Minutes of the twelfth regular meeting of the 2008/2009 Council of the Village of Glenboro held in the Village/Municipal Council Chambers at 618 Railway Avenue Glenboro, Manitoba on Tuesday, October 13th, 2009 at 7:00 p.m.

 Present at the meeting: Mayor William R. Shackel, Councillors Loren H. Nelson, Steve R. Bjornson, Robert G. Jewsbury, Wayne C. Davidson, Chief Administrative Officer Eric C. Plaetinck and Assistant Chief Administrative Officer Darren J. Myers.        

Mayor William R. Shackel, presiding, called the meeting to order at 7:00 p.m. 

During the meeting, at the time indicated, Council conducted the noted Variation Order Public Hearing, in accordance with the Planning Act: 

Variation Order            }    Minimum Lot Size & Front Yard Setback   -    7:30 p.m.

Public Hearing            }    on Lots 8 to 11; Block 5; Plan 45       

 

RESOLVED that the minutes of the last regular meeting of Council held on Tuesday September 8, 2009 be taken as read and approved, all statutory requirements having been fulfilled.

RESOLVED that the Council of the Village of Glenboro jointly with the Council of the R.M. of South Cypress set the following days/hours of operation for the Glenboro Waste Disposal Grounds/Transfer Station for the period November 2, 2009 to March 15, 2010: 

Monday                      9:00 a.m. to 4:00 p.m.

Wednesday                 1:00 p.m. to 5:00 p.m.

Friday                         9:00 a.m. to 4:00 p.m.

Saturday                     9:00 a.m. to 4:00 p.m.

            RESOLVED that the Council of the Village of Glenboro appoint all members of the Glenboro-South Cypress Fire Department as special constables for the Village of Glenboro on Friday October 30 and Saturday November 1, 2009 for the purpose of policing the Village during Halloween; 

AND FURTHER BE IT RESOLVED that the Village of Glenboro pay a flat fee of $1,000.00 to the Fire Department for this service.

               RESOLVED that the Council of the Village of Glenboro appoint Mrs. Myrtle Nichols of Glenboro, Manitoba to the Board of the Western Manitoba Regional Library.

At a duly called public hearing held at 7:30 p.m., in regard to Variation Order application #V12-09-G, the only representation made was by the applicant, Jurgen Schwarz. 

Prior to the presentation of the following resolution and the associated subject, Councillor Robert Jewsbury, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution.  

                                 Variation Order No. V12-09-G 

WHEREAS J. Schwarz, owner of the property legally described as Lots 8 to 11; Block 5; Plan 45 in the Village of Glenboro and located at 416 Railway Avenue in Glenboro, applied to the Village Variation Board to vary the application of Part V, Section 8, Table V-II Bulk requirements of Zoning By-Law No. 458 provided under Part 6 of the Planning Act as it applies to the property, in order to vary the established requirements as follows: 

FROM:            Minimum lot area of 15,000 square feet and minimum front yard setback of 25 feet in a “CC” Downtown Commercial District. 

TO:            Minimum lot area of 13,260 square feet and a minimum front yard setback of 15 feet in a “CC” Downtown Commercial District. 

FOR THE PURPOSE OF:   Establishing a vehicle repair garage. 

And after careful consideration of the application and any representations made for or against the variation sought by the applicant, Jurgen Schwarz. 

The Village of Glenboro Variation Board in meeting duly assembled this 13th day of October, A.D. 2009. 

“APPROVED” the said Variation. 

Approval is given subject to the following conditions:   None specified. 

Approval shall expire if not acted upon within 12 months of the date of making.

RESOLVED that the Council of the Village of Glenboro set the following terms and conditions for the 2009 Village Tax Sale to be held December 9, 2009: 

1. That the purchaser of property at the tax sale auction will be responsible for an immediate secured deposit of 10% with the balance to be paid by a like deposit within 15 days. 

2. That the purchaser of property at the tax sale auction will be responsible for all legal fees for the transfer of registration of this property at the Land Titles Office. 

