Minutes of the third regular meeting of
the 2008/2009 Council of the Village of Glenboro held in the Village/Municipal
Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, January
13, 2009 at 7:00 p.m. Present at the meeting: Mayor William R.
Shackel, Councillors Loren H. Nelson, Robert J. Gudnason, Robert G. Jewsbury and
Chief Administrative Officer Eric C. Plaetinck.
Regrets: Steve Bjornson.
Mayor William R. Shackel, presiding,
called the meeting to order at 7:05 p.m. During the meeting, at the time

RESOLVED
that the minutes of the last regular meeting of Council held on Monday, December
9, 2008 be taken as read and approved, all statutory requirements having been
fulfilled.

RESOLVED that the Council of the Village
of Glenboro give second and third reading to By-Law #710 (Vis-à-vis
borrowing/overdraft authorization at Westoba Credit Union Ltd., Glenboro
Branch). “carried” RESOLVED that the Council of the
Village of Glenboro accept and approve the actions/recommendations presented by
the Glenboro/South Cypress Administrative Office/Staff Consolidation Steering
Committee as fully detailed in their January 7, 2009 meeting minutes.
“carried” RESOLVED that the Council of the
Village of Glenboro give first reading to By-Law #711 (Vis-à-vis the
appointment of Eric Plaetinck as the 2009 Chief Administrative Officer).
“carried” RESOLVED that the Council of the
Village of Glenboro purchase 100 blue boxes from Busch Systems at and for the
quoted price of $941.10, taxes and shipping included.
“carried” RESOLVED that the
Council of the Village of Glenboro apply to the Minister of Highways and
Transportation for “Grant in Aid” on the following work on the noted streets
in the Village of Glenboro for the Year 2009: Dust Control
(Magnesium Chloride) on GlenTown Road and South Railway Avenue at an estimated
cost of $5,000.00.

Village of Glenboro set the following rates for custom work completed within the
Village of Glenboro utilizing Village Equipment and Manpower: Gravel: $
15.00 per yard, delivered Mower (1435 John Deere):
$ 50.00 per hour Tractor:
$ 50.00 per hour Garbage Truck:
$ 50.00 per hour 1 Ton Truck:

$15.00 per load. AND FURTHER BE IT RESOLVED that all
custom work completed “after hours” be invoiced at the minimum rate of three
(3) hours.

RESOLVED that the Council of the
Village of Glenboro renew its membership with the following organizations and
thereby authorize payment of the respective 2009 membership fees: Assiniboine Municipal Health
Committee Hudson Bay Route Association Federation of Canadian Municipalities Association of Manitoba
Municipalities Manitoba Municipal Administrators
Association Glenboro Community Development
Corporation Manitoba Good Roads Association Burrough of the Gleann Museum
“carried” RESOLVED that the Council of the Village of Glenboro grant the Tiger Hills Arts Association office space within the Village of Glenboro Office building during the period January 1 to December 31, 2009; AND FURTHER BE IT RESOLVED that the
Council of the Village of Glenboro value this gift-in-kind at $1,200.00.
“carried” VARIATION
ORDER NO: V12-08-G
WHEREAS Cliff and Marilyn Cullen, owners of the property legally
described as Lot 11; Plan 1357, in the Village of Glenboro and located at 11
Cooper Bay in Glenboro, Manitoba applied to the Village of Glenboro Variation
Board to vary the application of Part IV, Section 8, Table IV-II Bulk
Requirements of Zoning By-Law No. 458 provided under Part 6 of the Planning Act
as it applies to the property, in order to vary the established requirements, as
follows:
From: Rear yard setback for an accessory building of a minimum 10 feet
To: Rear yard setback for an accessory building of a minimum 1 foot
For the purpose of: Locating an accessory storage building in the rear
yard of a property in a residential district.
And after careful consideration of the application and any
representations made for or against the variation sought by the applicants,
Cliff and Marilyn Cullen. The Village of Glenboro Variation Board
in meeting duly assembled this 13th day of January, 2009, APPROVED
the said Variation. Approval is given subject to the
following conditions: None “carried”
RESOLVED that the Council of the Village of Glenboro jointly with the
Council of the Rural Municipality of South Cypress and in conjunction with the
Joint Emergency Preparedness Program, authorize the purchase of relevant
equipment, as outlined in a January 12, 2009 letter from Emergency Coordinator
Garth McIntyre, which would be required in the establishment of an alternate
Emergency Operation Centre that would be located in the Glenboro Fire Hall;
AND FURTHER BE IT RESOLVED that the Council of the Village of Glenboro
jointly with the Council of the Rural Municipality of South Cypress commit to a
total contribution of up to $10,000.00 (shared 50-50) on the condition that a
matching grant be obtained from the Province of Manitoba under the JEPP program. “carried”
RESOLVED that the Council of the Village of Glenboro authorize
Councillors Robert Gudnason and Loren Nelson to purchase, as soon as possible, a
new or used Ford F550 or equivalent truck chassis c/w appropriate power train
features from a supplier/dealer with the most favourable truck condition,
warranty, delivery etc. at a cost of up to $25,000 (Canadian dollars) plus
delivery and applicable taxes. “carried”
RESOLVED that the Council of the Village of Glenboro accept the tender
submitted by Gordon and Cheryl Wytinck of Cypress River, Manitoba for the
purchase of Lots 5 and 6 of the Valmor Road Subdivision;
AND FURTHER BE IT RESOLVED that lot development terms and conditions be
applied to the sale of the lots, most notably that a dwelling be established
thereon by December 31, 2009;
AND FURTHER BE IT RESOLVED that all transfer and legal costs be the
responsibility of the purchaser. “carried”
RESOLVED that the council of the Village of Glenboro acknowledge and
approve the receipt of the Glenboro Veterinary District Services Board’s 2009
Budget and Municipal Levy request of $2,359.98 from the Council of the Village
of Glenboro. “carried”
RESOLVED that Councillor Robert Jewsbury be authorized to attend the
Assiniboine Municipal Health Committee meeting being held on January 19, 2009 in
Rivers, Manitoba. “carried”
RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2008 accounts from cheque #3056 to and including cheque
#3086 and cheque #3088 to and including cheque #3093 amounting to a total of
$259,986.68 as fully detailed to Council by the Chief Administrative Officer.
“carried” Prior to the presentation of Resolution
#2009-017 and the associated subject, Councillor Loren Nelson, having a personal
interest in the matter, withdrew from the Council chambers, not returning until
after the vote on said resolution.
RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2008 account/cheque #3087 amounting to $722.43 as
submitted to Council by the Chief Administrative Officer.

RESOLVED that the Council of the Village authorize the payment of fiscal
year 2009 accounts from cheque #3135 to and including cheque #3144 amounting to
a total of $10,750.90 as fully detailed to Council by the Chief Administrative
Officer.

Village of Glenboro do now adjourn at 10:30 p.m. to convene again at the next
regular meeting scheduled for Tuesday February 10, 2009 at 7:00 p.m.
