Minutes of the fourth regular meeting of
the 2008/2009 Council of the Village of Glenboro held in the Village/Municipal
Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, February
10, 2009 at 7:00 p.m. Present at the meeting: Councillors
Loren H. Nelson, Robert J. Gudnason, Robert G. Jewsbury, Steve R. Bjornson,
Chief Administrative Officer Eric C. Plaetinck and Assistant Chief
Administrative Officer Darren J. Myers.
Regrets: Mayor William R. Shackel. Deputy Mayor Loren H. Nelson, presiding,
called the meeting to order at 7:00 p.m. RESOLVED that the minutes of the last
regular meeting of Council held on Tuesday, January 13, 2009 be taken as read
and approved, all statutory requirements having been fulfilled. “carried” RESOLVED that the Council of the Village
of Glenboro give second and third reading to By-Law #711 (vis-à-vis the
appointment of Eric C. Plaetinck as the 2009 Chief Administrative Officer.
“carried” RESOLVED that the Council of the Village
of Glenboro apply to the 2009 Canada Summer Jobs Program for funding to hire a
student for the summer of 2009. “carried” RESOLVED that the Council of the Village
of Glenboro authorize the purchase of a new 2008 Ford F-550 Truck (cab and
chassis), VIN 1FDAF56R88EB38336 from San Tan Ford of Gilbert, Arizona, USA at
and for the quoted price plus shipping and applicable taxes. “carried” RESOLVED that the Council of the Village
of Glenboro enter into a 2009 sponsorship agreement with Manitoba Department of
Education, Citizenship and Youth for the establishment of a Manitoba Youth Job
Centre Office in Glenboro, Manitoba during the period May 5 to August 14, 2009. “carried” RESOLVED that Mayor Bill Shackel be
authorized to attend the Highway Traffic Board Hearing being held February 26,
2009 in Brandon, Manitoba. “carried” RESOLVED that the year 2009 spring road
restrictions for designated Village roads/streets within the limits of the
Village of Glenboro, will commence on or after March 15, 2009; (actual
implementation date dependent on weather conditions) and shall remain in effect
for a period of up to 12 weeks, as determined by Council; The following specified Village
roads/streets, lying within the Village of Glenboro, which is classified as a
“B Highway”, shall be weight restricted, when so posted, to 65% of normal
axle loads; ½ mile of Public Road lying within
Section 10; Township 7; Range 14 WPM, referred to as the north I.P.L. Road, and ½ mile of Public Road lying within
Section 10; Township 7; Range 14 WPM from the intersection of Miles Street and
Railway Avenue West to Municipal Road #81, referred to as West Railway Avenue. With the exception of the above noted
roads, all other Village street/roads, within the limits of the Village of
Glenboro will not be subject to spring weight restrictions. “carried” RESOLVED that the Council of the Village
of Glenboro authorize Councillor Steve Bjornson to attend the Manitoba
Association of Regional Recyclers meeting being held Friday, February 27, 2009
in Winnipeg, Manitoba. “carried”
RESOLVED that the Council of the Village
of Glenboro accept and approve the minutes and recommendations presented by the
Glenboro/South Cypress Fire Department as fully detailed in their December 12,
2008 and January 21, 2009 minutes. “carried” RESOLVED that the Council of the Village
of Glenboro acknowledge and approve the receipt of the Cypress Planning
District’s 2009 Budget and Levy request of $3,300.00 from the Council of the
Village of Glenboro. “carried” WHEREAS as provided for in Section 365(2) of the Municipal
Act, a Council may in any year designate the immediately preceding year or any
earlier year as the year for which properties the taxes in respect of which are
in arrears must be offered for sale by auction to recover the tax arrears and
costs; NOW THEREFORE BE IT RESOLVED that the
Council of the Village of Glenboro designate Tax Year 2008 as the year for which
properties the taxes in respect of which are in arrears (2007 taxes) must be
fully paid prior to commencement of the 2009 Municipal Tax Sale and failing
payment of all 2007 tax arrears the respective property will be offered for sale
by auction in order to recover the tax arrears and costs; AND FURTHER BE IT RESOLVED that the Village of Glenboro conduct this years’ Tax Sale at a suitable date and time, in the fall of the year 2009, as determined by the Chief Administrative Officer. “carried” RESOLVED that the Council of the Village
of Glenboro grant $150.00 to the Glenboro Agricultural Society to aid in the
staging of their Annual Fair to be held June 30 and July 1, 2009. “carried” RESOLVED that the Council of the Village
of Glenboro authorize a grant in the amount of $200.00 to the Westman Regions’
KidSport Committee. “carried” RESOLVED that the Council of the Village
of Glenboro acknowledge and approve receipt of the Glenboro/South Cypress/Wawanesa
Handi Transit Boards’ 2009 Budget and Levy request of $4,677.39 from the
Council of the Village of Glenboro; AND FURTHER BE IT RESOLVED that the
Council of the Village of Glenboro approve an annual replacement reserve
provision of $2,000.00 to be used towards the future replacement of a Handi
Transit vehicle.