3. That the purchaser of property at the tax sale auction will be responsible for the current years’ taxes.

WHEREAS a number of local non profit organizations, specifically, the Glenboro Community Development Corporation, Glenboro Rink Committee, Glenboro Curling Club, Glenboro Agricultural Society, Glenboro Learning Centre and Glenboro Fire Department have formed a committee with intentions of conducting a fund raising lottery in conjunction with the Glenboro 2010 Homecoming;

AND WHEREAS the Council of the Village of Glenboro supports the said Glenboro Community 2010 Homecoming Fund Raising Committee in their proposed activity of conducting such cash prize lottery;

 NOW THEREFORE BE IT RESOLVED that the Council of the Village of Glenboro, jointly with the Council of the R.M. of South Cypress, guarantee sufficient funds to cover such prize amount stipulated in their lottery.

RESOLVED that Mayor William Shackel be authorized to attend the Highway Traffic Board Hearing being held October 14, 2009 in Brandon, Manitoba.

RESOLVED that the Council of the Village of Glenboro authorize Councillor Robert Jewsbury to attend the Assiniboine Municipal Health Committee meeting being held October 19, 2009 in Rivers, Manitoba.

RESOLVED that Councillor Steve Bjornson be authorized to accompany Village nominee and award recipient Ellen Rawlings and spouse to the Manitoba Council on Aging Awards being held in Winnipeg, Manitoba on October 27, 2009.

            RESOLVED that the Council of the Village of Glenboro authorize Mayor William Shackel to attend the Manitoba’s Community Recreation 30th Anniversary Conference, on November 6 – 8, 2009 in Brandon, Manitoba.

RESOLVED that the Council of the Village of Glenboro authorize all Members of Council and the Assistant C.A.O. to attend the Association of Manitoba Municipalities 11th Annual Convention being held in Brandon, Manitoba November 23 – 26, 2009.

 WHEREAS Breast Cancer is the most common Cancer in Canadian women and is a serious disease that will affect 22,700 women, 180 men and their families this year;

 AND WHEREAS it is of great importance that money is raised for funding Breast Cancer research projects and community programs; 

AND WHEREAS the Canadian Breast Cancer Foundation strives to be an effective advocate, a trusted leader, a respectful partner and a resourceful catalyst in creating a future without Breast Cancer; 

NOW THEREFORE BE IT RESOLVED THAT the Council of the Village of Glenboro do hereby proclaim the month of October 2009 as “BREAST CANCER AWARENESS MONTH” in the Village of Glenboro, Manitoba.

WHEREAS Diabetes is a serious condition affecting more than 250 million people worldwide including 2.4 million Canadians of whom 67,000 of those are living in Manitoba; 

AND WHEREAS The United Nations General Assembly has designated the current World Diabetes Day November 14 as an official United Nations World Health Day to recognize the Diabetes epidemic; 

AND WHEREAS the Canadian Diabetes Association invites governmental and non-governmental organizations to observe World Diabetes Day in order to raise public awareness of Diabetes and its’ related complications; 

NOW THEREFORE BE IT RESOLVED THAT the Council of the Village of Glenboro do hereby proclaim November 14th as World Diabetes Day in the Village of Glenboro and that we call upon all citizens to combat this disease and its’ life threatening complications by familiarizing themselves with the Diabetes warning signs, making healthy lifestyle choices and by accessing the best quality of care that Glenboro provides to its’ citizens with Diabetes.

RESOLVED that the Council of the Village of Glenboro authorize Councillor Robert Jewsbury to attend the Manitoba Planning Conference being held October 28 – 30, 2009 in Brandon, Manitoba.

 RESOLVED that the Council of the Village of Glenboro support the Glenboro Curling Club by retaining advertising space at the Club during the 2009/2010 season at a cost of $50.00.

RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2009 accounts from cheque #3476 to and including cheque #3504, and cheque #3506 to and including cheque #3526 amounting to a total of $60,046.71 as fully detailed to Council by the Assistant C.A.O.

Prior to the presentation of the following resolution and the associated subject, Councillor Steve Bjornson, having a personal interest in the matter, withdrew from the Council Chambers, not returning until after the vote on said resolution.

             RESOLVED that the Council of the Village of Glenboro authorize the payment of fiscal year 2009 account/cheque #3505 amounting to $23,765.27 as submitted to Council by the Assistant C.A.O.

RESOLVED that the Council of the Village of Glenboro do now adjourn at 9:03 p.m. to convene again for the next regular scheduled meeting of Council to be held Tuesday November 10, 2009 at 7:00 p.m.
