, Manitoba for the supply and delivery of approximately 60
cubic yards of crushed gravel at and for the tendered price of $11.55 per cubic
yard delivered to Glenboro.

that the Council of the Village of Glenboro sponsor the Glenboro UCT Bike Rodeo
being held on Tuesday June 3, 2008 at the Glenboro School and hereby authorizes
a grant of $25.00 for the purchase of a new bicycle helmet.

WHEREAS
Parks Route Inc. is an association of member municipalities located on highway
#5 in Manitoba from the USA border south of Cartwright through to west of Roblin
to the Saskatchewan border, and; AND
WHEREAS Parks Route is a designated highway by the Provincial Department of
Highways, and; AND
WHEREAS the highway is the first visible point of entry from the USA, and; AND
WHEREAS the southern portion of Highway #5 between Glenboro and the USA border
requires immediate upgrading to meet provincial standards; NOW
THEREFORE BE IT RESOLVED that all Municipal Councils along the parks route
(Highway #5) request the AMM to lobby the Provincial Government by way of the
2008 June District meeting resolution supporting highway #5 improvements.
“carried” Whereas the Village of Glenboro, from time to time, receives gifts or donations, from individuals, on behalf of area non-profit organizations/clubs; AND WHEREAS the proceeds of any such gifts/donations are, in turn, remitted to the respective organization/club; AND WHEREAS some of these charitable gifts/donations, may meet the criteria for income tax deductibility under sub-paragraph 118.1(1)(d) of the income tax act, where circumstances meet the parameters of Revenue Canada; NOW THEREFORE BE IT RESOLVED that the Council of the Village of Glenboro authorize the Chief Administrative Officer to issue tax deductible municipal receipts for such charitable donations, subject to the following conditions: That the Council of the Village of
Glenboro make prior determination of the eligibility of the organization and its
project or fund raising activity; That
a tax deductible municipal
receipt, duly issued under
sub-paragraph 118.1 (1) (d) of the income tax act, shall be for
only such gift or donation in the amount or value
of $100.00 or greater; That
the donor shall acknowledge and accept that the Village will not guarantee
income tax deductibility for any such receipt issued by the Village of Glenboro.

that the Council of the Village of Glenboro authorize Mayor Bill Shackel,
Council Member Robert Gudnason and Assistant C.A.O. Darren Myers to attend the
AMM Western District meeting being held in Virden, Manitoba on Wednesday June
11, 2008. “carried” RESOLVED
that the Council of the Village of Glenboro contract the services of Zenith
Paving Ltd. of Brandon, Manitoba to provide all labour and materials in placing
an average of 50mm of asphalt onto a 6.1m x 155.52m section of road top on James
Street in the Village of Glenboro at and for the quoted price of $15,287.00 plus
applicable taxes.

RESOLVED
that the Council of the Village of Glenboro authorize the purchase 600 feet of
new hose for the Village sewer truck from Flush Equipment of Winnipeg, Manitoba
at and for the quoted price of $2,100.00 plus applicable taxes.

RESOLVED that the Council of the Village of Glenboro authorize a grant in
the amount of $50.00 to the Assiniboine Regional Health
Authority EMS to assist in offsetting costs incurred in staging a
Progressive Agriculture Safety day for Grade 5 and 6 area students being held
June 9, 2008 in Baldur, Manitoba.
RESOLVED
that the Council of the Village of Glenboro authorize the payment of fiscal year
2008 accounts from cheque #2663 to and including cheque #2706 and cheque #2708
to and including cheque #2723 amounting to a total of $39,831.16 as fully
detailed to Council by the Assistant C.A.O.
“carried” Prior to the presentation of the following resolution and the
associated subject, Councillor Loren Nelson, having a personal interest in the
matter, withdrew from the Council Chambers, not returning until after the vote
on said resolution.
RESOLVED
that the Council of the Village of Glenboro authorize the payment of fiscal year
2008 account/cheque #2707 amounting to $46.29 as submitted to Council by the
Assistant C.A.O.

that the Council of the Village of Glenboro do now adjourn at 10:10 p.m. to
convene again for the next regular meeting of Council scheduled for Tuesday,
June 10, 2008 at 7:00 p.m.
