Minutes of the tenth regular meeting of the 2008/2009 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, August 11, 2009 at 7:00 p.m. Present
at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Steve R.
Bjornson, Robert G. Jewsbury, Wayne C. Davidson, Chief Administrative Officer
Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers.
Mayor William R. Shackel, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the time
indicated, Council met with the following delegation: Curtis Basso } Restrictions on the Placement of Kevin Newton }
Stop Sign(s) on Cochrane Street RESOLVED
that the minutes of the last regular meeting of Council held on Tuesday July 14,
2009 be taken as read and approved, all statutory requirements having been
fulfilled.
“carried” Prior to the presentation of the
following Resolution and the associated subject, Councillor Steve Bjornson,
having a personal interest in the matter, withdrew from the Council Chambers,
not returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro accept the commercial sidewalk tender submitted by Bjorn
Enterprises of Glenboro, Manitoba for the replacement of approximately 160 feet
of sidewalk on Railway Avenue at and for the tendered price of $23,765.27 and as
per terms and conditions specified in the above; AND FURTHER BE IT RESOLVED that this
work be completed no later than September 30, 2009.
“carried” RESOLVED that the Council of the
Village of Glenboro authorize Village Foreman Armand Vallotton to attend the
basic Math and Science course for Water/Wastewater Treatment Plant Operators
being held September 8 – 10, 2009 at Red River Community College in Winnipeg,
Manitoba; AND FURTHER BE IT RESOLVED that
Village Foreman Armand Vallotton be authorized to attend the Wastewater
Treatment 1 and Wastewater Collection 1 courses being held in Winkler, Manitoba
on November 16 – 19, 2009 and November 23 – 26, 2009 respectively.
“carried” RESOLVED that the Council of the
Village of Glenboro forward a request to the Highway Traffic Board to establish
a 30 km per hour reduced speed zone on Cochrane Street from Murray Avenue to
Donald Avenue in the Village of Glenboro.
“carried” RESOLVED that the Council of the
Village of Glenboro, in concert with the R. M. of South Cypress, offer training
assistance for up to 6 persons selected for the EMT Program during the 2009/2010
scholastic year; AND FURTHER BE IT RESOLVED that each
of the 6 selected students shall be entitled to receive financial assistance of
up to a maximum of $670.00 upon the successful completion of the program and the
associated certification as Provincial EMTech.
“carried” RESOLVED that the Council of the
Village of Glenboro approve the subdivision application submitted by Garry and
Cathie Haasbeek of Glenboro, Manitoba and their subsequent proposal to subdivide
part of Lot 33 Plan 1152 MLTO within Village limits. “carried” RESOLVED
that the Council of the Village of Glenboro accept the tender submitted by Mark
and Siobhain O’Connor for the purchase of Lots 12/14; Block 6; Plan 45 at and
for the tendered price; AND FURTHER BE IT RESOLVED that all
transfer and legal costs be the responsibility of the purchaser.
“carried” RESOLVED that the Council of the
Village of Glenboro support the Glenboro Community Development Corporation by
securing advertising space in their tourism booklet at a cost of $100.00.

RESOLVED that the Council of the
Village of Glenboro accept the auditing services proposal submitted by BDO
Dunwoody of Winnipeg, Manitoba and accordingly re-appoint the said chartered
accounting firm as the official auditor for the Village of Glenboro for fiscal
years 2009, 2010 and 2011 as per fees and terms specified in their August 5,
2009 services proposal.
“carried” Prior to the presentation of the
following Resolution and the associated subject, Councillor Bob Jewsbury, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro accept an “offer to purchase” submitted by Jurgen
Schwarz of Glenboro, Manitoba for the property legally described as Lot 8 Block
5 Plan 45 in the Village of Glenboro for the offered purchase price for said
property, subject to an easement agreement being entered into with the Village
of Glenboro regarding ownership of and access to the existing 19,000 gallon
water tank and well; AND FURTHER BE IT RESOLVED that the
purchaser be responsible for all legal and transfer costs.

RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2009 accounts from
cheque #3409 to and including cheque #3434 and cheque #3436 to and including
cheque #3443 amounting to a total of $99,040.07 as fully detailed to Council by
the Assistant C.A.O.
“carried” Prior to the presentation of the
following Resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro authorize the payment of fiscal year 2009 account / cheque
#3435 amounting to $210.19 as submitted to Council by the Assistant C.A.O.
“carried” RESOLVED that the Council of the
Village of Glenboro do now adjourn at 9:13 p.m. to convene again for the next
regular scheduled meeting of Council to be held Tuesday September 8, 2009 at
7:00 p.m.