“carried” RESOLVED that the Council of the Village
of Glenboro apply to the Canada Manitoba Infrastructure Program for funding to
be used towards paving Valmor Road. “carried” RESOLVED that Councillor Robert Jewsbury
be authorized to attend the Assiniboine Municipal Health Committee meeting being
held on February 18, 2009 in Brandon, Manitoba. “carried” RESOLVED that the Council of the Village
of Glenboro authorize Bob Jewsbury to attend a Manitoba Hydro Bipole III meeting
being held February 20, 2009 in Carberry, Manitoba. “carried” RESOLVED that the Council of the Village
of Glenboro authorize Mayor Bill Shackel and Assistant C.A.O. Darren Myers to
attend the A.M.M. Western District Mayors, Reeves and C.A.O.s meeting being held
in Hartnery, Manitoba on Wednesday, March 18, 2009. “carried” RESOLVED that the Council of the Village
of Glenboro hold a special meeting on Tuesday, April 7, 2009 at 7:00 p.m. to set
and adopt the Village’s Budgeted Operating Expenditures for fiscal year 2009; AND FURTHER BE IT RESOLVED that in
compliance with Section 162(2) of the Municipal Act, the Council of the Village
of Glenboro hold a public hearing on Tuesday, April 14, 2009 at 8:00 p.m. in the
Village Council Chambers at Glenboro, Manitoba for the purpose of presenting
its’ Financial Plan for fiscal year 2009 and subsequently giving any person
who wishes, opportunity to make representation, ask questions or register an
objection to the Financial Plan so presented. “carried” RESOLVED that the Council of the Village
of Glenboro authorize Council Members B. Shackel, L. Nelson, R. Jewsbury, S.
Bjornson and Assistant C.A.O. Darren Myers to attend the “AMM Municipal
Officials Seminar” being held April 15th and 16th, 2009
in Brandon, Manitoba. “carried” RESOLVED that the Council of the Village
of Glenboro authorize Bob Jewsbury and Bill Shackel to attend the Provincial
Police Act Consultation meeting being held in Brandon, Manitoba on February 24,
2009. “carried” RESOLVED that the Council of the Village
of Glenboro authorize the payment of fiscal year 2008 accounts from cheque #3094
to and including cheque #3100 amounting to a total of $9,110.22 as fully
detailed to Council by the Assistant Chief Administrative Officer. “carried” Prior to the presentation of the
following resolution and the associated subject, Councillor Loren Nelson, having
a personal interest in the matter, withdrew from the Council chambers, not
returning until after the vote on said resolution.
RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2009 account/cheque #3165 amounting to $190.70 as
submitted to Council by the Chief Administrative Officer. “carried” RESOLVED
that the Council of the Village authorize the payment of fiscal year 2009
accounts from cheque #3137 to and including cheque #3164 and cheque #3166 to and
including cheque #3180 amounting to a total of $101,970.80 as fully detailed to
Council by the Assistant Chief Administrative Officer. “carried” RESOLVED that the Council of the Village
of Glenboro do now adjourn at 9:48 p.m. to convene again at the next regular
meeting scheduled for Tuesday March 10, 2009 at 7:00 p.m. “carried” |
