Minutes of the inaugural and first
regular meeting of the 2008/2009 Council of the Village of Glenboro held in the
Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on
Wednesday, November 12, 2008 at 7:00 p.m. Present at the meeting: Mayor William R.
Shackel, Councillors Robert G. Jewsbury, Steve R. Bjornson, Loren H. Nelson,
Chief Administrative Officer Eric C. Plaetinck and Assistant Chief
Administrative Officer Darren J. Myers.
Prior to the commencement of the
meeting, in accordance with Section 101(1) of the Municipal Act, the Mayor and
all Councillors present each made and subscribed a Declaration of Qualification
and Declaration of Office. Mayor William R. Shackel, presiding,
called the meeting to order at 7:08 p.m. RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday, October
14, 2008 be taken as read and approved, all statutory requirements having been
fulfilled.

Committee Chairpersons for the Village of Glenboro for the term November 12,

“carried” RESOLVED that the 2008/2009 Council
of the Village of Glenboro meet regularly at the Village/Municipal Office at 618
Railway Avenue Glenboro, Manitoba on the second Tuesday in each month commencing
at 7:00 p.m. or at an alternate time as deemed necessary. “carried”
RESOLVED that the Council of the Village
of Glenboro officially appoint the following persons as members of the
Glenboro/South Cypress Fire Department for the period November 12th,
2008 to November 10th, 2009: Steve Bjornson, Garth McIntyre, Armand
Vallotton, Wayne Davidson, Robert Gudnason, Darrin Williamson, Glenn Jefferies,
Brian Haslen, Glynn Normore, David Kovar, Terry Jefferies, Moray Jamieson,

that the Council of the Village of Glenboro give first reading to By-Law #709 (Compensation/Remunerations/Indemnities
payable to the 2008/2009 Council Members).

Village of Glenboro ratify the purchase of two 13.6 R24 BF Goodrich
tires, from H and L Motors of Glenboro, Manitoba, for the Village JD Tractor at
and for the quoted price plus installation and applicable taxes.
“carried” RESOLVED that the Council of the
Village of Glenboro accept the tender submitted by Petals and Presents of
Glenboro, Manitoba for the supply and planting of flowers in the Village of
Glenboro for the summer of 2009.

RESOLVED that the Council of the
Village of Glenboro jointly with the Council of the R.M. of South Cypress set
the following days/hours of operation for the Glenboro Waste Disposal
Grounds/Transfer Station for the period October 31, 2008 to March 10, 2009: Monday
9:00 a.m. to 4:00 p.m. Wednesday 1:00 p.m. to 5:00 p.m. Friday
9:00 a.m. to 4:00 p.m. Saturday
9:00 a.m. to 4:00 p.m.
“carried” RESOLVED that the Council of the
Village of Glenboro support the Glenboro Curling Club by retaining advertising
space at the club during the 2008/2009 season at a cost of $25.00.
“carried” RESOLVED that the Council of the
Village of Glenboro award a grant in the amount of $50.00 to the Glenboro UCT to
assist in offsetting the costs of hosting the Santa Claus Parade of Lights in
the Village of Glenboro November 29, 2008. RESOLVED that the Council of the
Village of Glenboro award a grant to Tayler Jefferies of Stockton, Manitoba to
assist in offsetting his costs in participating in the 2008/2009 Encounters with
Canada Program.
“carried” WHEREAS the Province of Manitoba has
established a Rural Library Technological Sustainability Grant Program; AND WHEREAS funds for this
program will be provided annually through the Building Manitoba Fund; AND WHEREAS the purpose of the
program is to enable rural public libraries to meet the demand for new library
technology; AND WHEREAS Municipalities
recognize that these funds are in addition to the annual Provincial operating
grants and Municipal contributions paid to public libraries; NOW THEREFORE BE IT RESOLVED
that the Village of Glenboro hereby agrees to accept these funds as an
annual conditional grant and will transfer these funds in full within sixty days
of receipt to the Western Manitoba Regional Library.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2008 accounts from
cheque #2962 to and including cheque #2997 and cheque #2999 to and including
cheque #3012 amounting to a total of $49,085.84 as fully detailed to Council by
the Assistant CAO.
“carried” Prior to the presentation of following resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution. RESOLVED that the Council
of the Village authorize the payment of fiscal year 2008 account/cheque #2998
amounting to $4,045.26 as submitted to Council by the Assistant C.A.O.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 9:44 p.m. to convene again at the next
regular meeting scheduled for Tuesday December 9, 2008 at 7:00 p.m.
