Minutes
of the inaugural and first regular meeting of the 2009/2010 Council of the
Village of Glenboro held in the Village/Municipal Council Chambers at 618
Railway Avenue Glenboro, Manitoba on Tuesday November 10, 2009 at 7:00 p.m. Present
at the meeting: Mayor William R. Shackel, Councillors Robert G. Jewsbury, Steve
R. Bjornson, Wayne C. Davidson, Chief Administrative Officer Eric C. Plaetinck
and Assistant Chief Administrative Officer Darren J. Myers. Regrets

Prior
to the commencement of the meeting, in accordance with Section 101(1) of the
Municipal Act, the Mayor and all Councillors present each made and subscribed a
Declaration of Qualification and Declaration of Office. Mayor
William R. Shackel, presiding, called the meeting to order at 7:00 p.m. RESOLVED that the minutes of the last regular meeting of Council held on Tuesday, October 13, 2009 be taken as read and approved, all statutory requirements having been fulfilled.

that the 2009/2010 Council of the Village of Glenboro meet regularly at the
Village/Municipal Office at 618 Railway Avenue Glenboro, Manitoba on the second
Tuesday in each month commencing at 7:00 p.m. or at an alternate date or time as
deemed necessary. “carried”
RESOLVED
that the Council of the Village of Glenboro give first reading to By-Law #715 (Cancellation
of taxes owing to the Village of Glenboro).

that the Council of the Village of Glenboro give first reading to By-Law #716 (Compensation/Remunerations/Indemnities
payable to the 2009/2010 Council Members).

that the Council of the Village of Glenboro officially appoint the following

“carried” RESOLVED that the Council of the Village of Glenboro officially appoint
Armand Vallotton as Equipment Operator and Maintenance Foreman for the Village
of Glenboro for the year 2010 and as per terms and conditions to be specified in
his 2010 employment agreement.

RESOLVED that the Council of the Village of Glenboro jointly with the
Council of the R.M. of South Cypress set the following days/hours of operation
for the Glenboro Waste Disposal Grounds/Transfer Station for the period November
2, 2009 to March 15, 2010:
Monday
9:00 a.m. to 4:00 p.m.
Wednesday
1:00 p.m. to 5:00 p.m.
Friday
9:00 a.m. to 4:00 p.m.
Saturday
9:00 a.m. to 4:00 p.m.
“carried” RESOLVED
that the Council of the Village of Glenboro accept the tender submitted by
Petals and Presents (Valerie Outhwaite) of Glenboro, Manitoba for the supply and
planting of flowers in the Village of Glenboro for the summer of 2010 at and for
the quoted price.
“carried” RESOLVED
that the Council of the Village of Glenboro ratify the casual employment of Mr.
Greg Buck of Glenboro, Manitoba for the 2009-2010 Winter Season on an “as
required” basis at the agreed to a wage.
“carried” RESOLVED
that the Council of the Village of Glenboro award a grant in the amount of
$200.00 to the Glenboro UCT/Glenboro CDC to assist in purchasing LED Christmas
Lights for use at Town Square.
“carried” RESOLVED
that the Council of the Village of Glenboro award a grant in the amount of
$63.30 to Manitoba Crimestoppers to assist in offsetting the costs associated
with the community based policing program.
“carried” RESOLVED
that the Council of the Village of Glenboro continue to support the “My
Community” Program, which provides personalized gifts for births,
weddings, major wedding anniversaries and newcomers on behalf of the Village of
Glenboro and other participating businesses at a cost of $319.20.
“carried” WHEREAS
pursuant to Section 372 of the Municipal Act a municipality may set a reserve
bid in the amount of tax arrears and costs in respect of the property; NOW
THEREFORE BE IT RESOLVED that the Council of the Village of Glenboro set the
following terms and conditions for the 2009 Village Tax Sale to be held December
9, 2009: That
the Village of Glenboro place a reserve bid on all properties in the amount of
all arrears and costs in respect of each property.
“carried” WHEREAS
the mission statement of the Glenboro CDC is to promote and enhance community
development and job creation in the Village of Glenboro and the R. M. of South
Cypress; AND
WHEREAS the mission statement of the Southwest Regional Round Table is as a
non-profit regional development organization which facilitates projects that
impact regional issues, strengths and opportunities for the benefit of its’
members in southwest Manitoba and the Glenboro CDC is a member of SWRRT; AND
WHEREAS SWRRT and its’ members appreciate the value of youth employment and
opportunities in rural Manitoba; AND
WHEREAS SWRRT is applying to the Southwest Regional Development Corporation for
a grant to host a youth conference that targets life skills, entrepreneurship,
trades and apprenticeship programs; NOW
THEREFORE BE IT RESOLVED that as a member of the Glenboro CDC, the Council of
the Village of Glenboro hereby supports the application for grant funding to
host a youth conference as submitted by SWRRT to the South West Regional
Development Corporation.
“carried” RESOLVED
that the Council of the Village of Glenboro forward a request to the Highway
Traffic Board to establish a speed zone on Provincial Trunk Highway #2 adjacent
to the Village of Glenboro.
“carried” RESOLVED
that the Council of the Village of Glenboro authorize the payment of fiscal year
2009 accounts from cheque #3527 to and including cheque #3544 and cheque #3546
to and including cheque #3565 amounting to a total of $ 50,162.04 as fully
detailed to Council by the Assistant CAO.
“carried” Prior
to the presentation of the following resolution and the associated subject,
Councillor Steve Bjornson, having a personal interest in the matter, withdrew
from the Council Chambers, not returning until after the vote on said
resolution. RESOLVED that the Council of the Village authorize the payment of fiscal
year 2009 account/cheque #3545 amounting to $5.32 as submitted to Council by the
Assistant C.A.O.

that the Council of the Village of Glenboro do now adjourn at 9:27 p.m. to
convene again at the next regular meeting scheduled for Tuesday December 8, 2009
at 7:00 p.m.
