Minutes of the sixth regular meeting of the 2008/2009 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, April 14, 2009 at 7:00 p.m. Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Steve R. Bjornson, Robert G. Jewsbury, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers. Mayor William R. Shackel, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the times
indicated, Council conducted the noted Public Hearing and also met with the
following delegation: Public Hearing } Village of Glenboro’s 2009 Financial Plan - 8:00 p.m. Trent Thornborough } Representatives of the Glenboro Rink Rob Wytinck

8:15 p.m. Darren Rutherford } Regarding Arena’s Financial Situation RESOLVED
that the minutes of the meetings of Council held on Tuesday March 10, 2009,
Monday March 23, 2009 and Tuesday April 7, 2009 be taken as circulated and
approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law #712 (Zoning By-Law Amendment
for the Village of Glenboro). “carried” RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law #714 (Appointment of a Tax Sale
Manager for the Village of Glenboro).
“carried” RESOLVED that the Council of the
Village of Glenboro accept the purchase offer submitted by Mr. Dennis Schram of
Ninette, Manitoba for one (1) 1992 Ford F-350 Garbage Truck, which is
no longer required for use by the Village of Glenboro.
“carried” At a Public Hearing held at 8:00 p.m.
in regard to the Village of Glenboro’s 2009 Financial Plan, there was no
representation made by the public.
RESOLVED that the Council of the Village of Glenboro give first reading
to By-Law #713 (Year 2009 School and Municipal Property Tax Levy).
“carried” RESOLVED that the Council of the
Village of Glenboro jointly with the Council of the Rural Municipality of South
Cypress enter into an agreement with Mr. Gary Nestibo of Municipal Waste
Management Ltd. of Goodlands, Manitoba for waste handling/transfer services
required during the period May 1, 2009 to May 1, 2011 and as per terms and
conditions to be specified in a formal services agreement dated April 14, 2009.
“carried” WHEREAS the residents of the area
wherein the medical services are provided and managed by the Assiniboine
Regional Health Authority have experienced and continue to experience a serious
shortage of physicians and emergency services; AND WHEREAS the Assiniboine Regional
Health Authority has been unable to recruit a sufficient number of physicians to
operate the area’s clinics, hospitals and emergency services; AND WHEREAS it is strongly believed
that the operation of a rural satellite medical school at Brandon University
would produce physicians prepared to practice in the Assiniboine Regional Health
Authority area; NOW THEREFORE BE IT RESOLVED that the
Council of the Village of Glenboro by resolution supports and encourages the
creation and operation of a rural satellite medical school at Brandon
University.
“carried” WHEREAS Councillor Robert G. Gudnason,
as at March 18, 2009, no longer resided nor owned property in the Village of
Glenboro; AND WHEREAS by virtue of same and in
accordance with the Municipal Act, Mr. Gudnason’s eligibility as a Council
Member is relinquished; AND WHEREAS, as provided for in
section 104(1) of the Municipal Act, Mr. Gudnason, on March 18, 2009, officially
tendered his resignation as a Council Member of the Village of Glenboro; NOW THEREFORE BE IT RESOLVED that the
Council of the Village of Glenboro instruct Senior Election Official, Agnes
Witherspoon to conduct a by-election in accordance with Section 105(3) of the
Municipal Act in order to fill the said vacated council seat.

RESOLVED that pursuant to By-Law #714 of the Village of Glenboro that
Taxervice Inc. be appointed to conduct Tax Sales for the Village of Glenboro;
AND FURTHER BE IT RESOLVED that pursuant to By-Law #714 of the Village of
Glenboro that Donna Zinkiew, General Manager of Taxervice Inc., be appointed Tax
Sale Manager for the Village of Glenboro.

RESOLVED that Councillor Loren Nelson be appointed to the Board of the
Glenboro-South Cypress Fire Department.

RESOLVED that Mayor Bill Shackel be appointed to the Board of the
Glenboro Community Development Corporation. RESOLVED that Councillor Steve
Bjornson be appointed to the Board of the Glenboro and Area Foundation.

RESOLVED that Councillor Bob Jewsbury be appointed to the Assiniboine
Delta Aquifier Management Committee.

be appointed to the Glenboro Rink Committee.

Business and Industry Committee.

RESOLVED that the Council of the Village of Glenboro authorize a $600.00
grant to the Seniors Independent Services Board to aid in offsetting their
operational costs during the year 2009.

RESOLVED that the Council of the Village of Glenboro conduct its’ Board
of Revision for the 2010 Assessment Roll on Tuesday October 20, 2009 commencing
at 7:00 p.m.

RESOLVED that the Council of the Village of Glenboro increase the base
rate of Village By-Law #700 (Scavenging By-Law) from $100.00 to $125.00.

RESOLVED that the Council of the Village of Glenboro authorize payment to
Emergency Co-ordinator Garth McIntyre of Glenboro, Manitoba representing the
Village’s share of costs for services provided by Mr. McIntyre during the year
2008 in activities associated with his position as Coordinator for the Spruce
Lakes Emergency Response Team and the Village of Glenboro and R. M. of South
Cypress Emergency Preparedness Plan.

RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2009 accounts from cheque #3230 to and including cheque
#3268 and cheque #3270 to and including cheque #3280 amounting to a total of
$61,018.79 as fully detailed to Council by the Assistant C.A.O.
“carried” Prior to the presentation of the following resolution and the associated subject, Councillor Loren Nelson, having a personal interest in the matter, withdrew from the Council chambers, not returning until after the vote on said resolution.
RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2009 account/cheque #3269 amounting to $86.17 as
submitted to Council by the Assistant Chief Administrative Officer.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 10:20 p.m. to convene again for the next
regular scheduled meeting of Council to be held Tuesday May 12, 2009 at 7:00
p.m.
