Minutes of the eighth regular
meeting of the 2008/2009 Council of the Village of Glenboro held in the
Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on
Tuesday, June 9, 2009 at 7:00 p.m. Present at the meeting: Mayor William R.
Shackel, Councillors Loren H. Nelson, Steve R. Bjornson, Robert G. Jewsbury,
Wayne C. Davidson, Chief Administrative Officer Eric C. Plaetinck and Assistant
Chief Administrative Officer Darren J. Myers.
Mayor William R. Shackel, presiding,
called the meeting to order at 7:00 p.m. During the meeting, at the times
indicated, Council conducted the noted Public Hearing and also met with the

that the minutes of the last regular meeting of Council held on Tuesday May 12,
2009 be taken as read and approved, all statutory requirements having been
fulfilled.
“carried” At a duly called public hearing held
at 8:00 p.m., in regard to Zoning By-law Amendment, By-law #712, no
representation was received by Council. RESOLVED that the Council of the
Village of Glenboro give second and third reading reading to By-Law #712 (Zoning
By-Law Amendment for the Village of Glenboro), and that it be signed by the
Mayor and the Chief Administrative Officer, sealed and delivered.

RESOLVED that the Council of the Village of Glenboro accept the tender
submitted by Zenith Paving of Brandon, Manitoba for the following work to be
completed in the summer of 2009: The supply and placement of asphalt,
with an average depth of 40mm, onto Donald Avenue between Lyall Steet and
Cochraine Street at and for the quoted price of $29,953.00 plus applicable
taxes.
“carried” Prior to the presentation of following
Resolution and the associated subject, Councillor Steve Bjornson, having a
personal interest in the matter, withdrew from the Council Chambers, not
returning until after the vote on said resolution. RESOLVED that the Council of the
Village of Glenboro endorse the actions of the Board of the Glenboro-South
Cypress Fire Department at their May 21, 2009 meeting whereby the lowest tender,
submitted by Bjorn Enterprises of Glenboro, Manitoba, was accepted for the
construction of a three bay double deep Fire Hall approximately 70’ x 90’ x
18’ including a 20’ x 90’ Mezzanine Floor and a 8’ x 8’ 30’ Hose
Drying Tower for the Glenboro-South Cypress Fire Department, as per terms and
conditions which are specified in the said tender.

RESOLVED that the Council of the Village of Glenboro accept the tender
submitted by Robbie Hallgrimson Painting and Drywall for the painting of the
Glenboro Library, as per terms and conditions specified in the Painting Tender,
at and for the quoted price.
“carried” RESOLVED that the Council of the
Village of Glenboro approve the purchase and replacement of chain and connectors
for both pumps at the Murray Ave. and Lyall St. lift stations from Contec
Projects of Winnipeg, Manitoba at and for the quoted price $397.00, installation
included, plus applicable taxes; AND FURTHER BE IT RESOLVED that this
work be completed in the Fall of 2009 in conjunction with the regular Lift
Station Maintenance Schedule.
“carried” RESOLVED that the Council of the Village of Glenboro hold it’s 2009 Tax Sale on Wednesday December 9th, 2009 commencing at 2:00 p.m. at the Office of the Village of Glenboro located at 618 Railway Avenue Glenboro, Manitoba.
“carried” RESOLVED that the Council of the
Village of Glenboro make Council Member and Committee Appointments for the
period June 9, 2009 to November 10, 2009 as per Schedule “A”, attached
hereto.

RESOLVED that the Council of the Village of Glenboro authorize Assistant
C.A.O. Darren Myers to attend the Manitoba Municipal User’s Group Conference
being held June 12, 2009 in Portage La Prairie, Manitoba.

WHEREAS Viterra has closed the grain
elevator in Bowsman; AND WHEREAS Viterra is preparing to
demolish Bowsman’s elevator; AND WHEREAS there are so few of these
potentially useful plants left in Manitoba; AND WHEREAS destroying Bowsman’s
elevator would be a colossal waste of resources; AND WHEREAS this elevator is the last
one of seven elevators that was located in the Village of Bowsman and in
demolishing it, a part of their history would be lost forever; AND WHEREAS these facilities could be
used for a number of purposes: farmer’s storage, cleaning plants, preserved
crops, gathering facilities, etc. AND WHEREAS many of these elevators were
built by local groups and associations; AND WHEREAS VITERRA seems determined to
destroy these plants simply to eliminate possible competition; NOW THEREFORE BE IT RESOLVED that all
levels of government use every means at their disposal including expropriation
to prevent the demolition of the grain elevator in Bowsman. “carried”
RESOLVED that the Council of the Village of Glenboro authorize a payment
of $916.56 to the Glenboro CDC representing costs incurred to date for 6
individuals in obtaining EMT certification.

RESOLVED that the Council of the Village of Glenboro authorize the
payment of fiscal year 2009 accounts from cheque #3318 to and including cheque
#3358 amounting to a total of $40,226.27 as fully detailed to Council by the
Assistant C.A.O.

Village of Glenboro do now adjourn at 9:42 p.m. to convene again for the next
regular scheduled meeting of Council to be held Tuesday July 14, 2009 at 7:00
p.m.
